OF THE CITY OF DOWNEY
ADJOURNED MEETING
MAY 26, 1972
The City Council of the City of Downey held an Adjourned Meeting at 4:54 p.m.,
May 26, 1972, in the Council Chamber of the Downey City Hall, Mayor Donald H. Winton
presiding.
PRESENT: Councilmen: Jennings, Morton, DiLoreto, Temple, Winton
ABSENT: Councilmen: None
ALSO PRESENT: Charles W, Thompson, City Manager
Ervin Spindel, Director of Public Works
William A. Goggin, Director of Planning
Francis Carter, Assistant Director of Planning
William Daugherty, Principle Planner
William Healy, Associate Planner
Robert L. Shand, City Clerk
Councilman DiLoreto led the Flag Salute,
Mayor Winton announced the reason for having this meeting was to study the Planned
Unit Development Ordinance. Three people were in the audience.
City Manager Charles Thompson then proceeded to explain the purpose of the ordinance
which would modify the requirements for construction and provide a special criteria for
a Planned Unit Development (P.U.D.).
Planning Director William Goggin explained that Planned Unit Development purposes
was to provide a different form of living accommodations for a certain number of people
who would prefer not to own a home and garden nor contend with normal home exterior
maintenance problems. He placed a 10-acre layout diagram on the chalk board showing a
townhouse development, and he suggested that the City Council study the P.U.D. proposed
ordinance section by section, a copy of which is on file in the office of the City Clerk.
Councilman Morton raised a question regarding definitions of townhouse and condo-
minium. Mr. Goggin explained the difference between the townhouse and condominium
construction.
Councilman Morton commented on the lack of a definition of high grade mobile homes,
Mr. Goggin said such a definition was excluded from the ordinance because codes are not
yet available.
A general discussion took place regarding open space requirements, side yard area
and provisions for usable space,
William Healy, Associate Planner, presented an explanation of a P.U.D. housing map.
A discussion then followed regarding density factor, space control and right-of-way
distances.
Mr. Ervin Spindel, Director of Public Works, explained the Select System Street
program as it would apply to a townhouse project.
Councilman Morton inquired if all utilities would be underground. Mr. Spindel said
they would be, with the exception of street lighting. Councilman Morton asked if
decorative sidewalks would be used, and Mr. Spindel recommended plain sidewalks.
Responding to a comment by Councilman Jennings, Mr, Spindel stated no rolled curb
and gutter will be used.
A general discussion took place regarding curbside sidewalks.
Mr. Goggin suggested leaving the curbside matter until the P.U.D. hearing takes
place.
Further discussion followed regarding turning radius, parking width and costs of
various sized turning radius distances.

Councilman Morton said consideration in P.U.D. should be given to recreational
vehicle storage.
Councilman Jennings commented that provisions should be made for off-street guest
parking.
Mr. Spindel said no allowance for restrictive parking would occur unless off-street
parking is provided.
The Director of Planning and the City Council then proceeded to review items in the
P.U.D. proposed ordinance and make suggested changes and corrections. The Council voiced
general agreement that a public hearing will be held for introduction of the P.U.D.
ordinance.
The City Council will consider at the P.U.D. hearing the proposed ordinance from the
Planning Commission: The original ordinance including the Review Board findings. It was
suggested that prior to any P.U.D. hearing the proposed ordinance be advertised in a
newspaper and copies of the proposed ordinance be posted in the Library and in the office
of the City Clerk._
Discussion was held regarding advertising the proposed P.U.D. ordinance. In view of
the Budget Hearing which must be held and because of the June 30th deadline for adoption
of a new 1972-73 Budget, it was moved by Councilman Morton, seconded by Councilman Temple,
and passed by the following vote to set a Budget Hearing for 7:00 p.m., June 27, 1972, in
the Council Chamber of the Downey City Hall.

The City Clerk was directed to advertise the hearing on June 17th to take place on
June 27, 1972 at 7:00 p.m. and the City Manager to notify the City Council.
Councilman Jennings requested the City Councilmen to have all budget input back to
the Budget Study Committee by June 2nd with the exception of salary negotiation data.
The Committee will set a meeting with the City Council to give recommendations on the
budget prior to the .June 27th budget hearing date.
It was moved by Councilman Temple, seconded by Councilman Jennings, and passed by
the following vote to set a bearing on the Planned Unit Development Ordinance for
7:00 p.m., July 17, 1972, in the Council Chamber of the Downey City Hall.

There being no further business to come before the City Council, the meeting was
adjourned at 8:09 p.m.
