HomeMy WebLinkAboutMinutes-01-14-71-Special MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY SPECIAL CALLED MEETING - JANUARY 14, 1971 The City Council of the City of Downey held a special called meeting at 5:30 p.m., January 14, 1971, in the Council Chamber of the Downey City Hall, for the purpose of considering the matter of the vacancy existing on the City Council, Mayor Joseph G. Ferris presiding. PRESENT: Councilmen: Morton, Winton, Jennings, Ferris ABSENT: Councilmen: None ALSO PRESENT: Charles W. Thompson, City Manager Robert L. Shand, Director of Finance Ellen C. Davis, City Clerk Councilman Jennings delivered the invocation, followed by the Flag Salute led by City Manager Thompson. The Mayor inquired of the City Clerk if she had the Affidavit of Posting Notice and documents to substantiate the notification requirements of the City Charter for special called meeting have been met. She replied in the affirmative, Mayor Ferris reported that at the regular meeting of the City Council held January 11, 1971, the resignation of Mayor Ben 'D Corbin, Councilman of District #5, was accepted with regrets and that he was afforded the privilege of serving as Mayor. He referred to the provision in the Charter which requires the City Council to fill a vacancy on the City Council by appointment within sixty days, and if the vacancy is not filled within that time, an election must be held. Mayor Ferris reported that in executive session following the City Council Meeting of January Ilth, the City Council discussed the matter of appointment of a Councilman for District #5 and considered approximately 25 qualified persons to fill the vacancy. He stated the sole purpose for calling this special meeting is to determine the will of the City Council in the matter of the District #5 vacancy, Councilman Winton thanked those citizens who were considered for the vacancy, such as Mr. Douglas Morrow, and others who had requested their names be withheld from con- sideration for various reasons. It was moved by Councilman Winton, seconded by Councilman Jennings, and passed by the following vote that Mr. Giles D. Hollis of 8344 Alameda Street, Downey, be selected to fill the unexpired term as Councilman for District #5. AYES: 4 Councilmen: Morton, Winton, Jennings, Ferris NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None The Mayor requested the City Clerk to obtain the necessary documents to administer the Oath of Office to Councilman Giles D. Hollis, Mayor Ferris commended the City Council for their selection of Giles D. Hollis, a Local businessman with a long record of service to this community, who will add a new dimension to the City Council. He expressed his appreciation to each of the Councilmen for the manner in which they subjugated their personal preferences to reach a speedy agreement on this matter of great importance to the community. Councilman Morton requested that in addition to the administering of the Oath of Office at this Meeting, Councilman Hollis be formally seated at the next City Council Meeting to be held at 8:00 a.m., January 26, with invitations being extended to his family, the local Board of Realtors and others in the City. It was so ordered. The City Clerk administered the Oath of Office to Councilman Giles D. Hollis. Mayor Ferris congratulated Councilman Hollis and extended a warm welcome to him. He expressed his belief that Councilman Hollis will find that the strength and vitality of the City is due in part to the City Government. He said that although each Councilman votes according to his own convictions and speaks accordingly, when a decision is reached each Councilman will support it. He stated that issues and projects are discussed in the City Council, not personalities. Council Minutes 1/14/71 -1- ^� Councilmen Morton, Winton, and Jennings extended their congratulations. 4'�-„4s Mayor Ferris read a letter from Captain Larry F, Field, Commanding Officer of Transportation Corps in Chu Lai, Vietnam, regarding James Greenleaf, a member of that unit, who is scheduled to return home on or about May 30, 1971. The letter requested that information concerning the activities of PFC James Greenleaf be provided to the local news media and that copies of news coverage be provided to PFC James Greenleaf. Mayor Ferris distributed copies to the Press. It was moved by Mayor Ferris, seconded by Councilman Morton, and so ordered that the City Manager and the City Council adjourn to an executive session in the City Council Offices to discuss a personnel matter.
