ADJOURNED MEETING
APRIL 16, 1970
The City Council of the City of Downey held a regular adjourned meeting at 4 p.m.
April 16, 1970, in the Council Chamber of the Downey City Hall, Mayor Scott E. Temple
presiding.
PRESENT: Councilmen: Corbin, Winton, Morton, Temple
ABSENT: Councilmen: Ferris
ALSO PRESENT: Charles W. Thompson, newly appointed City Manager
Robert Shand, Finance Director
William A. Goggin, Planning Director
Don Robison, City Manager, Pro-tem.
Ervin Spindel, Director of Public Works
Salem Spitz, Traffic Engineer
Ellen C. Davis, City Clerk
Doris C. Hain, Executive Secretary
Representatives from the California State Division of Highways:
Samuel Helwer, Deputy State Highway Engineer
Harry Kagan, Chief Right -of -Way Agent
Tom Lammers, Deputy District Engineer
Jim Greathead, District Right -of -Way Engineer
Vincent Pavl, Headquarters Design Reviewer
The City Clerk advised that a notice of this adjourned meeting was posted as
required.
Mayor Scott Temple explained that the purpose of this adjourned meeting is to
hear presentations by representatives of the State Division of Highways relative to the
#105 (Century -Norwalk) Freeway.
Mayor Temple introduced Mr. Richard M. Jennings, recently elected Councilman
from District #2. He stated that Mr. Jennings and Councilman Thomas H. Morton, of
District #4 are to be sworn in to their respective offices at an adjourned meeting
held at 9:30 a.m.. April 21. 1970_
Presentations were made by the following representatives of the California State
Division of Highways:
Samuel Helwer, Deputy State Highway Engineer
Harry Kagan, Chief Right -of -Way Agent
Tom Lammers, Deputy District Engineer
Jim Grea_thead, District Right -of -Way Engineer
Vincent Pavl, Headquarters Design Reviewer
Following presentations by each representative there was a questinn and answer
session. In addition to the questions by City Councilmen, and staff members, the repre-
sentatives of the Division of Highways also answered questions of Mrs. Byron Kilpatrick,
member of the School Board, Downey Unified School District.
A transcript of the proceedings of this meeting is on file in the Office of the
City Clerk and is hereby made a part of these minutes, by reference.
There being no further business before the City Council, the meeting was adjourned
at 6:15 p.m. to 9:30 a.m., April 21;, 1970, City Council re -organization meeting.
