HomeMy WebLinkAboutMinutes-05-23-72-Recessed MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY RECESSED MEETING MAY 23, 1972 The City Council of the City of Downey held a Recessed Meeting at 5:00 p.m., May 23, 1972, in the Council Chamber of the Downey City Hall, Mayor Donald H. Winton presiding„ The meeting was recessed from the regular meeting of May 23, 1972. PRESENT: Councilmen: Jennings, Morton, Temple, Winton LATE: Councilmen: DiLoreto (arrived at 5:28 p.m.) ABSENT: Councilmen: None ALSO PRESENT: Charles W. Thompson, City Manager Donald B. Robison, Assistant City Manager Ervin Spindel, Director of Public Works Richard. D. Patton, Director of Finance James D. Ruth, Director of Parks d Recreation Loren D. Morgan, Police Chief Robert L. Shand, City Clerk The purpose of the recessed meeting was to continue the study of the recommended budget for the 1972-73 fiscal year. No people were in the audience. The City Manager explained the Golf Course budget. Mr. James Ruth gave details of Estimated Revenues including income from the Golf Course concessions. A discussion was held regarding Golf Course personnel and equipment. As a carryover from the May 8, 1972 Special Budget Study session, Police Chief Loren Morgan reviewed the Police Department budget. Mayor Winton called for a special Police Department report from the committee consisting of Councilmen Morton and DiLoreto on the Police Department budget including helicopter program. The City Manager reviewed Non -Departmental budget expenses and Co -Sponsored Group budget, Councilman Temple requested that the Youth Band budget be held in abeyance. Councilman Jennings called for a written budget from each of the co -sponsored groups. -.-- Groups failing to do so shall have their budget requests placed into a Holding Fund. Also, audit reports of each co -sponsored group should be a part of each group's budget request. Councilman Morton requested that all expenses be detailed in the Art Museum budget request. Councilman Jennings requested that the Art Museum budget reflect telephone costs. Councilman Morton requested that the Public Works Department budget reflect the actual City expenditures for construction of the Rose Parade float. This should be shown as a sub -item in the budget. Director of Public Works Ervin Spindel requested a revision of page 13 of the recommended Capital Improvement budget as follows: 6/30/72 A. Re -appropriations Est. Bal, 1. Telemetering System (Acct. 86071) $ 7,500 Total $ 7,500 B. New Projects Recommended 1. Clean and Line Cast Iron Pipe $ 20,000 2. Meter Replacement Program 20,000 3. Three Million Gallon Reservoir 400,000 4. Misc. Main Extensions 10,000 Total $ 450,000 Council Minutes 5/23/72 -1- Councilman Jennings requested that page 14 of the recommended Capital Improvement Program be eliminated because it is already included in the Golf Course Fund budget. Mr. Ervin Spindel, Director of Public Works, is to give a report to the City Council regarding the possibility of proceeding with a Citywide Safety Lighting Program„ Councilman Morton suggested an idea whereby local civic program groups and organiza- tions would contribute trees, plants and money toward developing Wilderness Park. Councilmen Morton and DiLoreto will discuss the details with Mr. James Ruth, Director of Parks d Recreation. Councilman Morton commented that a prior commitment is on record in the Council Minutes whereby any additional Parks and Recreation programs for District One shall be done from the Capital Improvement budget prior to proceeding on any other new capital improvement programs. There being no further items for budget study, the Mayor adjourned the meeting at 11:15 p.m., to 4:30 p.m. Friday, May 26, 1972, to study Suggested Modifications to the Proposed Planned Unit Development program. 2SZ ROBERT L.
