MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
SPECIAL CALLED MEETING
MAY 15, 1972
The City Council of the City of Downey held a Special Called Meeting at 5:00 p.m.,
May 15, 1972, in the Council Chamber of the Downey City Hall, Mayor Donald H, Winton
presiding.
PRESENT: Councilmen: Jennings, Temple, Winton
LATE: Councilmen: DiLoreto (arrived at 5:20 p.m.)
ABSENT: Councilmen: Morton
ALSO PRESENT: Charles W. Thompson, City Manager
Richard D. Patton, Director of Finance
Robert L. Shand, City Clerk
The Flag Salute was led by Councilman Temple. In lieu of the invocation, Mayor
Winton called for individual prayer for Governor George Wallace of Alabama.
The City Clerk stated that the Affidavit and Posting of Notice of the Special Meeting
had been made.
The purpose of the Special Meeting was to conduct a special study of the 1972-73
fiscal year City of Downey Budget. The Meeting was open to the public. Three people were
in the audience.
The City Manager presented new manuals of the recommended budget and gave a general
overview of the recommended budget. The report included an analysis of the General Fund
ending balance for the current fiscal year, a revenue projection for the coming fiscal
year, and an estimate of transfers of fund money into the General Fund on June 30, 1972.
Department requests for appropriations and tentative recommended appropriations were
announced. No salary increases are reflected in the recommended budget.
The City Manager announced that the 1972-73 Property Tax would be approximately the
same as over the past three years. No change in assessed valuation is anticipated, Sales
—Tax continues to be the principal source of revenue. The Utility Users Tax revenue will
be very close to the estimate set for the current year. Business License Tax revenues
have increased. However, Building Permit Fees are lower due to reduced building activity.
_Other revenues remain substantially the same.
The meeting progressed into the Departmental budget study. The departments heard
included:

Public Works

Ray Lake
time to next study session)
During the budget study the City Clerk was called away from the meeting due to a
family emergency.
The meeting was adjourned at 11:15 p.m. to the regular meeting of May 23, 1972 at
8:00 a.m., with anticipation that a recessed meeting would be called from the 8:00 a.m.
meeting for 5:00 p.m., May 23, 1972, for purposes of a budget study.
