It was moved by Councilman Ferris and seconded by Councilman Corbin to adopt the southern route as an alternate plan of the #105 Freeway, based on certain concessions such as a depressed freeway, a differential rate and such other items to be negotiated with the assistance of our State Legislators prior to the signing of the final street closing agreement, and that the Director of Public Works be directed to prepare an overlay on the present drawing of this route to modify it at its easterly end to parallel Foster Road rather than veer north at Woodruff which would create a major pocket of homes, a police and fire hazard and a potential blight area. Councilman Morton commented that the southerly route was considered by the City Council in the early days of the development of the freeway route; however, inasmuch as the Downey Unified School District has now agreed that this southerly route would be more adaptable to their purposes and has reaffirmed this position at their most recent meeting, he would recommend that the City Council move on this motion to adopt and to support the southern route of the #105 Freeway through the City of Downey.
