Jennings presiding., PRESENT: Councilmen: Walter S. Temple, Hazel N. Scotto, Richard M. Jennings ABSENT: Councilmen: Joseph E. DiLoreto (arrived at 5:45 p.m.) Donald H. Winton (arrived at 5:35 p.m.) ALSO PRESENT: Charles W. Thompson, City Manager Donald B. Robison, Assistant City Manager Richard D. Patton, Director of Finance Ervin Spindel, Director of Community Development Loren D. Morgan, Police Chief Edwin H. Wood, Fire Chief James D. Ruth, Director of Parks & Recreation Ruth Miller, City Librarian Thomas Hemphill, Administrative Analyst Martin Wynne, Senior Accountant Robert L. Shand, City Clerk -Treasurer Mayor Richard Jennings announced that this is a regular meeting, not a special one, and that the City Council may bring up any matters they wish to discuss in addition to continuation of the 1974-75 City of Downey Budget. Mayor Jennings said the Flag Salute and Invocation would be dispensed with at this adjourned regular meeting. Mayor Jennings requested the City Manager to give his report on the proposed Workmen's Compensation Self -Insured Program. City Manager Charles Thompson said as a result of several months study, it has been determined that the City of Downey can save approximately $100,000 per year by changing over to a self -insured program, and the program would also include excess liability insurance to guard the City against any catastrophic incident. He indi- cated a separate firm would perform as a claims administrator. Mr. Thompson reviewed proposals received from three firms and then called upon the Director of Finance to elaborate on the three proposals. Councilman Donald Winton arrived at the Council Meeting at 5:35 p.m. Finance Director Richard Patton explained he has studied the Workmen's Compen- sation proposals in an effort to determine which one would provide the most acceptable service rather than the lowest fee. He recommended the R. L. Kautz and Company for administering the Workmen's Compensation Self -Insured Program for the City. Mr. Patton distributed to the Council a report outlining the proposals of the three firms: R. L. Kautz & Co., Employers Self Insurance Service, Inc., and Fred S. James & Company. Councilman Joseph DiLoreto arrived at the Council Meeting at 5:45 p.m. A discussion followed wherein Mr. Patton outlined the important points in his report to be considered in retaining a firm for handling the Workmen's Compensation Insurance. It was moved by Councilman Walte Temple, seconded by Councilman Donald Winton, and passed by the following vote to a°°prove any premium payments to State Compensa- tion Insurance Fund after June 30, 1974, and approve a program of self-insurance for Workmen's Compensation Insurance Liability effective July 1, 1974. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings It was moved by Councilman Walter Temple, seconded by Councilman Joseph DiLoreto, and passed by the following vote to approve a contract with the Fred S. James Company to act as administrator for the City's self-insurance program for period of one year. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings Council Minutes 6/12/74 -1- h�L�Nr It was moved by Councilman Walter Temple, seconded by Councilman Joseph DiLoreto, and passed by the following vote to approve the Securing of Re -insurance for Excess Liability. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings Mayor Jennings called upon Judge Leon Emerson, Downey Municipal Court, for his presentation on Alcoholism and Drug Abuse. Judge Leon Emerson explained the purpose of the program. He said the program would require a Recovery House capable of housing twenty people. Judge Emerson proposed a plan wherein the City would lease the existing Fire Station No. 1 (on Downey Avenue) to the Southeast Council on Alcoholism and Drugs, and the fire house would be converted into a general service center for social atmosphere and non -medical detoxification. He stated the alternate program would be to simply lease the fire station as a recovery house and to negotiate a three-year lease with the City. He mentioned no deadline for a lease has been determined as yet pending the formation of five major districts. Discussion followed, and the matter was taken under submission. Mayor Jennings asked if there was any other general business to come before the City Council. There was no other general business. Mayor Jennings called upon Police Chief Loren Morgan to discuss the Operating Budget for the Police Department. Discussion followed. Police Chief Loren Morgan indicated the need for three additional personnel on the police squad. City Manager Charles Thompson offered to prepare a report for the next Council meeting indicating the growth of the City, comparison of police statistics with other cities and situations, and from where the City would obtain money for three additional personnel. He said the report would be based on a one -to -five year span, and Chief Morgan will present the Council with statistics on major offenses based on a three-year sequence. Mr. Thompson is to also present Council with a second -year maintenance contract report for police vehicles. Councilwoman Hazel Scotto said she would like to see the vehicle report prior to the next City Council meeting. (See later action on Police Budget, Page 3.) Mayor Jennings called upon Community Development Director Ervin Spindel for his budget presentation on Community Development and Public Works Departments. Discussion followed. It was moved by Councilman Joseph DiLoreto and seconded by Councilman Walter Temple that Council accept the recommendation of the Budget Committee accepting Reorganization of the Physical Services Division, deleting the concrete crew and necessary personnel and deleting the flatbed truck, and that the balance of the program as submitted be approved. AYES: 2 Councilmen: Temple, DiLoreto NOES: 3 Councilmen: Winton, Scotto, Jennings Motion failed. Discussion ensued on Capital Outlay items for the Public Works Department and the Equipment Fund. It was moved by Councilman Walter Temple, seconded by Councilman Donald Winton, and passed by the following vote that the Capital Outlay portion of the Public Works Budget, including the typewriter, flatbed truck, and the concrete crew, be approved. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings Discussion followed regarding the annual construction of the Rose Parade float done by personnel of the Public Works Department. Council Minutes 6/12/74 -2- It was moved by Councilman Donald Winton, seconded by Councilwoman Hazel Scotto, and passed by the following vote to approve the Public Works portion of the Budget. AYES: 3 Councilmen: Winton, Scotto, Jennings NOES: 2 Councilmen: Temple, DiLoreto Mayor Jennings called for approval of the Police Department Budget. It was moved by Councilman Donald Winton, seconded by Councilman Walter Temple, and passed by the following vote that the Police Department Budget, with the proviso that the Council receive a report regarding the need for three additional detective personnel as requested by the Chief of Police, be approved. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings Discussion then continued on the Community Development Budget. It was moved by Councilman Walter Temple, seconded by Councilman Joseph DiLoreto, and passed by the following vote to approve that portion of the Budget for the Community Development Department, including precision sound measuring equipment, and with the exception that the additional Planner request be denied and taken under study at the next Budget. AYES: 3 Councilmen: Temple, DiLoreto, Jennings NOES: 2 Councilmen: Winton, Scotto It was moved by Councilman Joseph DiLoreto, seconded by Councilman Walter Temple, and passed by the following vote to approve the Public Works Water Division Budget as submitted. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings Community Development Director Ervin Spindel explained the revised totals in the Fund 40, Assessment District No. 117 Project. He said the revised total for the Assessment District Project for the City's portion is $141,500. Discussion ensued. Councilman DiLoreto requested information regarding the Residential Redevelop- ment Program in Assessment District 117 and asked what assurance existed for the providing of open space in the Assessment District for a pocket park. The Parks & Recreation Department Budget was then discussed, with Parks & Recreation Director James Ruth present. The principal item cited in the Budget Study Committee Report is the new park development on Bellflower Boulevard. It was moved by Councilman Donald Winton, seconded by Councilman Walter Temple, and passed by the following vote to approve the Parks & Recreation Budget with the exclusion of the Golf Course Budget. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings Mr. Ruth explained the purpose for requesting new Capital Outlay Equipment for maintaining a high quality golf course. City Manager Charles Thompson explained the program proposed for the acquisi- tion and phasing out of golf carts at the golf course. It was moved by Councilman Walter Temple, seconded by Councilman Joseph DiLoreto, and passed by the following vote to approve the Golf Course Budget. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings It was moved by Councilman Walter Temple, seconded by Councilman Donald Winton, and passed by the following vote to accept the Capital Projects Budget for the Parks & Recreation Department. AYES: 4 Councilmen: Temple, DiLoreto, Winton, Scotto NOES: 1 Councilmen: Jennings Council Minutes 6/12/74 -3- , Fire Chief Edwin Wood appeared to discuss the Fire Department Budget. " 0" Chief Wood discussed the $100,000 request for the proposed communications network with surrounding cities. The new Paramedic Program was discussed. It was moved by Councilman Joseph DiLoreto, seconded by Councilman Donald Winton, and passed by the following vote to approve the Fire Department Budget as recommended by the City Manager, with the elimination of the video tape recorder from the Capital Outlay Budget. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings City Librarian Ruth Miller appeared to discuss the Library Department Budget. Councilman Joseph DiLoreto left the meeting at 10:45 p.m. It was moved by Councilman Walter Temple, seconded by Councilman Donald Winton, and passed by the following vote to accept the Library Department Budget as recommended. AYES: 4 Councilmen: Temple, Winton, Scotto, Jennings ABSENT: 1 Councilmen: DiLoreto Councilman DiLoreto returned to the meeting at 10:46 p.m. Finance Director Richard Patton discussed the Finance Department Budget, including Capital Outlay, joint -facility network for computer accounting with other cities. It was moved by Councilman Walter Temple, seconded by Councilwoman Hazel Scotto, and passed by the following vote to approve the Finance Department Budget as recommended. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings The Legislation section of the Budget was then taken under study. Consideration was given to a monthly allowance of $150. per month for reimbursement expenses for each Councilman, and a total of $200. per month for the Mayor. Mr. Ken Miller, 7336 Cleargrove Drive, Downey, was granted permission to address the Council. He said based on revenue increases for the City, he thinks the City Council is possibly justified in seeking an increase in reimbursement expenses. It was moved by Councilman Walter Temple, seconded by Councilman Donald Winton, and passed by the following vote to increase the travel expense appropriation from $4,000 up to $6,000, and that the monthly expense reimbursement of Councilmen be increased to $150. and to a sum of $200. for the Mayor. AYES: 3 Councilmen: Temple, Winton, Scotto NOES: 2 Councilmen: DiLoreto, Jennings The Legal Advice (City Attorney) Budget was then discussed. It was moved by Councilman Walter Temple, seconded by Councilwoman Hazel Scotto, and passed by the following vote to approve the Legal Advice Budget as recommended. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings The Council discussed the City Clerk -Treasurer Budget. It was moved by Councilman Walter Temple, seconded by Councilman Donald Winton, and passed by the following vote to approve the City Clerk -Treasurer Budget as recommended. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings The Council discussed the City Management (City Manager) Budget. Council Minutes 6/12/74 -4- It was moved by Councilman Donald Winton, seconded by Councilman Walter Temple, and passed by the following vote to approve the City Management Budget as recommended. tY AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings The Non -Departmental Budget was discussed, including allocations for the Co -sponsored Groups. City Manager Charles Thompson explained the need for added money to cover legal advertisement costs for the new General Plan and Zoning Ordinance. He said this Budget will also include costs for the Noise and Seismic Surveys. It was moved by Councilman Joseph DiLoreto, seconded by Councilman Walter Temple, and passed by the following vote to approve in respect to the Co -sponsored elements, $1,000 additional for the Chamber of Commerce, and the Special Projects amount to be included shall be $19,900. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings It was moved by Councilman Walter Temple, seconded by Councilman Joseph DiLoreto, and passed by the following vote to approve the Non -Departmental Budget as submitted, excluding the co -sponsored groups. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings It was moved by Councilman Joseph DiLoreto, seconded by Councilman Walter Temple, and passed by the following vote to approve the Emergency Services Budget as submitted. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings Mayor Richard Jennings said he would like to move that an overall amount of $1,500 be extracted from the Citywide Budget Travel Expense element to be prorated throughout the departments. City Manager Charles Thompson suggested that he be permitted to review all City department budgets and make the necessary Travel Expense reductions as necessary. He said he would dispatch a report, accordingly. A discussion then followed on the Equipment Management Program. It was moved by Councilman Walter Temple, seconded by Councilman Donald Winton, and passed by the following vote that $597,000 be kept in a Capital Projects Fund, but un-appropriated. AYES: 5 Councilmen: Temple, DiLoreto, Winton, Scotto, Jennings It was moved by Councilman Donald Winton, seconded by Councilman Walter Temple, and passed by the following vote to set aside $270,000 as Residential Rehabilitation. Also, that $170,000 be set aside for payment of the second element of the recently acquired park property on Bellflower Boulevard. The amounts to be set aside will come from Federal Revenue Sharing Funds. AYES: 5 Councilmcn: Temple, DiLoreto, Winton, Scotto, Jennings Mayor Jennings announced that this is a regular Council meeting, and this is now the time for Oral Communications. Mr. Ken Miller, 7336 Cleargrove Drive, Downey, rendered some remarks on the Budget. He said he had access to only the General Budget sheets and did not have the detailed figures necessary for in-depth study. Mr., Thompson reminded Mr. Miller that a Budget copy is available in the office of the City Clerk. The Council agreed that a Budget copy identical to that avail- able in the City Clerk's office should be available in the City Library as public information. Mr. Miller said he would Like to issue some more comments on the proposed Budget at the next Council meeting. Mr. Thompson said he would be ready within two or three days to make his recommendations for the Salary Study. Council Minutes 6/12/74 -5- Mayor Jennings announced that he will not be present at the June 25, 1974, City Council meeting. Councilman DiLoreto said he will not be missing any Council meetings during the summer season. Councilman Winton commented he will be missing some City Council meetings in July and August. It was moved by Councilman Donald Winton and seconded by Mayor Richard Jennings to name the new park on Bellflower Boulevard, in District One, Downey Southeast Park, or Southeast Downey Park. Councilman Winton said he does not want any connotation to do with the name Bellflower. Mayor Jennings suggested the matter be given some thought prior to final action. Councilman Winton said he wants the name of the park to designate the area wherein it is located. It was agreed to wait before taking a vote on the name for the park. The motion and the second were withdrawn. There being no further business to come before the City Council, the meeting was adjourned at 11;53 p.m. Robert L. Shand, City Clerk -Treasurer Josep E.
