HomeMy WebLinkAboutMinutes-07-14-67-Regular MeetingMINUTES OF THE OF THE CITY JULY lit, CITY COUNCIL OF DOWNEY 1967. 2934 The City Council of the City of Downey held a regular adjourned meeting at 7:30 P.M. on July 11, 1967, in the Council Chamber of the Downey City Hall, Mayor Ben 'd Corbin pre- siding.. The City Manager reported that a copy of the Notice of Adjournanent was posted as required by law, and further reported that notice of adjournment was given as provided by law. The clerk has on file proper affidavits covering the foregoing, PRESENT: Councilmen;, Dunnum, Temple, Dickerson, Corbin ABSENT: Councilman: Morton ALSO PRESENT: Oren L. King, City Manager Ervin Spindel, Director of Public Works William A. Goggin, Director of Planning Also attending the meeting for information purposes were the following members of the Downey Unified School District: Mrs. Betty Kilpatrick, President, School Board Mrs, Grace Horney, Vice President, School Board Dr, James Harvey, Trustee Mr. H. Lee Trafford, Trustee Dr. Arnold Finch, Assistant Superintendent of Schools, Educational Services Mr, Bolton Jones, Assistant Superintendent, Business Services Mayor Pro Tem Priscilla Dunnum delivered the invocation, followed by the flag salute led by Mrs. Betty Kilpatrick, President of the Board of Education, Mayor Corbin opened the meeting stating the purpose of this meeting is for a joint study of the southern route of the Century Freeway, He asked Mr, Ervin Spindel, Director ,.-%of Public Works, to introduce Mrs, Carol Shumaker, Senior Highway Engineer, and Mr, Frank Lew, Project Engineer for the Century Freeway who presented the preliminary study's two routes suggested at the March 30 hearing by members of the Downey._ Unified School District. The studies indicated the preference toward Alternate #1 as moving the actual location of the Century Freeway northerly to tie southerly edge of the North American parking lot where it would cross the parking lot as an elevated structure, thereby not eliminating any of the parking facilities. The main advantage of Altefnate #1was the distance which the freeway would be from the Ward School, Lewis School, Good Shepherd Lutheran Church and School, and Carpenter School, The shift increased the distance from Ward School by 30', placing the freeway location approximately 550' southerly from the nearest building of the Ward School; shifted it about 250' fartherr%t1Jje3y of the Good Shepherd Lutheran Church and the Lewis School, making it approximately over 500' from the Good Shepherd Lutheran Church and 900' from the buildings of the Lewis School; shifted it an additional 400' northerly at the Carpenter School, making it approximately 1,000' from the buildings there. Questions were asked by the members of the School District relative to accessibility to the schools through keeping the main arterials open and the highway official assured this would be done. It was noted that this was also important for fire and police protection and general accessibility to the area. After general discussion and comments by members of the City Council and the School Board, the -Mayor asked those present (totaling approximately 75 people) if there were any comments or questions from the audience. A few comments were made primarily relating to proceeding with the establishment of the route so that they would know where it would be '— relative to their own planning, Mr, S. T. Ziler asked that he be permitted to individually study this with the highway officials because of his apartments in the area at 8atliffe and Clark. He was assured that if he would go to the Division of Highway office at 120 South Spring Street, the highway officials would provide him all the information necessary, Council Minutes - 7/11/67 -1- There being no further discussion or questions, the School Board excused themselves so that the City Council could take any action desired. The Mayor thanked members of the School Board for attending the meeting and also all in the audience. It was moved by Councilman Temple, seconded by Councilman Dickerson and passed by the following vote to approve and recommend the adoption of Alternate #1 of the Orange Route for the Century Freeway. AYES: 4 Councilmen: Dunnum, Temple, Dickerson, Corbin NOES: 0 Councilmen: None ABSENT: 1 Councilman: Morton There being no further business to come before City Council, the meeting adjourned at 8:35 P.M.
