SUBJECT: RESOLUTION APPROVING APPLICATION TO THE STATE HOUSING -
RELATED PARKS GRANT PROGRAM
RECOMMENDATION:
That the City Council Adopt:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING
APPLICATION FOR HOUSING RELATED PARKS GRANT
DISCUSSION
The State Department of Housing, through a competitive grant program, annually funds grants
for the construction of new parks to support new low or moderate income housing developments
throughout the State. The City of Downey is eligible to apply for up to $198,450 in funding for a
new park based upon the View Housing Development currently under construction.
In June 2013, the City Council approved and adopted the Civic Center Master Plan, which
recommended the construction of a park in the Civic Center (conceptual drawing attached). This
Plan was funded through a grant from the Southern California Association of Governments
through its Compass Blueprint program, which encourages sustainable city planning and
growth. Moreover, the implementation of a park in the Civic Center was also contemplated in
the City's Downtown Master Plan.
The grant would fund the first phase of demolition and passive park landscaping. The remainder
of the costs for construction of the park would need to come from non -state matching funds,
such as outside grant sources or the City's general fund.
FISCAL IMPACT
If the application is successful and the City Council chooses to pursue the project, the City
would need to provide approximately $300,000 from a combination of General Funds or other
non -state grants to complete the project.

RESOLUTION NO. 14-
AUTHORIZING APPLICATION FOR HOUSING RELATED PARKS GRANT
WHEREAS, The State of California, Department of Housing and Community Development (Department)
has issued a Notice of Funding Availability dated October 2, 2013 (NOFA), under its Housing - Related
Parks (HRP) Program; and
WHEREAS, the City of Downey (Applicant) is eligible for funding for the proposed Civic Center Park
Project under this NOFA based upon the View Housing Development currently under construction in the
Downtown; and
WHEREAS, the City of Downey (Applicant) desires to apply for a HRP Program grant and submit the
2013 Designated Program Year Application Package released by the Department for the HRP Program;
and
WHEREAS, the Department is authorized to approve funding allocations for the HRP Program, subject to
the terms and conditions of the NOFA, Program Guidelines, Application Package, and Standard
Agreement.
NOW, BE IT THEREFORE RESOLVED THAT:
SECTION 1. Applicant is hereby authorized and directed to apply for and submit to the
Department the HRP Program Application Package released October 2013 for the 2013 Designated
Program Year. If the application is approved, the Applicant is hereby authorized and directed to enter into
execute, and deliver a State of California Standard Agreement (Standard Agreement), and any and all
other documents required or deemed necessary or appropriate to secure the HRP Program Grant from
the Department, and all amendments thereto (collectively, the "HRP Grant Documents ").
SECTION 2. Applicant shall be subject to the terms and conditions as specified in the Standard
Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in
Exhibit A of the Standard Agreement. The application in full is incorporated as part of the Standard
Agreement. Any and all activities funded, information provided, and timelines represented in the
application are enforceable through the Standard Agreement. Applicant hereby agrees to use the funds
for eligible capital asset(s) in the manner presented in the application as approved by the Department and
in accordance with the NOFA and Program Guidelines and Application Package.
SECTION 3. That the City Manager or designee is authorized to execute in the name of Applicant
the HRP Program Application Package and the HRP Grant Documents as required by the Department for
participation in the HRP Program.
