HomeMy WebLinkAboutMinutes-05-23-67-Regular Meeting (2)MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY MAY 23, 1967 The City Council of the City of Downey held a regular adjourned meeting in the Council Chamber of the Downey City Hall at 4:45 P.M., May 23, 1967, Mayor Ben 'd Corbin presiding, Acting City Clerk Oren L. King reported at the meeting that a copy of the notice of adjournment was posted as required by law, and further reported that notice of the adjournment was given as provided by law for notice of adjourned meetings. The Acting City Clerk also stated the City Clerk has on file the proper affidavit covering the foregoing, PRESENT: Councilmen: Morton, Temple, Dickerson, Corbin ALSO PRESENT: Oren L. King, City Manager (Acting City Clerk) Robert L. Shand, Director of Finance Donald B. Robison, Assistant to the City Manager The City Manager reviewed the request and recommendation of the Downey City Employees Association dated May 1, 1967, containing the following proposal: 1. Five and one-half (5 1/2%) pay key increments over a 2 -year period, The City Manager stated that he had reiterated with the Association at each meeting of the Personnel Board and the City Council at which they were present, that it was clearly understood that employees in lower brackets would not receive as much as employees in higher brackets; that this recommendation would result in an overall average increase of 3,5%; and that the Association would make no across-the-board salary requests for the two-year fiscal period, 1967-68 and 1968-69, 2, 'Ten dollars ($10,00) monthly uniform maintenance allowance, 3. Time and one-half for overtime, 4. Four-hour minimum call back, Mr, Ervin Spiridel, Director of Public Works, reviewed his Department budget and personnel recommendations, Mr, Walter Wanke, Director of the Water Department, also reviewed the budget recommendations of his department as submitted by the Water Advisory Board, Councilwoman Priscilla Dunnum entered the meeting at 6:00 P.M. The Mayor declared a 3-0minute recess at 6:30 P.M. The Mayor called the meeting to order again at 7:00 P.M. PRESENT: Councilmen: Morton, Dunnum, Temple, Dickerson, Corbin The following department heads then presented their budget and personnel recommenda- tions in the order shown: William Goggin, Director of Planning, Ray Lake, Director of Building and Safety, Ruth Miller, City Librarian, I. A. Robinson, Chief of Police, Robert Gain, Chief of Fire Department. James Ruth, Director of Parks and Recreation, It was moved by Councilman Temple, seconded by Councilman Dickerson and unanimously carried and so ordered by the Mayor that the meeting be adjourned to 7:OO P.M., Thursday, May 25, 1967, in the City Council Chamber for continued study of the 1967-68 Municipal Budget.
