S.S. 585 (Account No. 26-16585) IMPERIAL HIGHWAY TRAFFIC SAFETY IMPROVEMENTS PARAMOUNT BOULEVARD TO BELLFLOWER BOULEVARD RECOMMENDATION: That the City Council: Award a construction contract totaling $2,466,160.50 to Palp, Inc. dba Excel Paving Company for Cash Contract No. S.S. 585. Appropriate $1.5 million from Prop C Funds and $1.1 million from account Gas Tax Funds. DISCUSSION: On November 28, 2007 the City Council approved Plans and Specifications and granted authority to advertise for bids for the traffic safety improvements project on Imperial Highway under Cash Contract No. S.S. 585. Six bids were received on February 5, 2007, as shown on the attached Bid Summation. The low bid of $2,466,160.50 was submitted by Excel Paving Company of Long Beach. Excel Paving Company has satisfactorily completed projects for the City of Downey as well as other cities, such as Los Angeles, Long Beach and Anaheim. This project generally consists of the construction of raised medians on Imperial Highway between Bellflower Boulevard and Paramount Boulevard, for a total distance of about 1.9 miles. The proposed center medians as well as, the existing medians adjacent to the frontage roads on the south side of Imperial Highway between the alley located about 370 feet east of Paramount Boulevard and a point located immediately to the east of Verdura Avenue, will be landscaped under this project with trees, shrubbery and groundcover. New street trees will be installed along the north side of Imperial Highway along the project limits. New sidewalk will also be constructed along the south side of Imperial Highway from west of Brock Avenue to east of Verdura Avenue. Solar-powered irrigation systems will be installed in the landscaped median areas. Minor street widening will be completed and damaged portions of sidewalk, curb and gutter will be reconstructed on the north side of Imperial Highway, west of Downey Avenue. Included in this project, is the relocation of Imperial Elementary School’s driveway, east of its current location on the north side of Imperial Highway, to line up directly with La Reina Avenue. A new traffic signal, as well as crosswalks and handicapped access ramps, will be installed at the La Reina Avenue/Imperial Elementary School intersection and the existing traffic signal equipment at the existing school’s driveway, will be removed. The proposed improvements are shown in detail on the attached vicinity map. This project is needed to enhance traffic safety, increase the capacity of the street to accommodate traffic growth that will occur as the NASA development projects are completed and to improve the aesthetics of the Imperial Highway corridor. Imperial Highway carries about 35,000 vehicles per day (VPD) and is projected to carry up to 60,000 by 2030 and the medians will improve the throughput capacity of Imperial Highway thereby allowing for the increase in traffic volume to be handled safely and efficiently. In addition, Imperial Highway has a high incidence of mid-block collisions between Paramount Boulevard and Bellflower Boulevard. Seventy-three percent of the collisions along this stretch of Imperial Highway consist of broadside, rear-end and sideswipe accidents, all of which are accident types susceptible to correction through the construction of raised center medians. FINANCIAL IMPACT: This project was to be funded with federal (STPL) grant and gas tax funds. However, due to the lengthy time involved in processing and approving federal fund applications, the City has not been able to obtain STPL funds for the projects and instead will use Prop C local return money. On December 19, 2006, the Metropolitan Transportation Authority (MTA) approved the City’s request to use $1.5 million (50% of estimated project cost) in Prop C funds for this project. The remaining 50% will be the local match funds. The City will be reimbursed by Kaiser for the actual cost of design and construction of the raised median islands on Imperial Highway between Bellflower Boulevard and Ardis Avenue as required per their development agreement with the city for their share towards enhancing mobility, traffic safety and aesthetics portion of Imperial Highway and adjacent.
