MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
JANUARY 9, 1967
The City Council of the City of Downey held a regular meeting at 7:30 P.M.,
January 9, 1967, in the Council Chamber of the Downey City Hall, Mayor Charles W.
Dickerson presiding.

Reverend John T. Chase of the First Christian Church in Downey delivered the
invocation.
Mayor Dickerson opened the hearing on Zone Exception #695, Florence and Downey
Avenue, appealed by Mr. J. E. Brain. The Mayor then stated inasmuch as the matter
is in the distict of Councilman Morton who was called out of town because of a death
in the family and was unable to attend the meeting, he would like to request a con-
tinuance of the hearing until the full council would be present.
It was moved by Councilman Temple, seconded by Councilman Dunnum and passed by
the following vote to continue the hearing on the appeal of Zone Exception #695 to
7:30 P.M., Tuesday, February 14, 1967, in the Council Chamber of the Downey City Hall.

PROJECT NO. 537, SITE 5, WESTERN AVENUE (10404)
The resolution was read by title only. It was moved by Councilman Corbin,
seconded by Councilman Temple and so ordered that further reading be waived.

Mayor Dickerson opened the hearing on confirmation of assessments on DIP #551,
Site #3, 12327 Dunrobin Avenue. Mr. Spindel reported all work required under the
provisions of Chapter 27 of the 1911 Act of the Streets and Highways Code of the
State of California at 12327 Dunrobin Avenue had been satisfactorily completed and
the amount of the assessment established for the property owner,

Site #3, 12327 Dunrobin Avenue be closed.

RESOLUTION NO. 1851

DOWNEY IMPROVEMENT PROJECT N0, 551, SITE N0, 3, :DUNROBIN
AVENUE

It was moved by Councilman Corbin, seconded by Councilman Temple and so ordered
that the minutes of December --27, 1966, be approved as submitted,
The City Clerk reported on the following written correspondence:
A petition regarding traffic at Castana and Deming Streets from property owners,
requesting stop signs and marking of some sort for speed control for the curve.
It was moved by Councilman Corbin, seconded by Councilman Dunnum to refer the
matter to the Traffic Committee with a field trip and report to Council at its next
meeting. Mr. Spindel reported that the Traffic Committee had been studying this
matter and had recommended double lines and posting of speed limit. However, this
action is not final and the committee is continuing its observance of this problem.
Council requested report after observance of traffic movement following initiation
of the Traffic Committee's recommendations. So ordered.
A petition relative to downtown parking had been presented by Mr. Sidney T.
Herman, 11126 S. Downey Avenue who also orally requested consideration by Council
for additional parking back of the businesses on Dovmey Avenue, thus tying in the
improvements with the parking.
It was moved by Councilman Dunnum, seconded by Councilman Temple and so ordered
to set a joint meeting for January 30, 1 9 67, with the property owners, merchants,
Parking Place Commissioners, City Council, as well as all interested persons, with
notification of the meeting which will be at 7:30 P.M. in the Council Chamber.
Mr, John W. Pyle suggested that 2 -hour parking be placed along Downey Avenue
instead of the current 1 -hour parking limitation. The Police Chief stated the
department will enforce any parking limitations the Council wishes to recommend,
but that a 2 -hour parking limitation would be easier to enforce, but some of the
property owners and merchants requested the 1 -hour limit. The matter will be clari-
fied at the joint meeting,

A report from Albert C. Martin and Associates relative to hospital landscaping
and sitework working drawings was received and filed.
A bulletin from the National League of Cities relative to the forthcoming
National Auto Theft Campaign was received and filed.

A LEASE BETWEEN THE CITY OF DOWNEY AND ATLANTIC RICHFIELD COMPANY

SECTION 7142, WHICH SECTION RELATES TO STREET EXCAVATIONS

Councilman Temple presented an ordinance for consideration of amending
Section 9127.3 of the Downey Municipal Code relating to the Parking Assessment
District. Mr. King suggested that if the City Council so desired, a motion could be
made requesting the Planning Commission to hold a public hearing on the proposed
amendment at the earliest possible date. The ordinance was referred to the Planning
Commission.
RESOLUTION NO. 1852

ASCERTAINING THE SUB -TRADES HOURLY WAGE RATES OF BUILDING
AND CONSTRUCTION TRADES UNIONS TO BE PAID UPON PUBLIC WORK
WITHIN THE CITY OF DOWNEY

Mr. King stated the Council might wish to reaffirm its position opposing legis-
lation requiring legal publication of prevailing wage rates when calling for bids
for public work within the City and to urge support of the League of California Cities.

The resolution was read by title only. After summation of bids, it was moved

that the bid be awarded to the lowest and best bidder, Coxco, Inc., at the amount of
the unit price contained in the bid proposal and all other bids be rejected.

It was moved by Councilman Dunnum, seconded by Councilman Temple and passed by
the following vote to award the purchase of new 3/4 ton pickup truck for the fire
department, Bid #4286, to Downey Auto Center in the amount of $1910.70 and reject
all other bids. This includes trade. -in of $250. Funds are available in the re'sprve
account to cover this purchase.

It was moved by Councilman Temple, seconded by Councilman Corbin and so
ordered to set a public hearing on Planning Resolution No, 109 for 8:00 A.M.,
January 24, 1967, in the Council Chamber of the Downey City Hall,
It was moved by Councilman Dickerson, seconded by Councilman Temple and so
ordered to instruct the City Attorney to prepare an ordinance in accordance with
the recommendation of the Planning Commission relative to Planning Resolution No.
110,
It was moved by Councilman Temple, seconded by Councilman Dunnum and so ordered
to approve recommendations of the Director of Public Works for proposed streets to
be added to the Select System of Streets.
Authority was requested to enter into an agreement with the County of Los Angeles
for fueling of City fire trucks and other equipment, if necessary, at the Rancho
Los Amigos Hospital grounds, It is believed this recommendation will result in a
financial saving to the City and a saving of travel time in refueling.

the following vote to approve granting authority to enter into an agreement with the
County of Los Angeles for fueling of City fire trucks and other equipment, if
necessary, at the Rancho Los Amigos Hospital grounds.

Mr, King reported the new official census count for the City of Downey is
97,200 which is a gain of 3300 over the 1965figure of 93,900. This census was made
at a cost of $435. The City receives iMbeations on a basis of about $13.27 per
person per year and this gain in population will accrue to the City, $43,791 in
additional State subventions until 1970, with a total of $175,164 being brought to
the City up to the time the new census will be conducted.
Mr. King reported that it had been recommended by the Director of Finance,
Robert Shand, that appointment of Mr, Russ Reynolds of 9128 Sheridell, to the position
of Purchasing Agent,

the following vote to approve recommendation for the appointment of Mr, Russ Reynolds
as Purchasing Agent at Classification #25, Step 1, effective January 16, 1967.

Mr, King reported the Rio Hondo Disposal Company has requested a revision in its
schedules to enable them to make their collections prior to the street sweeping
operations.

to approve the change in schedules as requested by the Rio Hondo Disposal Company.

It was moved by Councilman Temple, seconded by Councilman Dunnum and passed
by the following vote to authorize attendence at the University of Southern Calif-
ornia, Civic Center Campus of Harald Henriksen, Witold Hryniewicki (Civil Engineers),
and Glen Smoot (Traffic Engineer) to attend the Supervisory Leadership Seminar from
3 to 6 p.m. on Thursdays for ten weeks, at a cost of $85.00 per person. (Seminars
will be held from March 2 to May 4 and from April 6 to June 8). Funds are available.

It was moved by Councilman Dunnum, seconded by Councilman Corbin and passed
by the following vote to authorize the Director of Finance to attend the Annual
Conference of the California Society of Municipal Finance Officers at Palo Alto,
February 1-3, with reasonable expenses allowed and substitute the new Purchasing
Agent to attend the Purchasing Agent's Conference at Fresno January 24, 25 and 26.

Mr. Ray Lake, Director of Building and Safety, reported on the structural and
maintenance inspection program for exterior of apartment houses for deficiencies and
hazards, particularly related to appearance of the structure, such as painting.
Also, advising owners of commercial buildings relative to structural safety, as well
as experior appearance. It is hoped this program will prevent deterioration of these
buildings in the future in an unsightly and unsafe manner, and Mr. Lake reported
excellent cooperation has so far been received from the property owners.
The City Manager announced that the plans will be ready for approval by Council
and authority to advertise for bids for the two new wings of the City Hall at the
next meeting. Also, plans will be ready for calling for bids to move the Ray Noxsel
building to the City Library.
It was moved by Councilman Corbin, seconded by Councilman Dunnum that the
Director of Building and Safety be authorized to attend -the International Building
Officials Conference at Fresno, February 24 and 25; that the Director of Parks and
Recreation be authorized to attend the California Recreation and Park Conference
at Fresno, February 25 through March 1; Police Chief Ivan A. Robinson be authorized
to attend the State Peace Officers Meeting at Palo Alto February 1, 2 and 3, all to
be allowed reasonable expenses.

Mr. SOindel reported that work is being started on completion of sewer lines
on Woodruff Avenue beginning at Hall Road, preparatory to completion of flood drainage
construction. Also, the annual cleanup under the weed abatement program is beginning
and the property owners are being notified that if their lots are not cleaned by
0-” March 1, the City will start to do the cleaning.
Councilman Dunnum inquired what could be done about a King Michaels truck with
large advertising displayed on it which is being parked at the Rives Shopping Center
at all times. Mr. Goggin, Acting Director of Planning, stated the problem is due to
the fact that the signs are on a truck. The owner's attention has been called to
this matter twice previously and Mr. Goggin reported they will be notified again the
following day.

It was moved by Councilman Dunnum, seconded by Councilman Temple and so ordered
that appointments of Mr. Earl Berry to the Civil Defense Committee and Mr, Bob Koches
to the City Youth Advisory Committee be approved.
Councilman Dunnum requested that she be supplied with a copy of the Health Code
which had been attached to the recent minutes of the Sanitation Committee,

Councilman Dunnum read Resolution No, 1855 in full, commending Governor Reagan's
program as outlined. It was then moved by Councilman Dunnum, seconded by Councilman
Temple and passed by the following vote that the resolution be adopted and signed by
representative members of the City Council, then forwarded to Governor Reagan and
each assemblyman and senator representing the City of Downey.

Councilman Corbin requested the Department of Public Works to check on the condi-
tion of Fourth Street which, he stated., is very bad, Mr. Spindel stated that it
appears that it should be put into next W ar's budget for a reconstruction of the
pavement,
Councilman Dickerson inquired about property at 9003 Tweedy Lane at the corner
of Coolgrove which is the last remaining property in that area without sidewalks.
Mr. Spindel reported that this property is in the process of being handled under
Chapter 27 proceedings.
Councilman Dickerson also recommended investigation of huge signs on a real
estate office building at Sixth Street and Paramount Boulevard,
An invitation was read by the Mayor which was extended to Council to attend
dedication of the new swimming pool at Los Padrinos Hall on Wednesday, January 18,

that the meeting be adjourned at 9:00 p.m. in memory of the late Charles Grace, one
of the oldest citizens in the City of Downey,
