MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
ADJOURNED MEETING - DECEMBER 14, 1971
The City Council of the City of Downey held a regular adjourned meeting at
5:00 p.m., December 14, 1971, in the Council Chamber of the Downey City Hall,
Mayor Joseph G. Ferris presiding.
PRESENT: Councilmen: Winton, Jennings, Hollis, Ferris
ABSENT: Councilmen: Morton
ALSO PRESENT: Charles W. Thompson, City Manager
Robert L. Shand, Director of Finance
Ellen C. Davis, City Clerk
Councilman Hollis delivered the invocation, followed by the Flag Salute Led
by City Manager Thompson.
Mayor Ferris stated that at the City Council Meeting held the previous
night, the City Council recessed to Executive Session to meet with the City
Manager to discuss personnel necessary to accommodate two areas of critical
need. He said the implementation of the new computer system will require the
concentrated effort of a competent person for the next six to twelve months.
The City Council, he said, also considered the appointment of an experienced
person, knowledgeable in City affairs, to fill the void presently existing in
the Parks and Recreation Department due to the assignment of Mr. William Harper
as Theatre Manager, which is now a full-time position.
Mayor Ferris said that both positions referred to will require experienced
personnel, and the City Manager has requested that the necessary documents be
prepared for the City Council's consideration to effect the transfer of Ellen C.
Davis to the Parks and Recreation Department as Assistant to Mr. James D. Ruth,
and to appoint Mr. Robert L. Shand as the City Clerk -Treasurer and Manager of
Computer Services.
The letters of resignation from Mrs. Davis and Mr. Shand were presented to
the City Council_
It was moved by Councilman Jennings, seconded by Councilman Hollis, and so
ordered to receive and file the letters of resignation.
RESOLUTION NO. 2634
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPOINTING ROBERT L. SHAND CITY CLERK -TREASURER OF THE
CITY OF DOWNEY
The Resolution was read in its entirety by Mayor Ferris.
It was moved by Councilman Hollis, seconded by Councilman Jennings, and
passed by the following vote to adopt Resolution No. 2634.
AYES: 4 Councilmen: Winton, Jennings, Hollis, Ferris
NOES: 0 Councilmen: None
ABSENT: 1 Councilmen: Morton
City Manager Thompson stated he would assign the duties of Director of
Computer Department to Robert L. Shand.
It was moved by Councilman Jennings, seconded by Councilman Winton, and
passed by the following vote to confirm the appointment of Robert L. Shand as
Director of Computer Department.

RESOLUTION NO. 2635
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
CREATING THE POSITION OF ADMINISTRATIVE ASSISTANT -
PARKS AND RECREATION
Council Minutes 12/14/71 -1-
The Resolution was read in its entirety by Mayor Ferris.
It was moved by Councilman Jennings, seconded by Councilman Winton, and
passed by the following vote to adopt Resolution No. 2635.

NOES: 0 Councilmen: None
ABSENT: 1 Councilmen: Morton
It was moved by Councilman Jennings, seconded by Councilman Hollis, and so
ordered that the effective date of the salary schedules set forth in Resolutions
No. 2634 and 2635 be January 1, 1972_
Mayor Ferris commended Mrs. Ellen Davis for the excellent job she has done
as City Clerk and expressed his appreciation for the improvement in systems in
that office which she initiated during her term of office. He congratulated
her on her appointment to a new position with the City which is viewed as an
advancement with a great opportunity. Her new position, he stated, will require
a great deal of expertise, experience, maturity, and knowledge of City business,
which the City Council believes Mrs. Davis has.
Mayor Ferris congratulated Mr. Robert Shand on his new appointments and
welcomed him to the City Council family. The Mayor commented regarding the
various responsibilities Mr. Shand has assumed since he first joined the City of
Downey as Purchasing Agent; he was advanced to the position of Director of
Finance, a position which he has held for the past five years. He referred to
his extra responsibilities as Controller of the Hospital Authority and the Golf
Course Authority. He congratulated Mr. Shand for giving birth to the computer
program.
Councilman Winton concurred in the commendations expressed by Mayor Ferris.
He commented regarding the expansion of programs in the Department of Parks and
Recreation and said the City Council has been aware of the need to fill the gap
that existed in that Department for some time, and that he was certain that Mrs.
Davis will be able to step in and fill that gap. He expressed the importance of
getting the computer program off to a good start.
City Manager Thompson stated he was very pleased to have these appointments
made, first because there has been a need to accomplish certain things in the
Parks and Recreation Department, which can now be done. Secondly, he stated, he
was very pleased to get the computer operation started. He said he believed the
computer system is an extremely important step for the City and one which he
believes has great aspirations for doing a better and more efficient job.
Mr. Robert Shand thanked the City Council for their vote of confidence in
his ability. He stated he was pleased to be taken into another new field and
will take his new assignments over as a challenge.
Mrs. Ellen Davis thanked the City Council for their confidence in her and
for giving her this opportunity to serve in the Parks and Recreation Department
in this new position.
There being no further business to come before the City Council, the Meeting
was adjourned at 5:15 p.m.
