S.S. 488C — FIRESTONE BOULEVARD IMPROVEMENT PROJECT (ELECTRICAL AND STREET LIGHTING SYSTEM IMPROVEMENTS) BETWEEN OLD RIVER SCHOOL ROAD AND BROOKSHIRE AVENUE - AWARD CONSTRUCTION CONTRACT RECOMMENDATION That the City Council award Cash Contract No. S.S. 488C in the amount of $246,985 to California Professional Engineering, Incorporated for the Firestone Boulevard Improvement Project (Electrical and Street Lighting System Improvements) between Old River School Road and Brookshire Avenue. BACKGROUND The Firestone Boulevard corridor is a major arterial highway with a daily traffic volume of nearly 40,000 vehicles per day. As such, Firestone Boulevard is the heaviest traveled east -west corridor within the City, accommodating both regional as well as local traffic. Due to the significance and function of this corridor, Firestone Boulevard is in need of enhancements related to safety, infrastructure capacity and beautification in order to bring it up to current standards. The project entails major improvements to approximately 1.25 miles of roadway. The scope -of -work for the project consists of pavement rehabilitation, adding new raised landscaped median islands with new irrigation systems, reconstruction and upgrading of existing raised median islands and replacement of existing landscaping and irrigation, installation of streetscape enhancement features through the downtown portion of the project including decorative pavers, ornamental street lighting and gateway monuments, pedestrian lighting and traffic signals, median landscaping and parkway trees, street furniture, bus shelters and bike racks; restriping of the corridor to provide three continuous travel lanes in each direction and utilities improvements. On February 28, 2013, seven bids were received for the Firestone Boulevard Improvement Project. Based on staff's recommendation, at its meeting of March 26, 2013, the City Council rejected all bids received for the Firestone Boulevard Improvement Project and directed staff to explore alternative methods for completing the project. CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 488C — Firestone Boulevard Improvement Project (Electrical and Street Lighting System Improvements) February 11, 2014 Page 2 Staff studied and analyzed various alternatives to construct this challenging project within the constraints set by the existing budgeted funds and available resources. Ultimately, staff recommended that the project be divided into several phases, with each phase representing work specific to a particular construction trade (i.e. storm drain, potable water, electrical, concrete, paving, striping, concrete pavers, miscellaneous hardscape, landscape, etc.) and solicit for construction bids for each phase separately. On June 25, 2013, the City Council approved staff's recommended methodology for completing the Firestone Boulevard Improvements Project. The City Council previously awarded construction contracts for the following projects. Project No. Project Name Date of Award Cost Savings S.S. 488A Storm Drain Improvements August 13, 2013 $28,000 S.S. 488B Potable Water System Improvements August 27, 2013 $96,000 S.S. 488D Concrete Improvements January 28, 2014 $140,000 Total Cost Savings = $264,000 Under a separate Agenda Memo, staff is recommending approval of the plans and specifications and authorization for solicitation of bids for the fifth phase of this project, Cash Contract No. S.S. 488E — Firestone Boulevard Improvement Project (Landscape and Irrigation Improvements). DISCUSSION At its meeting of December 10, 2013, the City Council approved the plans and specifications and granted authority to advertise for bids on Firestone Boulevard Improvement Project (Electrical and Street Lighting System Improvements). On January 23, 2014, seven (7) bids were received as shown on the attached bid summary (see Exhibit "B "). The apparent lowest responsive and responsible bidder is California Professional Engineering, Incorporated with a bid of $246,985. California Professional Engineering, Incorporated has satisfactorily completed a project for the City of Downey and various projects for the Cities of Orange, Pasadena and Anaheim. Therefore, staff recommends that the City Council award Cash Contract No. S.S. 488C in the amount of $246,985 to California Professional Engineering, Incorporated for the construction of the Firestone Boulevard Improvement Project (Electrical and Street Lighting System Improvements). Construction is estimated to begin in March 2014 and be substantially complete by May 2014. Mayor and Members of the City Council Cash Contract No. S.S. 488C — Firestone Boulevard Improvement Project (Electrical and Street Lighting System Improvements) February 11, 2014 Page 3 Consequently, a considerable cost savings ($186,000) has been realized by revising the bid items and soliciting for bids on the electrical and street lighting system improvement work separately from other construction trades. Moreover, an additional cost savings is expected with the procurement of major construction items directly by the City and supplying it to the contractors for installation. These procurement items may include street light poles, fixtures and other construction material items. FINANCIAL IMPACT A detailed cost accounting and funding analysis, based upon the bid received from California Professional Engineering, Incorporated, is summarized on the below. The total estimated cost of the project is $619,000.
