OF THE CITY OF DOWNEY
AUGUST 3rd, 1967
The City Council of the City of Downey held a regular adjourned meeting
at 7:00 A.M. on August 3rd,1967, in the Council Chamber of the Downey City
Hall. This meeting was adjourned from the regular adjourned meeting of July
25th,1967 at 5:00 P.M.
The City Clerk reported that a copy of the notice of adjournment was
posted as required by law, the notice of the adjournment was given as pro-
vided by law. The clerk has on file proper affidavit covering the fore-
going.
PRESENT: Councilmen: Temple,'Dickerson, Morton
ABSENT: Councilmen: Dunnum, Corbin
ALSO PRESENT: Oren L. King, City Manager
Don Robison, Assistant to the Manager
Della Doyle, City Clerk
Councilman Morton dispensed with the opening invocation and the salute
to the flag due to the time element.
The Clerk presented a letter from Wilson and Wilson requesting a hear-
ing of appeal on Zone Exception #730.
It was moved by Councilman Dickerson, seconded by Councilman Temple and
so ordered that the hearing be set for August 22nd, 1967 at 8:00 A.M.
The City Manager reported that there was to be a seminar on Systems,
Theory and Analysis for City Managers at Marina del Rey on August 28th thru
August 30th. This is thru U.S.C. and sponsored by ICMA and League of Calif-
001*� ornia Cities. The cost to be $60.00.
It was moved by Councilman Dickerson, seconded by Councilman Temple and
passed by the following vote that the City Manager be authorized to attend
with the necessary expenses allowed.

ABSENT: 2 Dunnum, Corbin
Mr. Urban J. Schreiner of O'Melveny & Myers outlined the following change
to be made on the Basic Legal Documents- Page 2O,Section 5, second paragraph
It now reads:
The City shall be reimbursed for the advances made for architects fees
in connection with the design of the Building from the proceeds of the Bonds.
Change to read:
The City shall be reimbursed for advances made for site acquisition. and
architects fees in connection with the design of the Building, legal, financial
consultant and engineering fees in connection with the building from the pro-
ceeds of the Bonds.
It was moved,by Councilman Temple, seconded by Councilman Dickerson and
passed by the following vote that the change be authorized and approved.
AYES: 3 Councilmen: Temple, Dickerson, Morton
NOES:
ABSENT: 2 Councilmen: Dunnum, Corbin
Mr. King reported that the above change was approved by the Authority
at their meeting of August 2nd.
The City Manager read the following letter and telegram

Letter from the Downey Community Hospital Dated August 2, 1967
Gentlemen:
An emergency executive session of the Downey Community Hospital
Medical Staff was held this noon. Disappointment was expressed at the
fact that we could not have a complete hospital unit in our bond issue,
and we concur with the trustees' recommendations.
In general, we discussed the utilization of this hospital and methods
which we could use to promote a higher than normal utilization in order to
do our part to make this project a success. We wish to assure you that we
will definitely be united in the med cal community to do everything on our
part to make the hospital a success, by working from the executive office
through our committees down to the actual patient care, to make this an
institution to be proud of. It is our desire to make this a hospital,
through. the facilities requested, that will be above the average hospi-
tal of its size, and we feel that this can be accomplished because of the
high quality of medical personnel invour community. I am sure that it has
become obvious to you gentlemen that Downey has attracted an influx of
specialists in the past several years. The amount of capital invested by
out -side specialists in developing a medical center near our hospital is
again a very encouraging sign of utilization of facilities. These spec-
ialists definitely have established practices which involve our community,
One group of six doctors has already opened an office with this in mind.
These developments behind the scene probably give us doctors our optimistic
outlodk. Our great concern of the future is in the community spirit and
we would love to be with you in not having our citizens bear the expense
except in the free enterprise way.
Our thanks for your concerted efforts and your sincere desire to help
this community. We, as doctors, would like to feel that we are on the team
with you in bearing the burden of this, the largest project in Downey
history.

Telegram from Boston, Mass. Received August 1, 1967 at 3:15 P.M.
Based upon information provided -approve bonds issue not exceeding
six and one quarter million.

It was moved by Councilman,Temple,seconded by Councilman Dickerson
and so ordered that the foregoing be included in the minutes.
RESOLUTION NO. 1949
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA APPROVING THE CITY OF DOWNEY COMMUNITY HOSPITAL_
GROUND LEASE.
It was moved by Councilman Temple, seconded by Councilman Dickerson
and so ordered that the further reading be waived.
It was moved by Councilman Temple, seconded by Councilman Dickerson
and passed by the following vote that Resolution No. 1949 be adopted.

RESOLUTION NO.1950
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, APPROVING THE DOWNEY COMMUNITY HOSPITAL LEASE.
It was moved by Councilman Dickerson, seconded by Councilman Temple and
so ordered that further reading be waived.
It was moved by Councilman Temple, seconded by Councilman Dickerson and
passed by the following vote that Resolution #1950 be adopted.
AYES: 3 Councilmen: Temple, Dickerson, Morton
NOES: 0
ABSENT: 2 Councilmen: Dunnum, Corbin
It was moved by Councilman Temple, seconded by Councilman Dickerson and
so ordered that Councilman Morton be authorized to sign the foregoing docu-
ments as Acting Mayor of the City of Downey.
Councilman Morton commended Glenn Jones, Administrator of the Downey
Community Hospital for the manner. in which he has stepped into the program
and the directness and reasons for his proposals. It is felt that Mr. Jones
has been a great help to this development.
Mr. Herman B. Zellas, of Stone and Youngberg outlined the call and
awarding of the bid on the bonds. This is set for September 6th,1967
at 10:00 A.M. in theCity Clerks office. After analysis by Stone and Young-
berg and O'Melveny & Myers they will be presentedasto the Council at an
adjourned meeting mid-day and to the Hospital Authority at their, regular
meeting at 4:00 P.M. of the same day.
Councilman Morton then congratulated Rev. Rodney Cogswell for his large
part in this program. It was Rev. Cogswell who first presented the matter
to the City and the City Council and he has diligently pursued it thruout the
entire time of development.
Rev. Cogswell expressed his appreciation for the 'kind words' but wished
to mention that along with the Foundation Board the Ladies Auxiliary has had
a -great deal to do with the program.
There being no further business the meeting adjourned at 7:30 A.M.
