ADJOURNED REGULAR MEETING
REORGANIZATION
APRIL 21, 1970
The City Council of the City of Downey held a regular adjourned meeting at 9:30
a.m., April 21, 1970, in the Council Chamber of the Downey City Hall, Mayor Scott E.
Temple presiding. The meeting was adjourned to this time and place from the adjourned
meeting of April 16, 1970, by motion of the City Council to adopt Resolution reciting
the facts of the General Municipal Election held on April 14, 1970.
The City Clerk reported that the notice of adjournment was posted as required
by law; the notice of adjournment was given as provided by law.

Reverend Milton C. Gould, Chaplain of the Downey Community Hospital delivered
the invocation, followed by the Flag Salute led by Mayor Pro-tem Ben 'D Corbin.
The City Clerk stated that, as directed by Resolution No. 2377 adopted by the
City Council at its regular meeting held April 13, 1970, she met in the Council Chamber
of Downey City Hall at 9:30 a.m., Monday, April 20th with the following employees to
canvass the returns of the general municipal election held Tuesday, April 14, 1970:
Doris C. Hain, and Helen Clark, Executive Secretaries; Ron Moon, Data Processing;
Betty Christensen, Accountant; Le Keyser, Purchasing Clerk; Terry Middlebrook, License
Division.
She stated the results of this canvass were identical to the unofficial canvass
of returns held on Election night, Tuesday, April 14th in the City Clerk's Office. A
report of this canvass is identified as Exhibit A in Resolution No. 2378 presented this
date for adoption.
RESOLUTION N0. 2378
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA,
RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY
OF DOWNEY ON THE 14TH DAY OF APRIL, 1970, DECLARING THE RESULT THEREOF
AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW
The Resolution was read by title only. It was moved by Councilman Ferris,
seconded by Councilman Morton and so ordered to waive further reading.
It was moved by Councilman Ferris, seconded by Councilman Morton and passed by
the following vote to adopt Resolution No. 2378.

ABSENT: 0 Councilmen: None
Messrs. Thomas H. Morton and Richard M. Jennings came forward. The City Clerk
presented Certificates of Election to them and administered the Oath of Office to the
elected Councilmen at this time.
Mayor Scott Temple congratulated the newly elected Councilmen. He introduced
his wife, Faith, daughter, and grandson, and expressed appreciation to all those present
for attendance at this meeting. He introduced the wives of the Councilmen who were
present. He further commented on his years of service as Mayor and Councilman of the
City of Downey and recalled the events of the establishment of the City by the first
City Council. He stated that in the establishment of administration of the various
departments of the City every effort was made to recruit the finest people. He

expressed his appreciation to the present City Council for conducting the business of the
City in a democratic manner. He added that these Councilmen have made independent decis-
ions and even though all the Council have not been in agreement on all matters, following
each Council meeting they all parted good friends.
He commented that there were two major undertakings that he would like to see the
Council pursue during the coming term. The first, a closer relationship with the Citizen
Committees and Commissions; secondly, that more effort be put forth in the interest of
the Youth of the community. He said in areas where there is a strong youth program there
is much less delinquency, and it was his belief that efforts to establish good recreation-
al programs for the youth will result in returns one -hundred fold. He thanked the citizens
of Downey for their faith in the City Council and stated he knew the City Councils to come
would do the best job they knew how to do.
Newly elected Councilmen Thomas H. Morton and Richard M. Jennings were seated with
the Council body at this time.
The Mayor turned the Chair over to the City Clerk and nominations were declared
open for Mayor.
Retiring City Manager Oren L. King read to the Council his letter to Mayor Scott
Temple commending him for his service to the City as Mayor and Councilman for four terms
and for his service on the School Board, Park Board and in many other community efforts.
It was moved by Councilman Winton, seconded by Councilman Ferris and passed by the
following vote to nominate Councilman Ben °D Corbin as Mayor of the City of Downey for
the 1969-70 term.

The Mayor opened the nominations for Mayor Pro Tempore.
It was moved by Councilman Winton, seconded by Councilman Morton and passed by the
following vote to nominate Councilman Joseph Ferris as Mayor Pro -Tempo re,

ABSTAIN: 1 Councilmen: Ferris

Mayor Corbin stated he did not know what the accomplishments of the City will be
during the coming year; however, he will make every effort to maintain the present City
tax rate, and still carry out the many planned projects.
Mayor Corbin presented to retiring Mayor Temple a Plaque of appreciation and
commendation signed by all the members of the Los Angeles County Board of Supervisors.
Retiring City Manager, Oren L. King, stated it was a pleasure to once again wel-
come Ben Corbin as Mayor of the City of Downey, this being his third term as Mayor.
Mr. King expressed his appreciation to the members of the various Citizen Committees b
Commissions of the City, and welcome the new City Manager, Charles W. Thompson, who,
he stated, has come to the City with an excellent background in administrative manage-
ment and ability.
Mayor Corbin introduced his wife, Catherine, and daughter, Mrs. Bergen.
The City Clerk thanked Mrs. Jeanne Cook, Deputy City Clerk and Mrs. Doris Hain,
Executive Secretary, as well as the 35 City employees who worked with her on the election.
Councilman Winton expressed his appreciation to his representatives on the various
Commissions and Committeesfor their assistance during the past two years.
Councilman Ferris congratulated the newly elected Councilmen, Thomas Morton and
Richard Jennings, as well as the new City Manager, Charles W. Thompson. He expressed
his best wishes to Retiring Mayor Scott E. Temple and City Manager Oren L. King.
Councilman Morton congratulated Mayor Corbin for assuming the Mayor's chair for
another term. He stated he was looking forward to his leadership during the coming year
and pledged support to him. He said that Scott Temple leaves behind him a tradition that
will be difficult to maintain without his presence, but he feels the present and future
Councils will continue to move along toward a "Future Unlimited", as the slogan adopted
by this City.

He expressed appreciation to Mrs. Temple and commented that the servicesofScott
Temple has had its effect and toll on her and she has certainly measured up to her position,
giving of her time and sincere dedication to the City. Councilman Morton also thanked
Mrs. Morton for the efforts she has made in assisting him in his role as Councilman of
the City. He thanked publicly his Campaign Committee for their dynamic work, and for
their support and faith in what he has tried to do on the City Council.
Retiring City Manager Oren King reported that on April 24th there will be a Testi-
monial Banquet for Scott Temple at the Rio Hondo Country Club and invited everyone to
attend, He also reported that he had received information that the Los Angeles County
Board of Supervisors had adopted a Resolution establishing the Rio Hondo Golf Course
Authority, which is another milestone accomplished under the leadership of Mayor Scott
Temple.
There being no further business before the City Council, the meeting was adjourned
at 10:15 a.m.

HONORING BERT P. DU MARS FOR EIGHT YEARS OF OUTSTANDING
DEDICATED SERVICE TO THE CITY OF DOWNEY, CALIFORNIA
The Resolution was read by title only. It was moved by Councilman Corbin,
seconded by Councilman Morton and so ordered to waive further reading.
It was moved by Councilman Corbin, seconded by Councilman Morton and
passed by the following vote to adopt Resolution No. 2379.
