HomeMy WebLinkAboutMinutes-06-15-70-Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING JUNE 15, 1970 The City Council of the City of Downey held a regular adjourned meeting at 6:00 p.m., June 15, 1970, in the Council Chamber of the Downey City Hall. The meeting was adjourned to this time and place from the regular meeting of June 8, 1970 by motion of the City Council. __. The City Clerk reported that notice of adjournment was posted as required by law; the notice of adjournment was given as provided by law. PRESENT: Councilmen: Winton, Ferris, Jennings, Corbin ABSENT: Councilmen: Morton ALSO PRESENT: Donald B. Robison, City Manager Pro Tem Royal M. Sorensen, City Attorney Robert L. Shand, Director of Finance Jim Ruth, Director of Parks and Recreation Ellen Davis, City Clerk City Attorney Sorensen reviewed briefly the contents of the Lease between the Joint Powers Commission and the City, and presented the Ordinance approving the Lease, ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE DOWNEY RECREATION FACILITIES LEASE AND RESOLUTION, CONSTITUTING ITS INDENTURE The Ordinance was read by title only. It was moved by Councilman Ferris, seconded by Councilman Winton, and passed by the following vote to waive further reading. AYES: 4 Councilmen: Winton, Ferris, Jennings, Corbin NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Morton It was moved by Councilman Winton, seconded by Councilman Ferris, and passed by the following vote to introduce the Ordinance. AYES: 4 Councilmen: Winton, Ferris, Jennings, Corbin NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Morton Councilman Winton withdrew his previous recommendation to appoint Mr, Norman Horney to the Rio Hondo Golf Course Joint Powers Authority. He requested confirmation of his appointment of Mr, Kenneth Theodore as his representative on the Golf Course Joint Powers Authority, It was moved by Councilman. Ferris, seconded by Councilman Winton, and passed by the following vote to confirm the appointment of Mr, Kenneth Theodore to the Rio Hondo Golf Course Joint Powers Authority, AYES: 4 Councilmen: Winton, Ferris, Jennings, Corbin NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Morton Mayor Corbin introduced Mr, Kenneth Theodore, Mr, Donald Hodgman, Bond Counsel, 0°Melveny & Myers, expressed appreciation to the City Council for calling this adjourned meeting to introduce the Ordinance approving the Lease and Resolution relating to the Rio Hondo Golf Course. He stated that the Joint Powers Authority has scheduled its next meeting for 4:30 p.m., Monday, June 22nd, the day prior to the City Council Meeting. It is anticipated that all Authority actions will be out of the way prior to the City Council Meeting in order that the Ordinance introduced at this meeting may be adopted. At the City Council Meeting of June 23rd following adop- tion of the Ordinance, the City Council could also take action to approve the Bond Resolution adopted by the Authority and any formal actions required to complete acquisition of the Golf Course, Council Minutes 6/15/70 -1- It was moved by Councilman Ferris, seconded by Councilman Winton, and passed by the following vote that Los Angeles County - Downey Regional Public Recreation Area Authority be designated as nominee to acquire title to property under that certain Escrow #222-14125, Bank of America, Downey Branch, and to authorize the City Manager to execute such documents as may be necessary to effect nomination. AYES: 4 Councilmen: Winton, Ferris, Jennings, Corbin NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Morton _ In response to a question by Councilman Ferris, Mr. Jim Ruth, Director of Parks and Recreation, stated that P & L statements for the past three years will be studied by the Commission and they will review the Concession Agreement for the Pro Shop. It is hoped that recommendations will be presented at the City Council Meeting at the first meeting in July, but no later than the last meeting in July. It was moved by Councilman Ferris, seconded by Councilman Winton, and so ordered to adjourn. The meeting was adjourned at 6:15 p.m. ELLEN C.
