MINUTES OF THE CITY COUNCIL
CITY OF DOWNEY
May 24, 1966
The City Council of the City of Downey held a regular meeting at 8:00 A.M.,
May 24, 1966, in the Council Chamber of the Downey City Hall, Mayor Charles W.
Dickerson presiding.

Reverend Rodney V. Cogswell of the Presbyterian Church delivered the
invocation.
The Mayor called upon Walter Wanke, Superintendent of the Water Department,
to make a presentation to John Rodriguez, Water Foreman, of a Certificate of
Completion of a course taken by him at Los Angeles State College in Water Work
Construction, Mayor Dickerson assisted in presentation of the Certificate.
Mayor Dickerson announced it was time for continuing the hearing on the
resolution of convenience and necessity for Stamps Avenue improvements in A.D.
No. 82 which was continued from May 9, 1966,

Councilman Morton reported that Mr. S. T. Ziler was present to make a
report on the matter, of the 12' easement problem on Stamps Avenue.
S. T. Ziler, 7648 Cecilia Street, reported that the property owners had
agreed that 8' of the frontage be purchased by Mr. Decker and the additional
4' by the Levchuks. This was agreeable with Mr. Geiss, the present owner of
the 12' strip.
Ccuncilman Morton complimented Mr. Ziler on taking his time and others
in the organization to resolve the hardship problem which Mr. Decker would
have had if frontage of his property had been taken.
Mrs, Neven.ka Levchuk, 9730 Stamps Avenue, requested that they be
allowed, in addition to the 4' on Stamps Avenue, to acquire the 12' frontage
on Downey Avenue,
Mayor Dickerson inquired if there were any additional written protests
or comments. The City Clerk replied she had received a letter from
Mrs. Nevenka Levchuk which was relatively the same as the oral comments made
by her.
It was moved by Councilman Temple, seconded by Councilman Morton and so
ordered that the hearing on the resolution of convenience and necessity be
closed (AD #82, Stamps Avenue).

RESOLUTION NO. 1734
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
FINDING THAT THE PUBLIC CONVENIENCE AND NECESSITY REQUIRE
THE IMPROVEMENT OF STAMPS AVENUE IN THE CITY OF DOWNEY
(AD 82)
The resolution was read by title only. It was moved by Councilman
Corbin, seconded by Councilman Morton and so ordered that further reading be
waived.

passed by the following vote that Resolution No. 1734 be adopted.

It was moved by Councilman Temple, seconded by Councilman Morton and

from Mrs. Nevenka Levchuk.

Mr. Ervin Spindel, Director of Public Works, requested Council's authority
for an advance of $16,000.00 from unappropriated reserves to Account No. 14423,
when funds are available for the acquisition of certain property for street
purposes for Stamps Avenue improvements in Assessment District No. 82.

Harold Pasko, representative from the Kiwanis Club, made presentations
to Council members not able to attend a meeting last week, for distinguished
service.
Mayor Dickerson expressed appreciation on behalf of Council for the
certificates to Council for distinguished service to the City of Downey.
It was moved by Councilman Temple, seconded by Councilman Corbin and
so ordered that the minutes of Council Meetings of May 3 and May 9 be approved
as written.
The City Clerk presented the following correspondence:
A letter from Robert G. Wendt requesting correction of the Zone Exception
Case #661 which he had appealed at the last Council Meeting from #660 to #661.
Chamber of Commerce April report. Councilman Morton remarked he was not
in receipt of the proposed program of action of the Chamber for the coming year.
The report was ordered received and filed.
Attorney General's opinionregarding legislation on prevailing wages, adver-
tising submitted by the City Attorney was received and filed.
Report and budget request from Downey Youth Band was received and referred
to budget study.
Commendation to the Building Department from Frank Nation was received
and filed.
Letter from the Los Angeles County Road Department relative to aid to
cities money for 1966-67 was ordered received and filed.
A report on the construction progress on various projects throughout the
City from the Director of Public Works was received and filed.
Request from the Water Supt: for members of the Board and Walter Wanke,
Water Superintendent, to attend the American Water Works Association conference
in Hawaii from October 29 through November 3 was t.* en under submission for
budget study.
Request for Fedekal'.Grant by Water Superintendent for future improvements
to water facilities. It, was moved by Councilman Morton, seconded by Councilman
Corbin and so ordered that the request be denied.

Claim for injuries from Mrs. Luz T. Bowman. It was mw ed by Councilman
Corbin, seconded by Councilman Dunnum and so ordered that the claim be re-
ferred to the City's insurance carrier and the City Attorney.
The Chamber of Commerce Financial Report was ordered received and filed.
Letter from R. J. Walters to appear before Council to speak in favor of an
accompanying resolution abolishing the inventory tax was ordered filed.
Letter from the Downey Museum of Art describing an expansion program desired
and budget request for the 1966-67 fiscal year.
Mrs. Alice Woodrow, Director of the Downey Museum of Art, presented plans
for the proposed expansion of the Museum's present building, adding approximately
880 square feet, to cost $7,000.00.
It was moved by Councilman Temple, seconded by Councilman Dunnum and so
ordered to give consideration to the request for assistance from the City for the
expansion program of the Downey Museum of Art, taking the matter under submission,
however, until after the success of Proposition G on the June 7 ballot has been
determined.
Councilman Dunnum stated the City owes considerable thanks to Mrs. Woodrow,
for without her efforts there would not be a museum in the City of Dcwney.
Councilman Morton stated that Downey is fast becoming the cultural center for
the area, and that Mrs. Woodrow is to be complimented on her tremendous efforts.

APPROVING CERTAIN RULES AND REGULATIONS ADOPTED BY TBE
CHIEF OF POLICE
The resolution was read by title only. It was moved by Councilman

Councilman Morton suggested an amendment to include the term "morals"
in Section I, subsection 1. The City Attorney read the subsection as it
should be amended:
1. That such Rules and Regulations are necessary for the purpose of
protecting the public peace, health, safety, morals and general
welfare of the citizens of the City of Downey.

After summation of bids on Cash Contract #184, tree removals at various
locations, it was moved by Councilman Morton, seconded by Counciltnan Temple
and passed by the following vote to award the bid to the lowest and best
bidder, Harold E. Simpson in the amount of unit prices submitted in the bid
proposal and to reject all other bids.

It was moved by Councilman Dunnum, seconded by Councilman Temple and
passed by the following vote to approve reimbursement of $1,488.75 to
Mr. A. D. D'Allesandro as the City's share for water mains for extension in
Tract #24245, DePalma Street east of Rives Avenue and the following transfer
of funds:

Councilman Morton requested that bid specifications for automobiles and
automotive maintenance be taken under submission and study, and that an
investigation be made as to whether or not an extension of time on the
present contract may be granted the City. Councilman Morton remarked that
he is interested in seeing just what theterms and conditions are for the
maintenance.
A report was made by the City Manager on the proposed parking lot at
Firestation No. 1 on Downey Avenue. Spaces would be leased on a permit
basis similar to the procedure used on the Parking District lots in the
downtown area, with a charge of $5 pqz month per care assessed. An estimated
30 cars' renting spaces will be available, which would total $150 per month.
Over a four-year period this would total $7200. Estimated cost for minimum
improvement of the parking lot is $5200 although the bid may be on the low
side due to extensive grading requirements; however, it might possibly be done
for this amount.

to be included in the 1966-67 fiscal year municipal budget.

The City Manager reported that the cost for the bulletin board sign
to be constructed and installed at the hospital site is $489, to be furnished
by Foster and Kleiser.
It was moved by Councilman Dunnum, seconded by Councilman Morton and
passed by the following vote to authorize $489 for construction of a bulletin
board sign at the hospital site on the condition that the sign company keep
it in good condition and always readable.

The City Manager reported on a request that permission be granted the
members of Planning Commission and the Planning Director to attend the
Planning Commission Symposium Monday, June 17.

The City Manager reported that the contractor for the storm drain
project on Bellflower Blvd. has requested use of the hospital site for
temporary construction yard. The City of Downey will receive considerable
fill material for Golden Park. The project is expected to be completed in
October.
It was moved by Councilman Temple, seconded by Councilman Corbin and
so ordered to approve use by the contractor for the storm drain project on
Bellflower Boulevard as requested on the condition that the City of Downey
will be held harmless and that the premises be cleaned before vacating them.
The City Manager presented preliminary budget figures for the 1966-67
fiscal year.'

7:30 P.M., June 20, 1966, in the Council Chamber of the Downey City Hall.

Councilman Temple reported he had received a letter from Mr. Emmons of
Santa Fe Springs complimenting the City of Downey on its signing of streets;
however, he thought a look should be taken at the intersection of Old River
School Road and Florence Avenue where the sign is barely visible. Mr. Spinde�
was requested to check out this request.
The City Attorney stated the City Manager had received various reports
on the Downey Avenue widening project and that it appears there may be some
matters of litigation. A recess was requested in order to hold an executive
r. session relative to the Downey Avenue improvement reports mentioned by the City
Attorney.
It was moved by Councilman Morton, seconded by Councilman Temple and so
ordered that the Council Meeting be recessed at 9:30 A.M.
The City Council reconvened at 11:00 A.M. with roll call:
PRESENT: Councilmen: Corbin, Morton, Dickerson
ABSENT: Councilmen: Dunnum, Temple
It was moved by Councilman Corbin, seconded by Councilman Morton and so
ordered that the City Manager, Director of Public Works, Director of Building
and Safety, City Attorney and such other members of the staff as may be
necessary contact representative property owners along Downey Avenue from
Firestone Boulevard to Third Street for the purpose of discussing and determin-
ing the feasibility of carrying out the widening of Downey Avenue and report
back to Council from time to time upon the progress of the construction.
There -being no further business to come before Council, the meeting was
adjourned at 11:02 A.M.
