The City Council of the City of Downey held a regular meeting at 8:00 a.m.
April 23, 1968, in the Council Chamber of the Downey City Hall, Mayor Thomas H. Morton,
presiding,

Councilman Scott E. Temple, delivered the invocation.
Assistant Librarian Josephine Clayman made a presentation from the Downey City
Library for National Library Week, stating. the Library Staff wished to honor a
Downey family whom they felt had made full use of the library during the past year.
The unanimous selection was the Fred Mintie family as "The Library Family of the
Year,"
Mayor Morton presented the family with a plaque in appreciation from the Library
for the family's active participation in the library program,
Mr. Mintie thanked everyone for the honor of having been selected as the first
family to be given this award and commended the Library Staff for making such a won-
derful library program possible,
Mrs. Clayman stated an outstanding honor was bestowed this week by Mrs, Judith
Moore, California Executive Director, to Mrs. Virginia Apmadoc; Children's Librarian.
Mrs. Apmadoc was selected as Librarian of the -Year to represent the City of Downey.
Mayor Morton presented Mrs. Apmadoc with a book offered from the California Head-
quarters of National Library Week, stating that City Council appreciates the work
that she has accomplished,
Mrs. Apmadoc thanked everyone and stated she appreciated working with her
wonderful boss, Mrs, Miller, and also her wonderful co-workers.
Chief Ivan Robinson of the Police Department related and explained the education
program the Police Department has taken steps to implement. He announced Officer
Kenneth Perkins is the most recent to attain his Bachelor of Arts Degree from Cali-
fornia State College at Long Beach,
Mayor Morton congratulated Officer Perkins and commended him on attaining his
Bachelor of Arts Degree,
Officer Perkins thanked Council for their recognition,
An Outstanding Citizen Award was presented by Mayor Morton to Mr. Norman Montgomery
of General Telephone Company for outstanding community service, Mayor Morton stated
Downey has a quality city because of such people as Mr. Montgomery, and that the
City Council appreciates men such as he,

Memorandum from Chief Robinson, Police Department, requesting support of the
following Senate and Assembly bills;
Senate Bill 134- Concerning pandering pornography is one of our five
California State Peace Officers' affirmative legislative proposals.
Senate Bill 124: Concerning juvenile pornography is also one of our
California State Peace Officers' affirmative legislative -proposals.
Assembly Bill 19.3: Concerning additional Grand Jury empaneling appears
to be a needed piece of legislation for large counties such as Los Angeles.
Chief Robinson stated he could not make recommendation as to the action
Council should take on this bill.
It was moved by Councilman Winton, seconded by Councilman Temple and so
ordered that Senate Bill 134 and Senate Bill 124'be supported by the City of Downey.
Certification from City Clerk and attached Resolution No. 135 designating a
member and alternate member to the Board of Directors of County Sanitation District
Numbers 2 and 18.
It was moved by Councilman Corbin, seconded by Councilman Temple, and so
ordered that in accordance with Resolution No. 135, Mayor Thomas H. Morton be
designated the Director, and Mayor. Pro Tempore Scott E. Temple, the Alternate
Director to serve on County Sanitation District Numbers 2 and 18 for the forth-
coming year.
A report: from Jim Ruth, Director of Parks and Recreation, relative to re-
location of the Southern Pacific Depot onto Park property, Mr. Ruth submitted an
itemized report of expenditures involved in relocating the depot with recommendation.
Mr. Ruth elaborated on the .report submitted stating the Park and�Recreation-
Commission held a special study session to consider the relocation of the Depot:
on Park property, At that time they evaluated the cost factor and park facilities
that could be made available in relocating this Depot, After careful consideration,
the Park and Recreation Commission recommended aga-inst the --relocation of the Depot,
primarily due to excessive cost of approximately $28,000. which they feel would be
necessary for a safe facility for public use. However, in recommending against
preserving this facility, the Park and Recreation Commission asked City Council's
consideration to adding a wing onto the museum building that could accommodate the
needs of the Historical Society.- --
Councilman Temple stated it was his wish to try to preserve the Depot also,
in that he felt it was the last of the "past of Downey" being removed. He also
stated if it were not .for the excessive cost of refurbishing this building, it
could also be used for Senior Citizens, a library or even museum.
The City Clerk called Council's attention to a letter and petitions on this
same subject, from Mr, Iry Phelan to City Council which had been placed on their
desks prior to the meeting,
Mr. Phelan related his feelings on preserving what is left of Downey heritage,
and related events of past history as examples of why he thought Downey's his-
torical depot should be saved-. Mr. Phelan also stated it was not the Historical
Society's intention to spend a lot of money in refurbishing -the building, but it
was their intent to restore it "as is." The Downey Youth Historical Society also
favors saving the building as it is. After Mr. Phelan's presentation, Councilman
Temple stated he had given this more thought and instead of the proposed location
of Furman P-ark,- he suggested- utilizing -Imperial Park; moving the depot on the westerly
portion behind right field of the ball diamond. He further recommended having it
properly landscaped to avoid the look of "an eyesore" and perhaps have the Historical
Society consider having an old locomotive donated to be placed in front of it.

Councilman Temple moved that City Council consider moving the depot to
Imperial Park as outlined, if it is feasible, and possibly charge the Historical
Society with the responsibility of having it renovated.
The motion died for lack of a second.
Mrs. Florence Palas, 7823 Stewart and Gray Rd. came forward and stated that if
the decision was to be based on the amount of money needed for removal and pre-
servation, she would take the responsibility of raising and submitting the amount
needed. She stated the City Council was aware of her money -raising ability which
she has displayed in the past for other City projects.
It was moved by Councilman Corbin, seconded by Councilman Winton and passed
by the following vote to reject the request to relocate and save the old Southern
Pacific Railroad,Depot.

Mayor Morton declared a recess with Council reconvening at 9:35 a.m., with
roll,call, all members of City Council being present.
The City Clerk continued with the correspondence.
A memorandum from Ervin Spindel, Director of Public Works relative to land-
scaping the triangular area at 6th Street and Downey Avenue with funds provided by
the Altrusa Club of Downey.
Sketches showing different lettering ideas were submitted for Council consid-
eration in selecting one to be used in the area.
It was moved by Councilman Temple, seconded by Councilman Winton and so
ordered that the selection of the sign "Downey, California, Central Area" be used
at the landscaped area at Sixth Street and Downey Avenue.
A claim from Gerald R. Lindekugel, 2221 Iroquois Avenue, Long Beach.
It was moved by Councilman Corbin, seconded by Councilman Temple and passed
by the following vote that the claim from Gerald R. Lindekugel be denied and re-
ferred to the City's Insurance Carrier.

A letter from Mayor Thomas H. Morton to Mr. William R. George, Real Estate
Department of Continental Service Company relative to reaffirming proposal for
the purchase of Bank of America Motor Annex property on Firestone Boulevard,
Also, attached letter dated January 11, 1968 from Mayor Corbin to the Continental
Service Company outlining the agreement for purchase of property.
It was moved by Councilman Corbin, seconded by Councilman Temple and passed
by the following vote to proceed with the proposal for the purchase of the three
parcels of ground, identified by Project No. 75-5465, between Second Street and
Firestone Boulevard, in the City of Downey.

A letter from Mr. James G. Bell, Assistant District Engineer, Division of

A letter from Arnold Finch, Acting Superintendent of Downey Unified School
District, concerning the possibility of cutting Davis Street thkough the Downey
Unified School District administrative site, connecting Downey Avenue with
Brookshire Avenue in front of the hospital.
It was moved by Councilman Temple, seconded by Councilman Winton and so
ordered to refer this matted to the Traffic Committee and Public Works Department
for further study and report back to City Council,
An invitation from the Women"s Committee for Downey Symphonic Society inviting
City Councilmen and wives to its Solon to be held on Sunday, May 5, 1968, from
7,30 to 9,30 p.m. with R.S.V.P. acceptance only. Ordered received and filed.
A memorandum from Mr. Oren King, City Manager, relative to activities of
Downey Youth Week with students assuming public offices at City Hall. Mr, King
commended Chief Robinson of the Police Department for the excellent manner in
which he has handled the program, as Chairman,

It was moved by Councilman Temple, seconded by Councilman Corbin and passed
by the following vote to adopt Resolution No. 2055.

Mr. Vernon Worden, 7402 Neo Street, Downey related the parking problem which
initiated Resolution No. 2055. He stated the parking of numerous automobiles owned
by tenants of the apartments on his street, does not allow room for automobile,
owners residing in single dwellings on the street.
After discussion, it was moved by Councilman Temple, seconded by Councilman
Ferris and so ordered, that. the Traffic Committee be requested to study this further
with the problem of the single dwelling residents in mind, and bring back a report
to the next Council Meeting. Mr. Worden was advised that the Traffic Committee
would meet next on May 2nd at 10:00 a.m, in the Public Works Building, and that
he wa-s welcome to attend the meeting if he so desired.
Councilman Temple directed Mr. King to notify Mr. Worden of the time and
date of the next Traffic Committee meeting and if Mr. Worden had any further com-
ments, to refer them to the City Manager for further action.

Councilman Corbin inquired -as to the item for the rental of uniforms from
Welch Uniform Company. Mr. Shand explained that the City contracts with Welch
Uniform Company for one year for all City Hall employees who wear uniforms,
including the Water Department and Park Department. The payments are made monthly,
however, on occasion when an employee is on vacation or does not use a uniform,
credit is given for the unused ones. Also, sometimes a bill will overlap, and
payment will be made the following month, making a two -month payment.
Mayor Morton directed Mr. Shand to call this matter to the attention of City
Council prior to the expiration of the contract so that they may review it.

of the unit prices bid, authorize an advance of $40,000 from Account 09-81, Unappro-

Gray Road, and accept the responsibility for the maintenance thereof.

It was moved by Councilman Corbin, and seconded by Councilman Temple to

mains, and authorize advertising for. bids.
Councilman Ferris requested that this matter be held for further study and
a field trip. Councilman Corbin withdrew his motion and Councilman Temple his
second, and the matter was held for further study.

Councilman Ferris requested that this matter be held for further study and

Firestone Boulevard to Southern Pacific Railroad and the responsibility for the
maintenance thereof.

Councilman Winton inquired if a time schedule could be included in the con-
tract to eliminate -traffic tie-up on Imperial Highway during the construction.
Mr. Spindel responded that the bids are based -on -completion of a certain
number of days as called for in the specifications and also based on the traffic
restrictions,
Councilman Winton suggested that inthe future, for major, arteries -such as
Imperial Highway, it might be possible to stipulate work to continue during the
slack periods of traffic time perhaps at night, Mayor Mor-tan--stated the cost
might be more, but perhaps if enough time were saved, it might compensate for
the extra cost, and save money as an end result.
After discussion on this subject, Mr. Spindel stated he would investigate
the matter and report back to the City Council.
Mr. Spindel, upon request of the Mayor, explained the difference in unit
price and lump sum bid prices, to the two new Councilmen.

Regarding the continued hearing on curbs, gutters, paveout and some side-
walks on Cole Street, between Paramount Boulevard and Rives Avenue, Councilman
Temple requested the City to absorb the costs of the paveout and putting the
street Mack in order, He stated this street acts as a collector for other
streets that dead end into it and has an -unusual amount of traffic in this par-
ticular neighborhood, Councilman 'Temple suggested that Council members take a
field trip to that area, A field trip will be arranged by the City Manager for
Council to examine the Cole Street area in question,
The City Manager reported on.a m-eeting held Monday, -April 22nd at 7.30 p.m,
in the Council Chamber regarding the installation of sidewalks on Shellyfield
from Cecilia to Gotham, resulting from inquiries and letters from residents on
Shellyfield,
Mr, King related that letters were sent to all property owners in that area
explaining the purpose of the meeting and inviting them to discuss their views
on whether or not they desired sidewalks, The City Manager further stated that
their opinions were divided, but it; resulted in the majority favoring no side-
walks, however., the property owr,�!rr,p requested that the City study this matter
further,
Mr. Spindel reported that of the three property owners who previously had
requested matching funds, and approved by the City Council, two had reversed
their decisions and decided they did not want the sidewalks; however, the re-
maining one expressed that he does desire sidewalks.

In response to the petition by citizens requesting -the installation of a
traffic signal at Firestone and Pangborn, a public meeting is scheduled for
Monday, April 29th at 7:30 p.m. in the City Council Chamber. Representatives of
the Division of Highways will also be present.
Mr. King reported that effective June 1, 1968, the Federal Communications
Commission is requiring that all base and mobile radio units operating in the
450-470 megacycle bands, be narrow banded to provide for additional channels of
use. Because of this imperative action, the Director of Public Works submitted
a complete report with a breakdown of costs, and total cost shown as $15,589.85.

The City Manager reported on the. "Sky Patrol" contractural agreement with
the County and seven surrounding cities, Mr, King reported the agreement has
been completed in its initial form and should be ready for City Council and the
City Attorney to study in the very near future, Operations are expected to
begin about July 1, 1968, within figures previously authorized by City Council.
Mayor Morton brought out the possibility of working into the program the
necessary surveying in conjunction with mosquito abatement district services.
Experiments in other areas have found that the Slay Patrol could assist materially
in locating swimming pools with stagnant water, particularly with vacant houses,
and report chem to be mosquiL o breeding places, Mayor Morton requested a report
be brought back on the feasibility that park of the agreement might be checking
swimming pools, This can be done by looking for the discoloration of the water
and algae present in water.
After further discussion on the coverage of the agreement, and vandalism
diminishment in schools, the City Manager stated he would look into the matter
further and report back.

experience and stated she expressed a desire to work two afternoons a week from

The City Manager reported on a recommendation of the City Beautification Com—
mittee and the Planning_Department that three entrance -signs be installed at the
fol.lowing_..1-ocations.:. Firestone Boulevard at the west -end -of the San -Gabriel River
bri.dge._to.-he.placeA in the existing center divider; the second to be placed at the
northwes.t.cor.ner of the intersection of Florence Avenue and Fair -ford Avenue;
and the third sign to be placed on the property located northerly of the inter-
section of Downey Avenue and Dempster Avenue. Mr. King reported that funds are
in the current budget for this program and costs are estimated at approximately
$600.-$700, each depending upon available electricity and other variables;
Councilman Winton questioned the installation of the sign in the existing
center divider at the west end of the San Gabriel River bridge and Mr. King
replied that the sign could not be placed in the center divider, and that it
would need to be relocated-.

Mr. King announced the appointment of Mr. Salem Spitz as the Traffic
Kngine.er_in.the Public Works Department, to be effective May 1, 1968. The City
Manager related his past experience and stated that he is a registered Civil
Engineer in the State of California.
Mr. Frank C. Wunk, of F & C Enterprises, 8207 Stewart and Gray Road came
forth and gave his occupation as an auctioneer. Mr. Wunk related the success of
an automobile auction he held two weeks ago at the -former "Ranch Market" located
at 7200 Firestone Boulevard. Since the permit that was issued to him for the
auction was -for a-s-ingle..event,_-Mr.. Wunk was requesting that --City Council permit
him to use the same location as a permanent location for automobile and boat
auctions, however, the City Code does not permit this.
Mr. Wunk was asked what type of cars (new or used) would be auctioned and
if they were not sold the same day, would the automobiles be stored at the location
for any —length of time, perhaps a week or more? He responded by saying that the
answer to this could not be given precisely as it would depend on whether or not
an automobile made -a quick sale,
After discussion on minimum bids, dealer fees, transporting the cars to and
from the location and insurance, Mayor Morton recommended that a study committee
be set up to evaluate the matter and submit their report and recommendation to
City Council,
Mayor Morton appointed Councilman Ferris, Councilman Temple, City -Manager
Oren L. king, Police Chief Robinson and Planning Director Goggin as the Committee
to study the matter of automobile auction, and report back to Council. Mayor
Morton guggested that Mr. Wunk contact Mr, King by telephone for information on
results of the study.
Mr. William Cole, General Manager of the Chamber of Commerce, stated he
wished to thank City Council for their affirmative action on the entrance signs
to the City.

Councilman Temple asked Mr. Spindel about the status of the dry well on the
south side of Brookmill Road between Morning Avenue and Pruess Avenue, to which
Mr. Spindel replied that it is under design and also has been budgeted..,
Councilman Temple, as a member of the Law -Enforcement and Community Recog-
nition Association --of Los-Ange.le.s County,. wished to report on "Police Week." He
stated the main purpose of Police Week is to promote law enforcement, particularly
during this designated week of May 12-18. Jack Webb has -been -named Honorary
Chairman and -a --large plaque signed by all -the members of the Board of Supervisors
and-a-ll Mayors of 77 cities, will be presented to the Sheriff of Los Angeles
County. Other plaques will be presented to Jack Webb, Los Angeles Police Chief,
a Senator, and Newspaper Publisher. The guest speaker will be Vice President
Humphrey. Councilman Temple related more -details of- the week-long event.

Chief Robinson related -the details of events for National Youth Week. He
stated he would contact the Mayor for a proclamation and photo with Miss Downey
for Youth Week. He further stated the entire week will have from 2 to 3 programs
a day concentrated on youth. Chief Robinson has tentatively given the permit,
with the approval of the Public Works Department, and police protection for a
street dance from 6 p.m, to 11 p.m, on 3rd Street between Dolan and Brookshire,
Saturday, May 4th.-

ordered to approve the use of the street for Youth Week dance as outlined by
Chief Robinson.
Mr. Ervin Spindel, Director of Public Works reported on National Pub-lic
Works Week from May 13-18th, and advised the Mayor will be having his picture
taken with Miss Public Works during that week.

ordered to re -appoint Councilman Ben 'D Corbin as the voting delegate for the
City of Downey to the League -of California Cities, and Councilman Donald Winton
as the alternate. Councilman Corbin informed Councilman Winton of the meeting
at 6:30 p,m., Thursday, May 2nd, and suggested each take along his wife.
