CC 488E Firestone Blvd Improvement Project - Auth to BidAGENDA MEMO CITY MANAGER DATE: February 11, 2014 TO: Mayor and Members of the City Council FROM: Office of the City Manager 0�*O___� By: John Oskoui, P.E., Director of Public Works SUBJECT: CASH CONTRACT NO S.S. 488E — FIRESTONE BOULEVARD IMPROVEMENT PROJECT (LANDSCAPE AND IRRIGATION IMPROVEMENTS) (OLD RIVER SCHOOL ROAD — BROOKSHIRE AVENUE) — APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS RECOMMENDATION That the City Council: Approve plans and specifications and authorize solicitation for bids for Cash Contract No. S.S. 488E — Firestone Boulevard Improvement Project (Landscape and Irrigation Improvements) (Old River School Road — Brookshire Avenue), and 2. Authorize procurement of City- furnished landscape and site furnishing materials for Cash Contract No. S.S. 488E — Firestone Boulevard Improvement Project (Landscape and Irrigation Improvements). BACKGROUND The Firestone Boulevard corridor is a major arterial highway with a daily traffic volume of nearly 40,000 vehicles per day. As such, Firestone Boulevard is the heaviest traveled east -west corridor within the City, accommodating both regional as well as local traffic. Due to the significance and function of this corridor, Firestone Boulevard is in need of enhancements related to safety, infrastructure capacity and beautification in order to bring it up to current standards. During its meeting of January 22, 2013, the City Council approved the plans and specifications and granted authority to advertise for bids for Cash Contract No. S.S. 488 Firestone Boulevard Improvement Project. The project entails major improvements to approximately 1.25 miles of roadway. The scope -of -work for the project consists of pavement rehabilitation; adding new raised landscaped median islands with new irrigation systems; reconstruction and upgrading of existing raised median islands and replacement of existing landscaping and irrigation; installation of streetscape enhancement features through the downtown portion of the project including decorative pavers; ornamental street lighting and gateway monuments, pedestrian lighting and traffic signals; median landscaping and parkway trees; street furniture, bus shelters and bike racks; restriping of the corridor to provide three continuous travel lanes in each direction; and utilities improvements. CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 488E — Firestone Boulevard Improvement Project (Landscape and Irrigation Improvements) February 11, 2014 Page 2 Moreover, the City Council has approved staffs recommended methodology for completing the Firestone Boulevard Improvements Project in phases and at its meeting of June 25, 2013, approved the first phase, Cash Contract No. S.S. 488A — Firestone Boulevard Improvement Project (Storm Drain Improvements). The second phase of the project, Cash Contract No. S.S. 488B — Firestone Boulevard Improvement Project (Potable Water System Improvements), was approved on August 27, 2013. The third and fourth phases of the project, Cash Contract No. S.S. 488C — Firestone Boulevard Improvement Project (Electrical and Street Lighting System Improvements) and S.S. 488D — Firestone Boulevard Improvement Project (Concrete Improvements), were approved on December 10, 2013. Project No. Project Name Approve PS & E and Authorize to Solicit Bids S.S. 488A Storm Drain Improvements June 25, 2013 S.S. 488B Potable Water System Improvements August 27, 2013 S.S. 488C Electrical and Street Lighting System Improvements December 10, 2013 S.S. 488D Concrete Improvements December 10, 2013 DISCUSSION The Engineering Division staff has completed the preparation of the plans, specifications and construction cost estimate for the fifth phase of the project, the landscape and irrigation improvement work. Therefore, Cash Contract No. S.S. 488E — Firestone Boulevard Improvement Project (Landscape and Irrigation Improvements) is now ready for solicitation of bids. This project consists of the installation of topsoil in medians, planters, tree wells, and pots; installation of new irrigation systems including "smart' irrigation controllers and drip irrigation systems; planting of trees and shrubs in medians and parkways; planting of palm trees in the downtown medians; installation of mulch, moisture barrier, and miscellaneous landscape materials; application of pre- emergent weed killer; 90 -day plant establishment and maintenance period; and the necessary incidental work. In addition, staff has explored various alternatives to construct this project with the existing budgeted funds and resources available and recommends the procurement of major construction items directly by the City. These landscape and site furnishing material items may include benches, trash receptacles, decorative pots, bus shelters, bike racks and other construction material items. By having the City directly procure various construction items and supplying it to the contractors for installation, additional cost savings is expected. Mayor and Members of the City Council Cash Contract No. S.S. 488E — Firestone Boulevard Improvement Project (Landscape and Irrigation Improvements) February 11, 2014 Page 3 FINANCIAL IMPACT Based on the construction cost estimate, the total estimated cost for the Firestone Boulevard Improvement Project (Landscape and Irrigation Improvements) will be $700,000. This includes the cost of design, construction, project administration, inspection and contingencies. This project will be funded through Capital Improvement Project Account Nos. 36 -1 -6488 (Firestone Boulevard Relinquishment funds) and 54 -1- 6488 (Proposition C Local Return funds). A detailed cost estimate will be presented at the time of the award of the construction contract.
