MINUTES OF THE CITY COUNCIL
OF THECITYOF DOWNEY
JULY 26th,1966
The City Council of the City of Downey held a regular meeting at 8:00 A.M„
July 26, 1966, in the Council Chambers of the Downey City Hall, Mayor Charles
Dickerson presiding.

The meeting was opened by all present repeating the.Lords Prayer.
Mayor Dickerson announced the hearing on the weed abatement assessments.
Mr. Spindel outlined how the assessments were levied. There being no one
present to speak on this subject it was moved by Councilman Temple, seconded
by Councilman Dunnum and so ordered that the hearing be closed.

passed by the following vote that the assessment be affirmed as outlined
including a $5,00 charge of each parcel assessed for overhead expense.

ordered that the minutes of.July llth,1966'be approved as corrected.
A letter from Sheldon G. Trenery requesting Council to permit him to
collect an extra months rental on rental buildings located`at 11504,11506
and 11516 Brookshire because of delay in receiving money from the condemna-
tion suit in the courts,
It was moved by Councilman Corbin, seconded by Councilman Temple and
passed by the following vote that Mr. Trenery be granted one months rental
if legally feasible.

A letter from the Downey Symphonic Society, Inc. expressing thanks to the
Council for the appropriation of $700,.00 for the coming year was received and

has kccepted employment on the faculty of California State Polytechnic College and
submitted his resignation to the City effective September 16'th$1966. He expressed
appreciation for the cooperation of the City Council,Planning Commission,
Department heads and all city employees during the past six years.
The resignation was accepted with regrets and best wishes and congratulations
on his new assignments.
Mr. A.C.Gabriel submitted his resignation effective as of August 16th,1966
in order to accept the position of Director of Finance for the City of Ontario.
He also expressed appreciation to all who have worked and cooperated with him
during the past nine years.
Mr. Gabriels resignation was accepted with regrets and best wishm' on his
new assignment.
A letter from Mrs. Alyce Christoff to Mr, Jack Brattonv President of the
North Downey Pony Leagueexprpssing"tKanks to everybody who had a part in
arranging the Gordon W. (Chfis) Christoff Pony League Sportsmanship award
was received and filed.
A letter from the .Park & Recreation Commission unanimously recommending
a 5% merit increase for Mr. James D. Ruth, Director of the Park and Recreation
Department be effective August 1, 1966 upon completion of six month of employment.

by the following vote that this increase be approved.

AMENDING THE ZONING MAP ADOPTED BY SECTION 9107 OF THE
DOWNEY MUNICIPAL CODE (PLANNING RESOLUTION N0,104)

proposal and all other bids be denied.

A report from the Street Name Committee and the Planning Commission
recommending that no change be made at this time of Patton Road to Birchdale
Avenue. Council accepted. the recommendation but ask for a study at some later
time so that there would be but one name on the street.
A recommendation from the Planning Commission ed Planning Resolution #106
was presented requesting that Council go on record in opposition to the new
ruling on residential Mailboxes. It was moved by Councilman Morton, seconded
by Councilman Temple and so ordered that a resolution be prepared for Council
Action.
Mr. King announced that Ray Lake's father had passed on and extended
sympathy.

ordered that authority be given to employ two new Police Officers, effective
August 1, rather than September 1st as the City may enter two recruits in the
Los Angeles Police Academy on August 1, 1966.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and so
ordered to proceed with plans and specifications for the additions to the
City Hall and that they be submitted to the Council before advertising for bids.

The City Clerk reported on the following correspondence:
A letter from the Union Oil Company of California relativetotheir conduction
of a Subsurface Oil and Gas leasing program in portions of the City of Downey and offer-
ing the City $30.00 upon execution and acknowledgment of their lease on City owned
property. Council approved acceptance of this lease. The letter was ordered received
and filed. The City Attorney advised that if Council wishes to approve this lease, under
the City Charter it must be done by ordinance. The City Attorney was instructed to bring
to Council an ordinance for adoption relative to the subsurface oil and gas lease.
Letters from the Downey Historical Society relative to hiring of a part-time
secretary and preservation of certain historical buildings in the City of Downey were
noted. Mr. Irvin Phelan, President of the Downey Historical Society stressed the
urgency of the need of secretarial assistance to the Society and efforts to retain certain
historical buildings within the City. These matters were referred to the City Manager
for investigation and report as to the part-time secretarial services and the feasibility
of moving or acquiring the Southern Pacific Freight Depot and the carriage house from
Governor Downey is home.
Quarterly Report from the Downey Civic Chorus was received and filed.
A request from the Gallatin Medical Group for a $10 increase per examination of
City employees (primarily fire and police) was reported on by the City Manager who
stated a $10 increase had been granted them on November 8, 1965, from $65 to $75 and
the examination now given City employees usually carries a fee of $120.00.

the following vote to approve the increaseof medical examination fee from $75 to $85
performed for the City of Downey, effective January 1, 1967.
