DOWNEY
ADJOURNED REGULAR MEETING
JUNE 30, 1970
The City Council of the City of Downey held a regular adjourned meeting at 5:30
p.m., June 30, 1970, in the Council Chamber of the Downey City Hall. The meeting was
adjourned to this time and place from the regular meeting of June 23, 1970 by motion of
the City Council.
The City Clerk reported that notice of adjournment was posted as required by Law.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR COMMENC-
ING JULY 1, 1970, AND FIXING THE LIMITATIONS OF EXPEN-
DITURES FOR THE SEVERAL FUNDS, FUNCTIONS, DEPARTMENTS
AND ACTIVITIES CARRIED ON UNDER SUCH FUNDS.

RESOLUTION NO. 2416
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING THE ANNUAL CAPITAL IMPROVEMENT BUDGET FOR THE
FISCAL YEAR COMMENCING JULY 1, 1970, AND FIXING THE
LIMITATIONS OF EXPENDITURES

by Councilman Winton, and so ordered to waive further reading.

following vote to adopt Resolution No. 2416.

It was moved by Councilman Ferris, seconded by Councilman Morton, and passed by the
following vote to authorize the Mayor to execute agreement dated July 1, 1970 with the
Downey Symphonic Society, Inc., in the amount of $11,600.

It was noted that Co -sponsored Agreements with Downey Children's Theatre Inc and
the Downey Junior Athletic Association were approved and the Mayor authorized to sign
these agreements by City Council action at the regular meeting of June 23, 1970, and the
financial participation of $1,280. for the Downey Junior Athletic Association, Inc., and
$2,141. for Downey Children's Theatre, Inc., is included in the Operating Budget of the
Department of Parks and Recreation as adopted.
Sergeant Jerry Gilbert, Chairman of the Downey Police Officers' Association appeared
before the City Council and requested favorable consideration of the Memorandum of Under-
standing between the City Manager and the Police Officers' Association
_ The City Manager explained the change in vacation benefits as incorporated in the
Memorandum of Understanding and set forth in the Resolution implementing revisions to
the Personnel Manual.
It was moved by Councilman Winton, seconded by Councilman Morton, and passed by the
following vote to adopt the Memorandum of Understanding between the City Manager of the
City of Downey and the Downey Police Officers' Association dated June 30, 1970.

It was moved by Councilman Morton, seconded by Councilman Ferris, and passed by the
following vote to authorize the expenditure of $3,000. to complete the History of Downey,
that the proper contract be prepared, and the Mayor be authorized to execute the same,
with the request that the City Council be advised at the next City Council Meeting of
the anticipated date of completion.

Councilman Ferris reported that he and Mayor Corbin had met with the Downey Museum
of Art Board of Directors relative to future agreements.
Mrs. Dorothy Levin, 9624 Gainford, Downey, Member of Downey Museum of Art Board of
Directors appeared 'before the City Council, She read a letter from William Mosely
Jones, Jr., Executive Vice President of Pacific Savings and Loan Association, favoring
support of Downey Museum of Art. Received by City Clerk. Mrs. Levin also presented a
petition with 75 signatures requesting the City Council to allocate a portion of taxes
to support the Downey Museum of Art. Ordered received.
Mr. Allen Dower and Mr. Don Jacobs of Downey Museum of Art Board of Directors also
spoke in behalf of the City supporting the Downey Museum of Art.
Following discussion on the matter by the City Council, it was moved by Councilman
Ferris, seconded by Councilman Winton, and passed by the following vote that the City
Manager and City Attorney draft an appropriate agreement with the Downey Museum of Art,
incorporating into it language to provide the following intent:
"Notwithstanding any Agreement to the contrary, all exhibits are
subject to the approval of the City. Non-compliance, with a
notification by the City to discontinue an exhibit, shall make
this agreement null and void within 72 hours, and all considera-
tions by the City under any agreement shall promptly cease."
Further, that the Mayor and Councilman Ferris meet with the Board of Directors of
the Downey Museum of Art to negotiate further for an appropriate agreement.

The City Manager reported that he had been meeting with the Downey City Employees'
Association and the Firemen's Association with reference to proposed salary adjustments
for the fiscal year 1970-71, and it is anticipated that a Resolution will be ready for
consideration of the City Council within a short time. He requested that the City
Council take an action at this meeting with reference to establishing the effective date
of any adjustments as of July 1, 1970.
It was moved by Councilman Winton, seconded by Councilman Ferris, and passed by the
following vote that inasmuch as salary adjustments for Downey City Employees for the
fiscal year 1970-71 were being considered in budget considerations and conclusion could
not be reached prior to July 1, 1970, that it is the intent of the City Council that
such salary adjustments made prior to July 10, 1970 shall be considered as adjusted as
of July 1, 1970; employees earning compensation during such period shall be deemed to
have performed such services in reliance upon such adjustments being effective as of
July 1, 1970.

Mr. Kenneth Miller, 7336 Cleargrove Drive, Downey, appeared before the City Council
and protested the adoption of a Utility Users Tax for the City of Downey. Mr. Miller
proposed the assessment of a "tax for apartment house owners". He stated he would have
his report to the Council typed and would present it to them at a later date.
It was moved by Councilman Jennings, seconded by Councilman Ferris, and passed by
the following vote to authorize installation of a Traffic Control Signal at Firestone
Blvd, and Ryerson Ave., costs to be shared by All American Home Center and allocation of
funds from 1970-71 gas tax budget (Cash Contract #SS-233).
