AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS
RECOMMENDATION
That the City Council approve the plans and specifications and authorize solicitation for
bids for Capital Improvement Project No. 14 -03 — Firestone Boulevard Water System
Improvement Project from Lakewood Boulevard to the east City limits.
BACKGROUND
Firestone Boulevard is the heaviest traveled east -west corridor within the City and is in
need of safety and infrastructure capacity enhancements, and most notably, asphalt
pavement rehabilitation due to the poorly deteriorated condition of the roadway surface.
Many of these improvements are currently underway along the westerly half of the
Firestone Boulevard corridor between Old River School Road and Brookshire Avenue.
In an effort to minimize potential future impacts to the newly paved roadway, water
improvements aimed at abandoning old redundant infrastructure and upgrading vital
water mains, service lines, and fire hydrants are also currently being constructed prior to
the roadway improvements along this portion of the corridor.
Pavement rehabilitation along the easterly half of the Firestone Boulevard corridor
between Lakewood Boulevard and the east City limits is also planned for later this year.
Due to the density of commercial customers along Firestone Boulevard, higher levels of
domestic and fire water demands are present. Many of the water mains along the
easterly corridor of Firestone Boulevard are either undersized, redundant, or have
outlived their useful life and are no longer capable of meeting customer water demands
in the area and are therefore in need of significant improvements to install new water
mains capable of providing adequate flow and pressure for domestic, irrigation, and fire-
fighting purposes. As is the case with the water improvements currently under
construction along the westerly half of Firestone Boulevard, these water improvements
along the easterly half of Firestone Boulevard are proposed to be constructed prior to
the street improvements planned for later this year in order to minimize future impacts to
the newly paved roadway surface.

DISCUSSION
Staff has completed preparation of plans, specifications, and a construction cost
estimate and the Firestone Boulevard water improvement project from Lakewood
Boulevard to the east City limits is now ready for solicitation of construction bids.
The scope of the water improvements include the abandonment of undersized and
redundant 6 -inch and 8 -inch water mains from Lakewood Boulevard to the east City
limits. Approximately 2,800 feet of new 12 -inch water main will be constructed between
Lakewood Boulevard and Woodruff Avenue replacing the smaller, undersized mains.
The existing 12 -inch water main between Woodruff and the east City limits will be
preserved and utilized as the sole source of water supply along this stretch of Firestone
Boulevard in lieu of the current mix of 6 -inch, 8 -inch, and 12 -inch water mains in the
area. In addition to the new water mains, additional improvements include the
replacement of existing fire hydrants, installation of additional new fire hydrants where
adequate fire water protection is currently lacking, new copper water services, and
replacement of old water meters with new remote -read water meters to help improve
water meter reading efficiency.
Approximately 600 feet of 8 -inch recycled water main will also be extended along
Firestone Boulevard east of Lakewood Boulevard which will help the City conserve its
groundwater supplies by using eco- friendly recycled water in lieu of groundwater for
irrigation of landscaped medians and by also making the recycled water available for
use at upcoming developments in the area.
FINANCIAL IMPACT
Based on the construction cost estimate, the total cost for the Firestone Boulevard
Water System Improvement Project will be $1,750,000. This includes the cost of
design, construction, project administration, inspection and contingencies.
This project will be funded through Utilities Operating Account No. 51 -4- 3550 -0700 and
Capital Improvement Project Account Nos. 51 -1 -8606, 51 -1 -8654, 51 -1 -8655 and 51 -1-
8674. A detailed cost estimate will be presented at the time of the award of the
construction contract.
