ADJOURNED MEETING - #105 FREEWAY HEARING
The City Council of the City of Downey held an Adjourned Meeting at 7:30 p.m.
Monday, March 29, 1971, in the Downey High School Gymnasium, 11040 Brookshire Avenue, for
the purpose of conducting a Hearing on the #105 (Century) Freeway Agreement, Mayor
Joseph G. Ferris presiding,
PRESENT: Councilmen: Morton, Winton, Jennings, Hollis, Ferris
ABSENT: Councilmen: None
ALSO PRESENT: Charles W. Thompson, City Manager
Donald B. Robison, Assistant City Manager
George Wakefield, City Attorney
Ervin Spindel, Director of Public Works
Harald Henriksen, City Engineer
Francis Carter, Assistant Director of Planning
Bill Daugherty, Principle Planner
Ellen C. Davis, City Clerk
Virginia Black, Hearing Reporter
Reverend Mark Gress, Downey United Methodist Church, delivered the invocation,
followed by the Pledge of Allegiance to the Flag.
Mayor Ferris gave a welcoming address and advised that this Hearing is being held
in accordance with Section 100.22 of the State of California Streets and Highways Code,
which requires the City Council to conduct a public hearing prior to entering into an
agreement for a Freeway to close any of the City°s streets.
Mayor Ferris pointed out the ground rules which were set up for the conduct of this
hearing and introduced the following persons: Mayor Pro -Tern, Donald Winton; Councilman
Thomas Morton; Councilman Richard Jennings; Councilman Giles Hollis; City Manager,Charles
Thompson; City C1erk,Ellen Davis; City Attorney,George Wakefield; Director of Public Works,
Ervin Spindel; City Engineer, Harald Henriksen; Supt. of Schools, Dr. Arnold Finch; and
School Board Trustee, Merritt Yancey.
Following presentations by the Director of Public Works, Ervin Spindel, City Manager,
Charles Thompson, and Dr. Arnold Finch, School Superintendent, the meeting was recessed
at 8:30 p.m. The meeting resumed at 8:50 p.m. with a roll call, all Councilmen in
attendance.
Mayor Ferris read questions submitted by persons in attendance, and replies were
made by the following: Mr. Francis Carter, Planning Dept.; Ervin Spindel, Director of
Public Works; Councilman Winton; Dr. Arnold Finch; Mr. Heinz Heckeroth, Division of
Highways; Charles Thompson, City Manager; Councilman Hollis; Mr. Tom Lammers, Division of
Highways; Anthony J. Ruffolo, Attorney for the Legal Division of the California Department
of Public Works; and George Wakefield, City Attorney.
The following persons appeared before the City Council and spoke with reference to
the Freeway:

Mr. W. C. Hawkins, 13019 Stanbridge Avenue, Downey
Mr. Edgar Briscoe, 9958 Foster Road, Downey
Mr. Walter Bliss, 9539 Foster Road, Downey

It was moved by Councilman Winton, seconded by Councilman Jennings, and
passed by the following vote to close the Hearing on the #105 Freeway Agreement.
AYES: 5 Councilmen: Morton, Winton, Jennings, Hollis, Ferris
NOES: 0 Councilmen: None
ABSENT: 0 Councilmen: None
The meeting was adjourned at 10:20 p.m.

No. 7-LA-105 R16.5/R18.7, dated 30 March, 1971, from Anthony J. Ruffolo,
