MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
MAY 3, 1966
The City Council of the City of Downey held an adjourned meeting which was
adjourned to this time and place from the regular meeting of April 26, 1966, to
4:00 P.M. in the Office of the City Manager by motion of the City Council to
consider appointments to the Citizens Advisory Committee. Copy of the Notice of

Adjournment was posted, and the notice of the adjournment was given as provided
by law. Presiding at the adjourned meeting was Mayor Charles W. Dickerson.

Councilman Dunnum had made the motion for this adjourned meeting. She
mentioned at this meeting that her purpose was threefold with respect to the Citizens
Advisory Committees; first, to review scope and add suggestions; second, possible
further discussion how Committees should be used and their general organization;
and third, that Council should meet with Committees soon after they are reappointed
and organized for discussion of scope of duties and objectives.
Mayor Dickerson stated that for the present time Council should concentrate on
filling vacancies on the Committees.
Councilman Dunnum said that in talking with Councilmen of other cities, their
participation is not as extensive in city committees as the City of Downey but that
they have one of their councilmen chairing the committees.
Councilman Morton stated that since these committees are advisory to Council,
perhaps a particular Councilman should be designated to act as liaison between
,^ Committee and Council.
Councilman Temple suggested that the residence of the committee chairman in a
particular Councilmanic District should govern the choice of Councilman for that
particular district.
It was moved by Councilman Morton, seconded by Councilman Temple and passed by
the following vote that Council members be designated as contact liaison with the
Chairman of the committee and that representation should be more on the basis of
the Councilman's activities and interest in a particular committee.

Council reviewed the scope of the City Beautification Committee and agreed that
when membership is complete and contact liaison established, the Committee would be
requested for suggestions to add to the scope.
After discussion on the scope of the Civic Development Committee, it was
determined that contact liaison will be established at a later date.
It was moved by Councilman Dunnum, seconded by Councilman Morton and so ordered
to enlarge the Civil Defense Committee to include representatives of utilities,
such as the Southern California Edison Company, Southern California Gas Company,
^ General Telephone Company and the City Water Department and to request the utility
concerned to designate someone to serve. Mayor Dickerson requested the City Manager
to follow through on this recommendation.
It was moved by Councilman Dunnum, but the motion died for lack of a seoond
that policy for appointment to Citizens Committees should be that the person be
either a resident of the District from which appointed, or doing business in Downey.

It was moved by Councilman Morton, seconded by Councilman Temple and passed
by the following vote that with respect to the Finance Advisory Committee, Council.

Council reviewed the scope of the Fire Committee. Contact liaison shall be
established at a later date. Mayor Dickerson stated that a member of Council should
attend these meetings.
It was suggested that the organization and scope of duties of the Industrial
Development Committee be brought to the next Council Meeting. Mayor Dickerson
mentioned a group called "Ambassadors of Good Will" which had done so much for the
City of St. Louis, Missouri. The Mayor will contact the Mayor of St. Louis for
an outline of duties of this group insofar as development of that city was con-
cerned. A possible name change of the City's committee will also be considered at
the next Council Meeting, more in line with the St. Louis group.
Councilman Dunnum mentioned that a possible deviation from residence require-
ments should be applied to North American Aviation. Residence statistics are to be
checked out by Councilman Dunnum. It was suggested by Councilman Dunnum that this
deviation might also apply to Aerojet-General. The City Manager will review the
latter.
Mayor Dickerson stated that he feels meetings of the Police Committee should
be attended by a member of Council.
A discussion was held as to reorganization of the Rose Float Committee and was
held for study until a later date.
The organization, scope and duties of the Sanitation Advisory Committee, Sister
City Committee, Citizens Tax Committee and the Youth Advisory Committee were approved
with the possibility of further study during the year.
It was moved by Councilman Morton, seconded by Councilman Dunnum and so ordered
that the following organizational; -structure be set up for the Traffic. Committee:
a. Organization - Members of the City Administrative Traffic Committee
1 member appointed by each of City Council
1 member by Chamber of Commerce
1 member by Realty Board
1 ex -officio member (Traffic Engineer)
2 members from Downey Unified School District Board

(Elect own Chairman at first meeting after appointments in April of each year.)
Term of Office - Members to be appointed during the month of April each year
for a one-year term expiring the second Tuesday of the following April.
c. Meeting Dates - Quarterly unless additional meetings necessary and called
by Chairman.
d. Objectives and Scope of Duties - This committee shall meet with the City
Administrative Traffic Committee in an endeavor to correlate citizen think-
ing and opinions with those of a technical nature from the Traffic Engineer,
Police, Fire and Public Works Departments. Their reports are to be
correlated with those of the City Traffic Committee.
This committee should also be responsible for review of pedestrian traffic
problems such as need for crosswalks, need for sidewalk$, handling of traffic
at school key points and a constant study of changing traffic conditions on
various streets throughout the City.

Written reports should be presented to the City Council quarterly.
