Department Taken Under Submission 10 Page 2 of 2 MINUTES OF THE CITY COUNCIL OF THE a`7L)s CITY OF DOWNEY JANUARY 27, 1970 The City Council of the City of Downey held a regular meeting at 8:00 A.M., January 27, 1970, in the Council Chamber of the Downey City Hall, Mayor Scott E. Temple presiding. PRESENT: Councilmen: Ferris, Corbin, Winton, Morton, Temple ALSO PRESENT: Oren L. King, City Manager Donald B. Robison, City Manager Pro-tem Royal M. Sorensen, City Attorney Ervin Spindel, Director of Public Works William A. Coggin, Director of Planning Ray Lake, Director of Building & Safety Jim Ruth, Director of Parks & Recreation Walter Wanke, Director of Water Department Loren Morgan, Deputy Police Chief Robert W. Gain, Fire Chief Russell K. Reynolds, Purchasing Agent Harald Henriksen, City Engineer Ellen C. Davis, City Clerk Doris C. Hain, Executive Secretary Mr. Bill Edmonds, Y.M.C,A., delivered the invocation, followed by the Flag Salute led by Councilman Donald Winton. With the assistance of Mr. Orville Lane, President of the Los Amigos Kiwanis Club, the Mayor presented a plaque as Fireman of the Year to Curtis Gabriel,and as Policeman of the Year, to Ed Walker. Congratulations were extended to both. Mr. Orville Lane explained that this is the second year of a three-year program of the Los Amigos Kiwanis Club to present these awards, which are determined by the personnel of each department. Commendations for outstanding community service were awarded to the following — youth groups for their contributions toward the decoration of the Downey Rose Float: Commendations to the Normaneers, Interact Club, and Les Torcheres of Downey High School, were presented by Councilman Morton; commendations to the Key Club, Interact Club, Les Douvees, and Les Fideles, of Warren High School, were presented by Councilman Ben Corbin; commendations to Chaunsonettes (Y.M.C.A.), Downey DeMolay #1020, and Del Rios Boys Club, were presented by Councilman Ferris; commendations to Jobs Daughters Bethel #244 and #267, were presented by Councilman Winton. Mayor Temple presented to Mr. Virgil A. Thompson, a plaque for outstanding community service, for his participation in the design of the Rose Float. Commendations were also presented by Mayor Temple to Elena and Charles Russell Quinn, Editors, Downey Historical Society Annual. Mrs. Quinn presented to the Council the first issues of the Annual and explained that these books could be purchased for $2.00 per copy. However, membership in the Society of $3.00 will in- clude a copy. Society sustaining membership is $5.00, which would also include a copy of the Annual. With the assistance of Director of Public Works Ervin Spindel and Miss Public Works, Joyce Allgood, the Mayor presented Quarterly Zero Defects Awards to the following: Ruth Saltman, Ross Morrow, Tom Brennan, Verril Smale, Dwaine Jones, and John Clarish. The Director of Public Works reported that Mr. John Stevens. Engineering Division, has completed a course in Public Works Construction Inspection at Cali- fornia State College, Los Angeles, which was given in conjunction with the American Public Works Association. Councilmam Morton presented the certificate to Mr. Stevens with his congratulations. It was moved by Councilman Corbin, seconded by Councilman Winton and so order- ed to approve the minutes of the City Council Meeting of January 12, 1970. Communication from R.P.M. Construction regarding offer of purchase of abandoned Downey Community Hospital site on 5th Street. It was moved by Councilman Morton, seconded by Councilman Winton, and so ordered that the matter be referred to the City Manager and Councilman Morton for report back at the next meeting. Council Minutes 1/27/70 -1- Letter from Board of Supervisors, L. A. County, regarding proposed bridge on Foster Road at the San Gabriel River. Ordered received and filed. Letter from Downey Unified School District regarding request for street im- provements on Birchdale Avenue. Referred to,Director of Public Works for study and report. Communication from Director of Public Works regarding Sidewalk Matching Fund Project 316, southwest corner of Old River School Road and Firestone Blvd, At the request of the applicant, this matter was taken under submission. Communication from Division of Highways, advising that their position relative to the #105 Freeway is unchanged, and a Design Public Hearing to be held the first part of April, permitting presentation of a freeway agreement to the Downey City Council about June, 1970. Councilman Morton and Councilman Winton commented rela- tive to this letter. Councilman Morton requested that it be made a matter of record that the position of the School District regarding the #105 Freeway was a separate action from that of the Downey City Council, based on a separate and independent study by the School District. Communication from Robert J. Flynn, D.D.S., 11540 Downey Avenue, advising he is in favor of the #105 Freeway as proposed by the Division of Highways. Ordered filed. Letter from Nils A. Boe, Director, Office of Intergovernmental Relations, Office of the Vice President, acknowledging receipt of letter from Mayor Temple relative to the #105 Freeway, and advising the letter with supporting material is being transmitted to the Department of Transportation for their information and consideration. Report of City Manager Oren King and City Manager Pro-tem Don Robision re- garding schedule of procedures in the acquisition of the Rio Hondo Golf Course and action taken by the Board of Supervisors relative to appointment of members of the Joint Powers Authority. Communication from Director of Parks and Recreation relative to Co-sponsor- ship of Downey Museum of Art. Mayor Temple reported on the Meeting held January 15°h with the representatives of the Museum of Art and the progress made by the new Board. He recommended continuance of Co-sponsorhip of this Program. Follow- ing comments by Councilman Morton who attended this meeting in tle absence of Councilman Ferris, it was moved by Councilman Morton, seconded by Councilman Winton and passed by the following vote to continue to Co -Sponsor the Downey Museum of Art for the balance of this fiscal year with no changes in the contractual financial appropriation. City Manager Oren &ing also commended Mr. Ruth, the Park and RecreatiaiCommission and City Council for their active program during the past couple of years which has put Downey on the Map insofar as the Park and Recrea- tion Program is concerned. He commented that on Sunday, March 1, 1970, the California Park and Recreation Society, Inc., will recognize the City of Downey by presenting the 1969 Environmental Planning Awards Trophy for Downey's recreational program and development during the past year. Mayor Temple reported on a communication relative to poles for lighting of the Downey High School baseball diamond, anticipated to be received in May o . Legal Claims: Genora H.
