FEBRUARY 2, 1970
The City Council of the City of Downey held an Adjourned Meeting at 4:30 P.M.,
Monday, February 2, 1970, in the Council Chamber of the Downey City Hall, Mayor
Scott E. Temple presiding.

The City Council reviewed the Draft of Concession Agreement for the Rio Hondo
Golf Course.
Following recommendations for changes and additions to be included in the Final
Draft of Agreement, the City Attorney stated he would prepare the agreement for
City Council consideration at the regular meeting of February 9, 1970.
There being no further business to come before the City Council, the meeting
was adjourned at 5:30 P.M.

The City Council of the City of Downey held a regular meeting at 7:30 p.m.,
February 9, 1970, in the Council Chamber of the Downey City Hall, Mayor Scott E.
Temple presiding.

Reverend Mark W. Gress, Downey United Methodist Church, delivered the invoca-
tionfollowed by the Flag Salute led by Councilman Joseph Ferris.
Leslie V. Olson, President of the Downey Chamber of Commerce, presented copies of
the 1970 Downey Fact Book and Buyers Guide prepared by the Downey Chamber of Commerce.
and stated 27,000 copies will be mailed to residents in the City of Downey.
It was moved by Councilman Corbin, seconded by Councilman Winton and so ordered
to approve the Minutes of the City Council Meeting of January 27 1970 and the Adjourned
Meeting of February 2, 1970.
The Director of Public Works, Ervin Spindel, explained the Federal TOPICS Program
and the advisability of the City's participation which would result in an allocation of
$83,755 to the City of Downey for the 1969-70 fiscal year,

the following vote to approve Downey's participation in the TOPICS Program.

Communication from Diehl, Evans and Company, Certified Public Accountants,
regarding audit for Quarter ending September 30, 1969. Ordered received and filed.
It was moved by Councilman Winton, seconded by Councilman Morton and passed by
the following vote to authorize Anthony & Langford, Architects for the Library Addition,
to include in their plans a public elevator in accordance with State Building Require-
ments.

The City Clerk read a letter from Dr, Arnold Finch, Superintendent and Secre-
tary to the Board of Education, Downey Unified School District, regarding the #105
Freeway, urging that the Foster Rd./Gardendale route be followed and the named surface
streets and Carpenter and Lewis Elementary Schools be incorporated into the land re-
quirements of the Freeway. She also read their Resolution #196970-13 indicating con-
currence in Resolution #2341 of the Downey City Council,

Councilman Winton stated that the unanimous vote of seven (7) members of the
Board of Education in the adoption of their resolution and the unanimous vote of the
five (5) members of the City Council in adoption of its resolution is evidence that
twelve (12) elected representatives of this City have taken the same position with
reference to the #105 Freeway.
Councilman Winton stated for the record that the letter of February 3, 1970,
from the Downey Unified School District is the first indication the City Council has
received from them that has indicated the advisability of removing the two elementary
schoolsuentioned. He requested that a Letter be directed to the Downey Unified School
District and the Board of Education, requesting that they submit to the City Council
a plan indicating how the children in the areas of the Carpenter and Lewis Elementary
Schools will be accommodated if these two schools are removed. It was so ordered.
Councilman Morton requested that a letter be directed to the California State
Division of Highways, requesting their official comments regarding the suggested rout-
ing of the Freeway and also concerning the suggested depressed Freeway plan, So
ordered.
Communication from the Southern California Gas Company and the Southern
Counties Gas Company of California regarding notice of intention to merge. Ordered
received and filed.
Communication received from the Herald American Newspapers regarding its
Industrial Progress Edition. City Manager advised he will bring back a report to the
City Council concerning this matter.
Communication from Assemblyman Carley V. Porter congratulating Donald Robison,
City Manager. Pro-tem, for being named "Man of the Year" by the Downey Exchange Club.
Congratulations were extended to Mr. Robison by members of the City Council.
Communication from City of Bell Gardens enclosing copy of their Resolution
No. 70-3 initiating proceedings for Transferof Uninhabited Territory to the City
of Downey from the City of Bell Gardens. Ordered received and filed,
Communication from the Public Utilities Commission, State of California, re-
garding Crossing BK494-8 Paramount Blvd, and Southern Pacific Transportation Company

Following recommendation of City Manager Pro-tem Donald Robison, it was moved by
Councilman Winton, seconded by Councilman Ferris, and passed by the followingvote to
authorize the hiring of a part-time student worker inthe Youth Employment Office to
work from 2:30 to 5 p.m, week days at $1.50 per hour, or $18.75 per week.

It was moved by Councilman Corbin, seconded by Councilman Winton that the City
Council reject all bids received on Private Contract No. 165, Fork -Lift Truck for
Water Department, and grant permission to negotiate with Freeborn Equipment Company
for the 3,000 lb. capacity Toyota Fork -Lift Truck,

At the request of Councilman Ferris, the Purchasing Agent advised he would pre-
pare a complete cost analysis regarding the purchase of a fork lift truck for the
Water Department for review by the City Council.
Communication from Edward J. Flynn, Western Director of Project Hope regarding
Downey Youth participation in the "Hope Walk".
Communication from State Division of Highways advising they will remove Green
Arrow for right turns, allowing "U" turns for northbound traffic at the intersection
of Cherokee Drive and Lakewood Boulevard. Ordered received and filed.
Legal Claim:
General Telephone Company of California, 2020 Santa Monica Blvd., Santa Monica
It was moved by CounciLmam Corbin, seconded by Councilman Ferris and so ordered
to deny the above claim and refer to the City°s insurance carrier.

Following a report and recommendation by City Manager Pro-tem Don Robison'`
it was moved by Councilman Morton,seconded by Councilman Winton and passed by the
following vote to authorize preparation of a contract for the services of a
counselor to work in a Sociological Unit in the Police Department at a wage rate
of $714 per month for a four month period at a cost of approximately $3,000 for
wages and expenses.

Councilmen Winton d Morton commented on the studies made relative to the intent
of the subject resolution. On the recommendation of City Attorney Sorensen, there were
two changes made in the wording of the resolution, for clarification.

The Director of Public Works reported on requests .for Sidewalk Matching Funds on
the two commercial properties which were taken under submission at the City Council Mtg.
of January 27, 1970. He recommended approval on the basis that the requests were made
in accordance withthe existing Sidewalk Matching Fund Policy.

changes as recommended by the City Attorney,

ORAL COMMUNICATIONS:
Mr. Leslie V. Olson, President of the Downey Chamber of Commerce, spoke in
regard to the alignment of the #105 Freeway.
Councilman Corbin reported on a request from Mrs. Elroy for a "Yield" sign at
ntersection of Gardendale and Blodgett. Matter was referred to the Traffic Comm
ttee.
On the recommendation of Councilman Corbin, the Mayor ordered plaques to be
prepared for Jo Jo Starbuck, Kenneth Shelley, and Larry Dusich for Championship Awards
in the U.S. National Figure Ice Skating Championship Contest in Tulsa, Oklahoma. So
ordered.
Councilman Morton reported on his review of the recommendation of the Library
Advisory Board to join the Metropolitan Library System and his meetings with the Advisory
Board members on this matter. He stated he has also reviewed the contract which the
City would be required to enter into to participate in this program. As a result of his
studies which revealed the benefits which would be derived for the City of Downey through
participation in this program, he recommended the City Council re -consider the request
of the Library Advisory Board which was denied on August 11, 1969. Councilman Morton
requested the Library Advisory Board to present to the City Council at the meeting to be
held February 24th a report on how the requirements for membership in this System would
be accomplished. So ordered.
Councilman Morton reported on a problem in the residential area of his District
involving the Edison Company and the installation of power poles. He stated that if
this matter is not resolved through negotiations with the Edison Company, he would
bring this matter back to the City Council,
Councilman Winton requested the City Manager and Director of Public Works to
check into the matter of bus benches in District #1 that are not on bus routes. The
Director of Public Works reported that letters have been sent out requesting removal of
bus benches which are not in conformity with the Code.
Mayor Temple reported on Central Basin Water Association meeting and legislation
on water pollution. It was moved by Councilman Ferris, seconded by Councilman Morton
— and passed by the following vote to authorize the Mayor to direct a letter to Governor
Reagan urging completion of the proposed 43 mile peripheral canal in the Sacramento'
River, south of the City of Sacramento.

The Director of Public Works reported on the conduit installation on Bellflower
Boulevard which started at 6 a.m. this date.
