HomeMy WebLinkAboutMinutes-04-18-72-Adjourned Regular Meeting-REORGANIZATIONMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING REORGANIZATION APRIL 18, 1972 The City Council of the City of Downey held a regular adjourned meeting at 7:30 p.m., April 18, 1972, in the Council Chamber of the Downey City Hall, Mayor Donald H. Winton presiding. The meeting was adjourned to this time and place from the regular meeting of April 10, 1972, by motion of the City Council, to adopt a Resolution reciting the facts of the General Municipal Election held on April 11, 1972. The City Clerk reported that the Notice of Adjournment was posted as required by law; the Notice of Adjournment was given as provided by law. PRESENT: Councilmen: Jennings, Morton, Hollis, Winton ABSENT: Councilmen: Ferris ALSO PRESENT: Charles W. Thompson, City Manager Donald B. Robison, Assistant City Manager Ervin Spindel, Director of Public Works William A, Goggin, Director of Planning Robert W. Gain, Fire Chief Russ K. Reynolds, Purchasing Agent Robert L, Shand, City Clerk Judy McDonnell, Executive Secretary Councilman Morton delivered the invocation, followed by the Flag Salute led by Councilman Jennings. City Clerk Robert L. Shand stated that as directed by Resolution No. 2674, adopted by the City Council at its regular meeting held April 10, 1972, he met in the City Clerk's office of the Downey City Hall at 9:00 a.m., Monday, April 17, 1972, with the Deputy City Clerk, to canvass the returns of the General Municipal Election held Tuesday, April 11, 1972, Mr, Shand stated the results of this canvass were identical to the unofficial can- vass of returns held on Election night, Tuesday, April 11th, in the City Clerk's office. A report of this canvass is identified as Exhibit A in Resolution No. 2676 presented this date for adoption. RESOLUTION NO. 2676 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF DOWNEY ON THE 11TH DAY OF APRIL, 1972, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW The Resolution was read by title only. It was moved by Councilman Jennings, seconded by Councilman Morton, and so ordered to waive further reading. It was moved by Councilman Hollis, seconded by Mayor Winton, and passed by the following vote to adopt Resolution No. 2676, AYES: 4 Councilmen: Jennings, Morton, Hollis, Winton NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Ferris Messers, Donald H. Winton, Joseph E. DiLoreto and Walter S. Temple came forward. The City Clerk presented Certificates of Election to them and administered the Oath of Office to the elected Councilmen at this time, The City Council presented a special commendation to outgoing Councilman Giles D. Hollis as a symbol of the City Council's gratitude and appreciation for his service as a member of the City Council. Outgoing Councilman Giles Hollis stated it has been his pleasure to serve on the City Council and that it has been an interesting education. He said he has been active in the City for the past 25 or so years, and he intends to stay active in the City. He expressed his appreciation to the City Councilmen for their support and dedication. Council Minutes 4/18/72 -1- Newly elected Councilmen Donald H. Winton, Joseph E. DiLoreto and Walter S. Temple were seated with the Council body at this time. The chair was turned over to the City Clerk and nominations were declared open for Mayor. It was moved by Councilman Jennings, seconded by Councilman Morton, and passed by the following vote to elect Councilman Donald H. Winton as Mayor to complete his one year term, AYES: 4 Councilmen: Jennings, Morton, DiLoreto, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None ABSTAIN: 1 Councilmen: Winton Councilman Morton stated it has been a pleasure to work with outgoing Councilman Giles Hollis and his presence will be missed. He congratulated Mayor Winton and newly elected Councilmen DiLoreto and Temple and said he is looking forward to working with them. Councilman Jennings welcomed the new City Councilmen and Mayor Winton. He said the City Council, Planning Commission and Planning Department thoroughly researched the pro- posed Master Plan, and he does not want to burden the new City Councilmen with "stale" problems. Councilman Jennings stated, therefore, that he would request that the updated Master Plan be accepted and all of the enabling ordinances passed and on the books no later than 60 days from today. Councilman DiLoreto extended his appreciation to all those who worked on his campaign, and he particularly noted the fine manner in which each candidate carried out his campaign. He introduced his wife, Marge, his parents, Mr. and Mrs. DiLoreto, and his brothers and sisters. He read a letter from a constituent, G. Scott Solan, a voter for the first time, and said that if by his actions he has warranted the trust that this young man has placed in him, together with other voters, he will consider his tenure in office very successful. Councilman Temple read a letter from outgoing Councilman Joseph Ferris. He intro- duced his wife, Kay, and daughter, Kimberly, his brother and sister-in-law, Mr. and Mrs. Roger Temple, and his father and mother, Mr. and Mrs. Scott Temple. He said he is looking forward to working with the City Council and expressed his willingness to cooperate with the City Council both individually and as a group. Councilman Temple stated he would be willing to serve on the Budget Committee, Slauson Freeway Committee, Helicopter Feasibility Committee, City Beautification Committee, and would volunteer to be the City Council representative or alternate for the League of California Cities and the League of Independent Cities of Los Angeles County. He said he is looking forward to the next four years on the City Council. Mayor Winton introduced his wife, Ethel, daughters, Marie and Mary, his son, Edward, and granddaughter, Denise, He said he anticipates a very active and busy year and would appreciate full backing of the City Council at all times. Mayor Winton commented that there are many rules and regulations under which the City Council conducts the business of the City, and he hopes that each Councilman will become as well versed as possible with the Downey Municipal Code. He said he would request the Councilman of District 5 to pickup a portion of the citizens problems for the Councilmanic position that is holding the Mayor's seat, inasmuch as it becomes a very hard task to try and carry on all of the normal business within that district and conduct the Mayor's chair at the same time. Mayor Winton distributed a Committee Assignment Sheet and requested City Council consideration of the following assignments, to be effective immediately: 1. Budget Review 2. Reapportionment 3. Golf Course 4. Hospital Review 5. County Sanitation (2 and 18) 6. Mosquito Abatement 7.
