OF THE CITY OF DOWNEY
APRIL 26, 1966
The City Council of the City of Downey held a regular meeting at 8:OO A.M., April 26,
1966, in the Council Chamber of the Downey City Hall, Mayor Charles W. Dickerson
presiding.

Reverend Al Johnson of the First Baptist Church of Downey delivered the invocation.
The City Manager presented a summary of the changes in conditions pertaining to
the bid on the Stewart and Gray property by Mr. William W. Taylor. -(Hospital site.

the following vote to reject the bid of William W. Taylor on the Stewart and Gray
property.

Mayor Dickerson announced this is the time and place for the public hearing on
Zone Change #109 and inquired if the City Clerk had the affidavit of publication.
City Clerk Della Doyle replied she had the affidavit.
Sherman Griselle, Director of 'Planning, reviewed Zone Change #109.
There were no written and no oral protests.
Mr. Leslie Olson, 10022 Tristan Drive, spoke for applicant in favor of Zone
Change #109.
It was moved by Councilman Temple, seconded by Councilman Dunnum and so ordered
that the hearing be closed on Zone Change #109.

Mayor Dickerson announced the hour of 8:00 o'clock having arrived, it is the
time and place for the hearing on the vacation of Koopman as described in Resolution
of Intention No. 1723.
The Mayor inquired if the City Clerk had the affidavit of publication, which she
stated she did have.
Mr. Spindel reviewed the matter. Mr. Griselle stated the Planning Commission
and Planning Department recommend the vacation of Koopman Avenue.
The City Manager stated that all improvements will be installed on Phlox
Avenue under AD #105. Mr. Spindel reported there will be a revised plan for these
improvements submitted to Council later in the meeting.
There were no written and no oral comments or protests.
It was stated that the City Attorney had reviewed this matter.
It was moved by Councilman Temple, seconded by Councilman Corbin and so ordered
that the hearing on the Resolution of Intention to vacate Koopman Avenue be closed.
RESOLUTION NO. 1725

ORDERING VACATION OF KOOPMAN AVENUE SOUTHERLY FROM PHLOX
STREET, AS SHOWN ON MAP OF TRACT NO. 12085, RECORDED IN
BOOK 226, PAGES 22 AND 23 OF MAPS IN THE OFFICE OF THE
COUNTY RECORDER OF LOS ANGELES COUNTY

It was moved by Councilman Temple, seconded by Councilman Dunnum and so ordered
to approve the minutes of the council meeting of April 11, 1966, as corrected to show
on Page 6 that the City Attorney had examined and approved the inserts for water bills
relating to dissolution of the Park District; and on Page 8, that Messrs. Dickerhoff
and Proven had spoken in favor of the removal of barriers at Lakewood Boulevard and
Alameda Street and the installation of a traffic signal at this intersection.

the following vote to authorize any councilmember who is able to do so, to attend
the State Convention of the League of United Latin American Cities, April 30 to May 1
at the Tahitian Village Motel in Downey, allowing reasonable expenses.

An appeal from Louis De Palma to Zone Exception 4648. It was moved by

A letter from the City of Whittier accompanied by their Resolution No. 3882,

RESOLUTION NO. 1726

REQUESTING THE ASSEMBLY OF THE CALIFORNIA LEGISLATURE
TO REPEAL HOUSE RESOLUTION NO. 47 RELATIVE TO FREEWAYS

Notice from SCAG of appointment of their executive director was ordered received
and filed.
Notice from the Southern California Rapid Transit District to the City Selection
Committee Members to attend a meeting on May 5, 1966, at the Rodger Young Auditorium
at 6:30 P.M. was received and filed.
It was moved by Councilman Temple, seconded by Councilman Dunnum and so ordered
to continue Councilman Ben Corbin as the City's representative to this organization.
Claims for damages from Walter -Grant Kreuter and ,also one for miscellaneous
items and storage of heavy equipment by contractors.
It was moved by Councilman Temple, seconded by Councilman Dunnum and so ordered
that these claims be denied and referred to the insurance carrier for the City.
Parade permit, approved by the Police Department and the City Manager from the
Downey Unified School District for May 7, 1966, at 10:00 A.M.

ordered that the parade permit be approved.

ordered to approve the minutes of the reorganizational meeting held on April 19, 1966,
as written.

Mr. Spindel reviewed the matter of Select System Project No. 133, Patton Road
alignment, and stated that the Department of Public Works recommends and the Planning
Council Minutes. - 4/26/66 -4-

Commission has approved the tangent alignment rather than the curves alignment
primarily because of the safety factors involved'. It was suggested that the entire
parcel be purchased and after the road is opened and improved, to sell the surplus
land on either side of the roadway.
James H. Ashbrook, 8610 Firestone Boulevard (business property) requested
that he be allowed to retain as much as possible of his property.
Harold T. Tredway, 11510 Downey Avenue, speaking on behalf cif Mr. Joseph D.
Mateo prefers the straight alignment -plan recommended by the Planning Commission
and the Department of Public Works.

the following vote to adopt the straight alignment of Patton Road between Firestone
Boulevard and the Southern Pacific Railroad as set forth in Alternate #1.

Councilman Dunnum stated that she believes that the City would not be correct
to take any more property than necessary.

that authority be granted to circulate petition for the improvement of Nada Street,
AD #108: Old River School Road to Susan Street.

It was requested that the bids on the heliport site be held over until the next
meeting.

Mayor Dickerson recommended that a commendation letter be sent to the Ad -Hoc
Insurance Committee, upon completion of the bid for their efforts in assisting with
preparation of specifications and subsequent evaluation of bids submitted.

the following vote to accept dedication of right of way in exchange for improvements
at 12020 and 12030 Rives Avenue, authorizing in the 1966-67 budget, $2,900.00 for

It was moved by Councilman Temple, seconded by Councilman Corbin and passed
by the following vote, after summation of bids by Mr. King for Citizens Band Radio
Equipment for 16 emergency communications and recommendation for the purchase of
six additional pieces of equipment at $100.00 each to be used in City Hall by
the City Council and and City departments, that the bid be awarded to Radio
Products Sales, Inc. for the total sum of $2,517.00, and that all other bids be
rejected.

Council requested further information regarding use of Water Department
facilities by other organizations before any action be taken.

Furniture Store on the south side of Firestone Boulevard east of Lakewood Boulevard
be approved at an estimated cost of $1,750.00 and authorize the following transfer
of funds: (Property owner has deposited the $1,750.00 for this installation.)

Councilman Dunnum requested preparation of a resolution reappointing
Mr. Frank Beckner to the Water Board for a term beginning July 1, 1966.

Mayor Dickerson made a presentation to past Mayor Scott E. Temple of a desk
pen and clock as a token of appreciation for his term as Mayor.
Mr. King reported that Mr. Ray Noxsel has notified the City that he will
remove all doors, electrical, hardwareandplumbing, valued by him at $5,228.00,
at the building recently condemned through court proceedings in the hospital site.
As an alternate, he agreed to leave everything if the City would agree to pay him
$1,000.00. An offer of $750.00 was .suggested. Council requested more information
as to the possible use of the building.
It was requested that the City Manager endeavor to have Mr. Ray Noxsel wait
two weeks before taking any definite action.
Councilman Corbin was excused from the meeting at 9:45 A.M.
Councilman Dunnum asked the Director of Public Works whether astudy had been
made for possible installation of a traffic signal at Barl.Ln and Imperial Highway.
Mr. Spindel stated. this matter is on the list but appears low in priority; that it
does not at the present time appear to warrant gas tax funds; however, the department
is keeping a close watch on this area.
Councilman Dunnum stated that she thought it an excellent suggestion made by
Councilman Dickerson at a previous meeting at which she was absent, to painting
center medians. Mr. Spindel. reported that test patches of color have been painted

Mayor Dickerson commended the presentation made by James Ruth, Superintendent
of Parks Department, on the proposed dissolution of the Downey Park & Recreation
District.
. Councilman Dunnum commended Mayor Dickerson on the presentation made by him
--• at one of his first official acts --that of presenting plaque from the City at the
Fannie Weiss dedication.
Councilman Temple reported on a group of young people who are forming a chorus
and who desire to go to Guadalajara for an appearance there.. He stated it might
be advisable to check with the Sister City Committee, as well as with Senor Agnesi,
to ascertain when the best time would be for the group to perform in Guadalajara.
Chief of Police Ivan A. Robinson reported that there will be 70 units, in
excess of 5,000 youngsters, in the Youth Parade to be held during Youth Week, and
that 30 booths will be set up at the fair.
A. C. Gabriel, Director of Finance, reviewed the�Citizens Tax CoIImitte,a
minutes which showed that the Committee wishes, to go on record in support of the
dissolution of the existing Downey Park,and'Recreation District; that it is in
support of AB -52 for an additional 1p,sales. tax to reduce the load to property
owners for tax for schools -- the Bill would reduce school property tax by 35%.
Mayor Dickerson requested that copies of AB -52 be furnished Council members.
It was moved by Councilman Dunnum, secondedby Councilman Temple and so
ordered that the meeting be adjourned at 10:00 A.M. to' 4:00 o'clock P.M. T^Lesday,
May 3, 1966, in the office of the City Manager for thep°uupose of considering
appointments to Citizens Advisory Committees.
