HomeMy WebLinkAboutMinutes-04-19-66-Regular Meeting2589 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY APRIL 19TH, 1966 The City Council of the City of Downey held a reorganizational meeting at 8:00 A.M., April 19, 1966, in the Council Chamber of the Downey City Hall, Mayor Scott E. Temple presiding, PRESENT: Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple ALSO PRESENT: Oren L. King, City Manager Royal M., Sorensen, City Attorney A. C. Gabriel, Director of 'Finance Robert W. Gain, Fire Chief James Ruth, Superintendent of Parks & Recreation Department Walter Wanke, Superintendent of Water Department Ray Lake, Director of Building and Safety Loren Morgan, Deputy Chief of Police Ivan A. Robinson, Chief of Police Della Doyle, City Clerk Alberta Pfeiffer, Deputy .City Clerk Councilman Thomas H. Morton delivered the invocation. Mayor Scott E. Temple called for the canvassing of the General Municipal Election, after which the Mayor then declared the results final. RESOLUTION NO. 1724 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF DOWNEY ON THE 12TH DAY OF APRIL, 1966, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW The resolution was read by title only. It was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that further reading be waived. It was moved by Councilman Corbin, seconded by Councilman Dickerson and passed by the following vote that Resolution No. 1724 be adopted. AYES: 5 Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Certificates of Election were then delivered to reelected Councilman Scott E. Temple, District #2, and Councilman Thomas H. Morton, District #4. The City Clerk then administered the Oath of Office to Councilmen Temple and Morton. Councilman Morton remarkod that he was very gratified with the results of the election considering the opposition and lack of issues; that he thought the voter turnout was good; that he feels it was a vote of confidence of the work which has been done by himself, representing District #4; that he appreciates the efforts of all those who participated and helped in the election. Councilman. Morton then stated that in District #2, he was pleased to see Councilman Temple's reelection for a number of reasons, one of which was that he had been with the City Council from the very start, through the formative years of the Council, and his reelection was a clear vote of confidence and a mandate for the way the.City Council had projected itself the past years, and not for the last 4 years only. It was endorsement of the entire City Council of the manner in which it has looked forward and progressed. He congratulated Councilman Temple and members of the City Council who participated in Councilman Temple's reelection. Mayor Temple thanked people for their endorsement in reelecting both Councilman Morton and himself which was a vote of confidence of the way the Council is working together. Council Minutes - 4/19/66 -1- 11 Mayor Temple read a letter, reviewing the happenings of the past year during his term of office as Mayor, after which he tendered his resignation as Mayor. He stated he feels the City Council of the City of Downey is the finest there is. It was moved by Councilman Corbin, seconded by Councilman Dickerson and passed by the following vote to accept the resignation of Scott E. Temple as Mayor. AYES: 5 Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None It was suggested that Council commend the Kiwanis Club for supplying the "I Voted Today" tags for the General Municipal Election with a letter signed by a full City Council. It was so moved by Councilman Morton, seconded by Councilman Corbin and passed by the following vote: AYES: 5 Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None The meeting was then turned over to the City Clerk, who called forranuietions for Mayor. It was moved by Councilman Dunnum, seconded by Councilman Morton and passed by the following vote that Charles W. Dickerson be nominated Mayor. AYES: 4 Councilmen: Corbin, Dunnum, Morton, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None ABSTAIN: 1 Councilman: Dickerson Councilman Temple presented the gavel to Councilman Dickerson and stepped down from the Chair. Councilman Dickerson stated he had certainly appreciated working with Councilman Temple as Mayor Pro Tempore. Councilman Temple remarked he will be glad to help in any way he can during Councilman Dickerson's term as Mayor. Mayor Dickerson assumed the Chair and Mrs. Dickerson was introduced. Nominations were asked for Mayor Pro Tempore. It was moved by Councilman Morton, seconded by Councilman Temple and passed by the following vote that Councilman Ben Corbin be nominated Mayor Pro Tempore for the coming year. AYES: 4 Councilmen: Temple, Morton, Dunnum, Dickerson NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None ABSTAIN: 1 Councilman: Corbin Mayor Dickerson stated that it was with deep feeling that he wrote his acceptance speech. He thanked each and every person who helped him to attain the highest position in the City. He stated he hopes he has as successful a year as others who had served before him. Councilman Dunnum thanked Mayor Temple and Mayor Pro Tempore Dickerson for a very fine year, a year in which she stated she felt she was really beginning to know what was going on. She added that the next year should be a°very fine year, with Councilman Dickerson and Councilman Corbin heading Council. Also, she stated she feels that the Council has a sincere consideration of the community and each member has the highest integrity. Councilman Morton reiterated these statements. Councilman Corbin thanked Council for appointing him to the office of Mayor Pro Tempore, stating he will do everything in his power to assist Mayor Dickerson in his position. Councilman Temple stated as each Mayor takes office, there are many matters which it is hoped could be resolved but there are bound to be some which are not completed at the end of his term; however, he stated he would like to havehad:a.:a.ittle o?_oser liaison with the Citizens Advisory Committees. He wished Mayor Dickerson gcryd luck for the coming year and stated he feels it will be a fine term. He thanked the department heads for the fine job they have done. The City Manager congratulated Councilman Temple for a very fine year, stating it was a pleasure to work with him and the entire Council. On behalf of the Administrative Staff and employees Mr. Kip�}} thanked 4i for a good year and Wa pledged entire cooperation and assls°tance°� b fFi�'Ocom-ing yea°r.
