HomeMy WebLinkAboutMinutes-12-27-66-Regular Meeting277.1 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECEMBER;'27, 1966 The City Council of the City of Downey held a regular meeting at 8:00 A.M., December 27, 1966, in the Council Chamber of the Downey City Hall, Mayor Charles W. Dickerson presiding. PRESENT: Councilmen: Dunnum, Corbin, Morton, Temple, Dickerson ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Bill Goggin, Acting Planning Director 'James Ruth, Director, Parks & Recreation Ervin Spindel, Director of Public Works Lee Leavitt, City Engineer Ray Lake, Director, Building & Safety Robert W. Gain, Fire Chief Ivan A. Robinson, Chief of Police Walter Wanke, Superintendent, Water Department Don Robison, Assistant to the City Manager Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk Reverend Ogg of the Foursquare Church delivered the invocation. Mayor Dickerson called upon Fire Chief Gain for recognition of four of the City's fire captains who had successfully completed a course in advance instruction pertaining to hospital fire safety, and assisted in presentation of certificates to Captains Richard Williams, Don Bardley and Don Davis. Captain Hughes was not present to accept his certificate, Mayor Dickerson commended Chief Gain for encouraging the fire personnel to participate in this type of specialized training. Mayor Dickerson announced that the matter of reorganization of the Downey County Lighting District which was held over from the last Council Meeting should be acted upon at this time. Mr. Spindel stated the matter was taken under submission for further presentation of additional cost figures if the City were to assume all lighting district costs, keeping assessments at 10e, per hundred. If this were done, the total expense to the General Fund for the first year would be approximately $56,000 (annual cost). If this is expanded to the lighting district throughout the whole City the cost per year would be $.250,000 based on estimates. If the City continues on the program of paying only the safety lighting at the time when the total City would have the lights, the estimated operational cost would be $100,000 per year, projected to reach over a ten-year period. Immediate cost based on the proposal to pay for safety lighting only in residential areas and 50% of the downtown area would be $50,000 per year which, of course, is less than on the 10�. basis. There is the alternative of abandoning the County Lighting District and annexing other areas to the City Lighting District with some contribution by the City or no contribution, if the City Council would so desire. The resolution prepared shows a 50% contribution and 20% to residential areas, of Council has the option of contin- uing the Downey County District asitis. After discussion by Council and comments, by the City Manager in favor of abandon- ing the County Lighting District and annexing to the Downey City Lighting District, Councilman Dunnum asked Mr. Spindel to review the distribution of costs as previously pre_sent'ed. Council was not in favor of an increase as represented by Mr. Spindel's report. It was moved by Councilman Morton, seconded by Councilman Corbin and passed by the following vote to continue the present lighting district as it is. Councilman Morton reiterated Councilmanl�unnum's commendation of the Public Works Department and made the request that the matter be presented earlier next year in order that the information can be submitted to the citizens so that they would be in a position to voice their wishes. RESOLUTION NO. 1843 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ORDERING THE EXTENSION OF THE DOWNEY COUNTY LIGHTING DISTRICT The resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman Morton and so ordered that further reading be waived. It was moved by Councilman Corbin,, seconded by Councilman Temple and passed by the following vote that Resolution No. 1843 be adopted. AYES: 5 Councilmen: Dunnum, Corbin, Morton, Temple, Dickerson NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Mr. Spindel advised there would have to be a deletion in the resolution pertaining to the annexation of certain areas to the Downey City Lighting District: in Section 3, delete SL -60, then to read SL -56, SL -59 and SL -61 through SL -65. The estimated cost to Zone #2 would be lowered by $200 to $272.96, and the total cost would be $2,606.16. The hearing was opened on the Resolution Ordering Annexation D to the Downey City Lighting District. Mr. Spindel reported this is a'routine matter of annexing to the .-. Downey City Lighting District, new subdivisions. There being no written and no oral protests or comments, it was moved by Councilman Dunnum, seconded by Councilman Temple and so ordered that the hearing be closed. RESOLUTION NO. 1844 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY PURSUANT TO THE STREET LIGHTING ACT OF 1919 ORDERING ANNEXATION OF CERTAIN AREAS TO THE DOWNEY CITY LIGHTING DISTRICT AND TO MAINTAIN AND FURNISH ELECTRICAL CURRENT TO THOSE STREET LIGHTING FIXTURES LOCATED ON THE STREETS AND PUBLIC PLACES WITHIN THOSE AREAS UNTIL JANUARY 31, 1983 (ANNEXATION D) The resolution was read by title only. Councilman Temple's suggestion that Councilman Morton cast his vote for unanimous adoption of the 10 -year Capital Improvement Program. The City Clerk reported on the following written correspondence: Council Minutes - 12/27/66 -2- 2'7'75 A letter from the Division o - -Highways relative to a public hearing scheduled for 10:00 A.M., Wednesday, January 11, in the Culver City Veterans Memorial Audi- torium relative to the proposed location of Route 90 Freeway from 0.7 miles east of the San Diego Freeway to La Brea Avenue, and inviting a representative to attend this hearing to express views pertinent to the project. It was moved by Councilman Morton, seconded by Councilman Temple and so ordered that a representative be authorized to attend the hearing as suggested by the State Division of Highways. A letter from Mr. John W. Pyle, 11027 S. Downey Avenue suggesting closing of New Street from Firestone Boulevard to 5th Street to create a parking lot, Councilman Dunnum reminded Council of her recommendation to study the parking east of Downey. It was moved by Councilman Temple, seconded by Councilman Dunnum and so ordered to refer Mr. Pyle's letter to the Traffic Committee and the Parking Place Commission. for study and report and check into Councilman Dunnum®s recommendation, A.':letter.,.from":Attantic Richfnfld -gompaoy'rdlative to a seismic survey of Lakewood Boulevard between Donovan and the north- City limits. Mr, Peter Bacon from the company explained that four trucks would be used and the operations would be during the hours of from 11:00 P.M. to 4:00 A.M., with approximately a mile being covered in. an evening, the survey being completed in 2 or 3 nights. It was moved by Councilman Temple, seconded by Councilman Morton and passed by the following vote to approve the request of the Atlantic Richfield Company for the seismic survey with the City being furnished a letter, accompanied by a rider from its insurance carrier, to hold the City harmless, and with all the work being checked through the Public Works Department, should the need for barricades arise, and with the Police Department. A letter from County Counsel submitting recorded Bills of Sale for real property transferred to the City of Downey in connection with acquisition of Imperial and Furman Parks, inadvertently sent to their office, was received and filed, The City Manager complimented the Board of Supervisors for the expeditious manner of turning over to the City of Downey the county park properties. A letter of appeal from J. E. Brain, et a1, to Zone Exception #695. It was moved by Councilman Dunnum, seconded by Councilman Corbin and so ordered to set a hearing on Zone Exception #695, J. E. Brain, et al., for 7:30 P.M., January 9, 1967, in the Council Chamber of the Downey City Hall, Minutes of the Downey City Hospital Corporation held December 21, 1966, were received and filed. The schedule of the program for visitors from Guadalajara,Sister City,was received and filed. Estimated City Cost 430 9249 Dalewood Avenue $ 52.00 431 10538 Paramount Boulevard 82.00 432 12137 Cornuta Avenue 56,00 Estimated Total: $190,00 AYES: 5 Councilmen: Dunnum, Corbin, Morton, Temple, Dickerson NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None The City Manager reported that the City Beautification Committee had made the following recommendations for City Council consideration: Entry Signs, Installation at three locations - Firestone Boulevard in the existing center divider at the east city limits; Florence Avenue at northwest corner of intersection of Florence and Fairford; Downey Avenue near south city limits on property located northerly of intersection of Downey and Dempster Avenues, Requested these three be completed as soon as possible, with further installations to be made throughout the city at various locations, over a three - ,year period, construction of broken faced brick, similar to City Library and other new. -buildings. Above locations were mentioned because of the accessibility of utilities and public owned land. Recommended signs are four feet high, painted a light color, with "City of Downey" lettering in bronze block letters. A planter box, properly landscaped, would adjoin the sign and lighting would be Council Minutes - 12/27/66 -7- 2 780 semi -submerged, mounted on ground. Cost between $500, and $750 each. Council took no action on above recommendation until a field trip can be taken sometime the second week of January. Bus Bench Locations. A. Bus benches, which are not being used, be eliminated and those without advertising. B. No additional bus benches be approved without recommendation of City Beautification Committee. C. All be given sixty days to clean and paint benches, install and maintain concrete slab underneath each bench. D. Bus benches be limited to Downey advertisers. (City maintains list of all bench locations and owners.) E. Make it mandatory for each new bus bench subscriber to attach a litter basket to his bench, police it and maintain it at regular intervals. Council held action on above recommendation for bus benches for further study, report and a field trip. The City Manager reported the City Beautification Committee had been selected by Cerritos College to sponsor a breakfast at Cerritos in February, 1967, toward developing a beautification program and requested Council approval of its participation. Council agreed this was a worthwhile program. Councilman Temple pointed out that at a previous council meeting he had requested the reappointment of Mrs. Hansen to the City Beautification Committee but he noticed her name did not appear as those notified of the meeting held on December 1. Councilman Dunnum requested a report on a previously requested study relative to painting of cement islands. The City Manager stated that after a review of the value of the use of the garages at the apartments at 8414-84162 Second Street for storage, it is estimated, based on experience, that the loss of this storage space and the subsequent travel time between the City Yard and City, and the islands in the downtown area, as well as the downtown parking lots, would result in an average loss of manpower of four hours per day, which would amount to approximately $4,000 per year. It was suggested that thet,City retain the garages for use until the center wing of the City Hall is completed which will provide additional storage space. Shand as Director of Finance at a salary of $1091 (5% increase), effective January 1, 1967, with a review date of July 1, 1967. Mr. King wished to thank Messrs. Jim Bergman, Terry Middlebrook and Robert Shand for their assistance to him as Acting Director of Finance for, he stated, without their help it would have been a real burden to carry out his duties in the interim of replacement of former Director A. C. Gabriel. Council Minutes - 12/27/66 'A The City Manager reported that Diehl Evans and Associates have been requested 27" to audit the books of the City, effective January 1, 1967, so that all accounts may be certified as of the beginning of the calendar year, as well as at the begin- ning of tenure of the new Director of Finance. Shand to the Annual Conference of California Associab.on of Public Purchasing Officers at the Hyatt House in Burlingame, January 25, 26 and 27, with reasonable expenses allowed), (Mr. Shand has been delegated to conduct one of the workshop forums related to pricing and budget forecasting.) This is repeated each year with monies collected from each member rather than their sending Christmas cards. Mr. King requested vacation for the remainder of the week. It was moved by Councilman Dunnum, seconded by Councilman Corbin and so ordered to grant the City Manager's request for vacation time from December 28 to January 3. Councilman Morton stresste that in the absence of the City Manager from the City during the time that visitors from Downey's sister city, Guadalajara, someone be delegated the responsibility for looking after them and arranging for sightseeing trips, etc. Mr. King advised that his assistant, Don Robison, was familiar with previous visitations and would be able to make any arrangements for the visitors' from Guadalajara. It was moved by Councilman Corbin, seconded by Councilman Temple and passed by the '`'f6lJowing vote that the City Manager be authorized to attend the Annual City Managers Conference in Palo Alto February 7-11 with reasonable expenses allowed. Martin and Associates reaffirming the agreement between them and the City of Downey relative to landscaping and eliminating $315,000 from the total cost of the hospital estimated at $3,765,000.00. City Clerk Della Doyle thanked Council for presentation to her of the beautiful 10 -year bracelet. Councilman Corbin stated he did not feel there was anyone else who could have done the splendid job which she has done the past ten years as City Clerk -Treasurer for the city. Councilman Morton wished each department head and members of Council�a happy New Year and stated he appreciated the opportunity to serve and be a part of the fold. Councilman Temple reiterated Councilman%Morton's statemens and added it has been a real pleasureto be associated with such distinguished group, proud of the community which he feels stands out far and above most of the other communities. He thanked the administration and all other departments in assisting Council in doing a good job, Councilman Dickerson expressed his feeling for the cooperation in solving the City's problems, help of the department heads. He stated he feels the City has had a very successful year with the highlight of the year being the presentation of the 10 -year award to the City Cleik , Councilman Corbin stated all the City's employees should not be forgotten and thanked all who work for the City in the fine job they are doing.
