HomeMy WebLinkAboutMinutes-06-27-72-Special Budget MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY SPECIAL CALLED MEETING BUDGET HEARING JUNE 2.7, 1972 The City Council of the City of Downey held a Special Called Meeting at 7:00 p.m., June 27, 1972, in the Council Chamber of the Downey City Hall, Mayor Donald H. Winton presiding. PRESENT: Councilmen: Morton, DiLoreto, Temple, Winton ABSENT: Councilmen: Jennings ALSO PRESENT: Charles W. Thompson, City Manager Donald B. Robison, Assistant City Manager Ervin Spindel, Director of Public Works Richard D. Patton, Director of Finance James D. Ruth, Director of Parks & Recreation Loren D. Morgan, Police Chief Robert L. Shand, City Clerk Judy McDonnell, Executive Secretary Councilman Morton delivered the Invocation, followed by the Flag Salute led by Councilman DiLoreto. Mayor Winton declared that this is the time and place for the public hearing on the Budget for Fiscal Year 1972-73. He inquired of the City Clerk if he had the Affidavit of Publication, to which the'City Clerk responded in the affirmative. Mayor Winton called upon the City Manager to review the new Budget. City Manager Charles W. Thompson outlined the anticipated revenues for the 1972-73 fiscal year. He then referred to a printed outline titled,"Management Remarks on Fiscal Year 1972-73 Budget," and proceeded to explain each item to the Councilmen. Each Councilman was supplied with copies of the Budget outline. Mr. Thompson displayed charts. for the Councilmen and audience to observe. The charts included: Municipal Services Programs; General Fund Revenue; Program Budget 1972-73; and General Fund Revenue & Budget Summary by Object. Discussion followed. Councilman Temple inquired if the theatre room slated for renovation will be rented. Mr. James Ruth, Director of Parks & Recreation, replied that under the present City Codes the room cannot be used for public assembly, but it will be used for meetings. Councilman Morton reviewed the Co -sponsored Group Budget having a total lump sum of $65,740. City Manager Thompson explained the structure of the Co -sponsored Group Budget and said any subsequent changes in any of the individual group requests would be offset in the "Special Projects" appropriation. Mr. Thompson explained the details of the Wilderness Park Capital Improvement appropriation. Councilman Morton questioned the deletion of $40,180 for the Wilderness Park Project and $10,500 for Brookshire Park land acquisition. City Manager Thompson explained that $206,850 should be adequate to cover the eventual 1972-73 salary package increases; that negotiations are currently under way with the Police and Fire Departments for a new salary and wage agreement: He said he thinks a satisfactory agreement has been reached with the D.C.E.A. member employees. Mayor Winton inquired what figure would remain as a Reserve (Unappropriated Reserve). Mr. Thompson replied that after all salary negotiations had been completed within the scope of the $206,850 contingency, and assuming that all anticipated expenditures and revenues materialize as shown, the City will have a balanced budget. Councilman Morton asked where $500 would be obtained to finance the costs of secretarial services for the Apartment Survey. Mr. Thompson suggested using the Special Projects account. He said the necessary money could be appropriated for a given amount and then specific charges against the appropriation could be authorized at a later date. Council Minutes 6/27/72 -1- The Capital Outlay Budget for the Public Works Department was reviewed. Mayor Winton declared a recess at 7:50 p.m. The meeting resumed at 8:05 p.m. with Councilmen Morton, DiLoreto, Temple, Winton present; Councilman Jennings absent, Councilman Temple gave a report on behalf of the Council Budget Review Committee, He said the Budget Committee took into consideration all requests from the Councilmen, Councilman Temple touched on each department's budget. He commented that if the "CHP" plan was to be implemented for Safety employees, perhaps additional revenue would be required in the near future, Councilman Temple proceeded to give an analysis of the proposed Budget with recommended additions and deletions. Discussion followed regarding the helicopter program which has been recommended as a deletion from the Budget. Councilman Temple mentioned the possibility of entering into a joint agreement with two other cities on a one-third basis, and said the City of Downey would stand firm for its share of the program, Councilman DiLoreto said the anticipated $200,000 cost of a helicopter project did not appear to be within the scope of the Budget; that Federal funds did not appear to be forthcoming. He said the only money that is possibly available is $50,000 for one year for training purposes only and would come from the State, Councilman DiLoreto stated there are still unanswered questions regarding the degree of need for a helicopter, and until a further study is conducted, he will decline to advocate a joint venture operation. Councilman Morton agreed with Councilman DiLoreto and commented on the initial cost and maintenance for a helicopter program. He said he would be willing to continue on a committee to study the situation. Mayor Winton commented on the amortization of the helicopter capital investment as being more like six years instead of twelve years as originally projected. Councilman Temple proposed the appropriation of $3,000 for a bicycle path program. and said public support appears to be favorable. He stated the $3,000 would finance a segment of the program for pilot study purpose by the Park & Recreation Department, and the money would come from the Capital Improvement Fund, City Manager Thompson recommended that money be taken from the Capital Improvement Fund, Discussion followed regarding the techniques of such a program, Mr. Ruth suggested that the bicycle path program be referred to the Traffic Committee for study and then referred to the City Council, Councilman Morton asked about the status of a joint -venture programbetween the City and the School District on such projects as the Furman Park tennis courts, etc. He was particularly interested it. the planned mini -park for the Alameda Elementary School. Mr. Ruth replied that studies have been made on the Alameda School proposed mini -park; that three vacant lots north of the school property have been resold and their availability for purchase is not known at this time. He suggested a one-year evaluation be made of this project. Mr. Ruth stated further that the School District has indicated that future recreation programming and maintenance is going to be very minimal and the burden for any improvements would be upon the City. He said at this time no far-reaching capital improvements are projected in the Budget for the school areas. Councilman Morton suggested that $5,000 be allocated for use in updating or improv- ing facilities within the City -School joint recreation committee program, The City Manager suggested the $5,000 be taken from the Capital Improvement Fund and reduce one of the program areas now included in the Capital Improvement program, _ Mayor Winton commended the Budget Committee and the City Manager for their effort in preparing an excellent proposed Budget. City Manager Thompson reviewed the increase requested by the City of South Gate for the annual contract on jail facilities in the amount of $11,500 per year. Mayor Winton inquired if there were any representatives of the Police, Fire and D.C.E>A. employee groups present to address the City Council, and there was no response. Councilman Morton commended the City Manager for an outstanding job in carrying on salary negotiations with the various Employee Associations. Council Minutes 6/27/72 -2- Mayor Winton inquired if there was anyone present who wished to address the City Council on the proposed Budget for the Fiscal Year 1972-73. Mr. Robert Garstang, 10361 Chaney Avenue, Downey, addressed the City Council and commented on the helicopter and said he was aware of the Council's action on the matter. He voiced his approval of the helicopter but cited that the service constituted a hazard. Mr. Garstang also commented on the role the City has played in acquiring land off of the tax roll. He mentioned that the taxpayers cannot afford to have land taken off of the tax roll and in turn have the City pay to maintain the property. Mayor Winton inquired if there was anyone else present who wished to address the City Council, and there was no response. It was moved by Councilman Morton, seconded by Councilman Temple, and passed by the following vote to close the hearing on the Budget for Fiscal Year 1972-73. AYES: 4 Councilmen: Morton, DiLoreto, Temple, Winton NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Jennings Councilman Morton noted that every opportunity has been given to the citizens to address themselves to the City Council regarding the proposed Budget. Councilman Morton extended his appreciation to Mr. Garstang for having taken the time to come before the Council and express his viewpoints. Mayor Winton declared a recess at 9:00 p.m. The meeting resumed at 9:14 p.m. with Councilmen Morton, DiLoreto, Temple, Winton present; Councilman Jennings absent. Mayor Winton called upon the Staff members for anything in the way of input regard- ing the Budget for Fiscal Year 1972-73. Chief of Police Loren Morgan commented on the need for two additional police officers, He requested that two officers be reinstated into the Budget so that the field force will not have to be reduced by two officers in order to upgrade two positions. He said no additional vehicles would be needed. He answered questions of the City Council. Council discussion followed. No other comments were presented by any members of the Staff. Mayor Winton asked if the Council was ready to consider the resolution of the Budget. The clause in the City Manager's recommendation portion of the proposed Budget that would delete the two police officers was reinstated back into the Budget. Also, the $3,000 bicycle path and the $5,000 City -School miscellaneous improvement items were placed into the Budget. An authorization for $1,000 was made for secretarial help for the Apartment Survey Committee. Councilman Morton stated Mr. Robert Brazelton will be the Fourth District appointee to the Apartment Survey Committee. RESOLUTION NO. 2696 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING A BUDGET FOR THE FISCAL YEAR 1972-73 The Resolution was read by title only. It was moved by Councilman Morton, seconded by Councilman Temple, and so ordered to waive further reading. It was moved by Councilman Morton, seconded by Councilman Temple, and passed by the following vote to adopt Resolution No. 2696. AYES: 4 Councilmen: Morton, DiLoreto, Temple, Winton NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Jennings Mayor Winton requested Council consideration on the following separate Budget Amendment Provisions: Section 10411: Add $3,000 annual mailout reports for citizens from City Council Section 10418: Delete $11,000 Community Relations Counsellor Council Minutes 6/27/72 -3- Section 10422: Delete $98,000 for Helicopter Patrol Service Section 10423: Add $11,500 for increased Jail Service Contract Section 10429: Delete $1,300 for mobile radio Section 10495: Change total of City Promotional Program to $65,740 Section 10499: Add $10,000 for purchase of additional golf carts Capital Improvement Fund Projects: Section 17004: Delete $40,180 for 24-Acre Park Development Section 17002: Delete $10,500 for Brookshire Park land acquisition Miscellaneous Improvements: Add $5,000 for Miscellaneous Improvements - City -School Recreation Facilities Add $3,000 for Bicycle Trails Add $500 (Maximum $1,000) for Apartment Study Committee. Mayor Winton inquired if $65,740 Promotional Program takes into consideration any increases by co -sponsored organizations. After discussion, the City Council agreed to change the total City Promotional Program appropriation to a total of $70,000 instead of $65,740. It was moved by Councilman Morton, seconded by Councilman Temple, and passed by the following vote to approve the Budget Amendment Provisions as recommended. RESOLUTION NO. 2697 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY EFFECTUATING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY MANAGER AND THE DOWNEY CITY EMPLOYEES ASSOCIATION DATED JUNE 26, 1972 The Resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman Morton, and so ordered to waive further reading. It was moved by Councilman Temple, seconded by Councilman Morton, and passed by the following vote to adopt Resolution No. 2697. Mr. James Ruth provided additional supporting information regard- ing the resolution, RESOLUTION NO. 2698 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING A COMPENSATION PROGRAM FOR CERTAIN PART TIME EMPLOYEES The Resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman DiLoreto, and so ordered to waive further reading. It was moved by Councilman Temple, seconded by Councilman DiLoreto, and passed by the following vote to adopt Resolution No. 2698. The meeting resumed at 10:53 p.m. with Councilmen Morton, DiLoreto, Temple, Winton present; Councilman Jennings absent. RESOLUTION NO. 2699 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING AND IMPLEMENTING A REVISED CLASSIFICATION AND SALARY PLAN FOR MANAGEMENT AND SUPERVISORY EMPLOYEES _ The Resolution was read by title only. It was moved by Councilman Morton, seconded by Councilman Temple, and so ordered to waive further reading. It was moved by Councilman Morton, seconded by Councilman Temple, and passed by the following vote to adopt Resolution No. 2699. AYES: 4 Councilmen: Morton, DiLoreto, Temple, Winton NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Jennings Councilman Morton expressed his appreciation to Staff members who stayed on for the Budget hearing. He thanked the Director of Finance for doing a good job toward Budget preparation. Councilman Temple concurred with the comments of Councilman Morton. Mayor Winton also concurred with the comments of Councilman Morton and expressed his appreciation to the City Manager and Staff for Budget efforts.
