Mayor Pro Tem Morton explained the reason for the special Council meet-
ting is to set a time and date for hearing and appeal as requested in the
matter of Mr. Manual Rivas of the E1 Palomar Inn 12165 Paramount Boulevard,
Downey, California 90242. Because of the length of time until the September
night meeting and because of vacation schedules, it was stated August 14,
1972 would be the ideal time for the hearing as a part of the regular night
meeting.
Police Chief Morgan explained that police permits issued to the E1

revoked for reason of violations of the Business and Professions Code in
serving minors and adult patrons after legal hours; the arrest of 31 aliens
in the establishment; for employment of a barmaid who was a minor; and be-
cause of the charge of having personally sold approximately 17 ounces of
heroin to an undercover peace officer.
