CITY COUNCIL

The City Council of the City of Downey held a regular meeting at 8:00 A.M.
March 22, 1966, in the Council Chamber of the Downey City Hall, Mayor Scott E.
Temple presiding.

The invocation was delivered by Reverend Walter W. Armantage of the Downey
Congregational Church of Downey.
Mayor Temple acknowledged the Eighth Grade Civics Club from St. Raymond's
School who were guests at the council meeting, introducing their principal and
teacher. Mayor Temple then gave some of the history of the founding of Downey
and establishment of the present city and its government.
It was moved by Councilman Corbin, seconded by Councilman Dickerson and
so ordered that the minutes of the council meeting of March 14, 1966, be approved
as written.
The following correspondence was presented:
A financial statement from the Downey Chamber of Commerce which was received
and filed.
A letter from the Downey Recreation and Park District suggesting that
Mr. James Ruth, Superintendent of Downey's Park and Recreation Department meet
with the Park District representatives and familiarize himself with the District
program, properties, facilities and organization as requested by them in view of
possible dissolution proceedings and dissolution.
It was moved by Councilman Morton, seconded by Councilman Dickerson and so
ordered that Mr. James Ruth arrange such meeting with the Downey Park and
Recreation District.
A report and budget request from the Downey Museum of Art was referred to
the City Manager to be considered with budget items for 1966-67.
A request from Olson Surveying Service, Inc. on behalf of applicant in
Zone Exception 4639, in view of revised plans, for consideration at this meeting
of the City Council.
It was moved by Councilman Morton, seconded by Councilman Dickerson and
passed by the following vote to approve Zone Exception 4639 in accordance with
revised plans and requirements of the Planning Commission, including a 6 -foot
setback, and that the matter be referred to the Planning Commission for report
back to Council.

It was moved by Councilman Corbin, seconded by Councilman Dickerson and so
ordered to set hearing on Planning Resolution No. 102, Zone Change Case #109, for
8:00 A.M., April 26, 1966, in the Council Chamber of the Downey City Hall.
— Letters from Mrs. Marie Lowers, 8325 Albia Street and Mr. & Mrs. Clifford Mohr,
8328 Albi`a Street relative to the hearing on the revocation of the entertainment
permit of the Lancer Lounge which was taken under submission until April 11, 1966,
were filed as part of the record.
A letter and minutes from the Citizens Sanitation Committee relative to a
petition for change in refuse collection schedule was tabled for further study by
Council.

office and recreation building at Golden Park, to award to the lowest and best
bidder, Unkovich Construction Company, in the lump sum bid of $22,388.11, which
includes the alternate of $518.44, and that all other bids be rejected.

After summation of bids for Cash Contract #SS -56, Downey Avenue, Cherokee
Drive to LaVilla Street, it was moved by Councilman Dickerson, seconded by
Councilman Corbin and passed by the following vote that the bid be awarded to
the lowest and best bidder, Sully -Miller Contracting Company in the amount of
the unit prices submitted in the bid proposal, and rejecting all other bids.

Councilman Dickerson commended former Councilman Hollis M. Peavey for his
primary work in endeavoring to improve the area mentioned above.
After a sumnation of bids, it was moved by Councilman Morton, seconded by
Councilman Corbin and passed by the following vote to award the bid for SS Project
#138, Firestone Boulevard center island beautification to the easterly city limits,
to the lowest and best bidder, Silveri Construction Company in the amount of unit
prices in the bid proposal and reject all other bids.

Councilman Morton requested Mr. Sherman Griselle, Director of Planning, to

Mr. King reported that the landscaping on Firestone Boulevard throughout the City
will be completed during the current fiscal year and that some landscapingg has been
.—. installed on Lakewood Boulevard in the vicinity of
Firestone Boulevard. It is under-
stood that there is a desire that landscaping eventually be extended throughout Lake-
wood Boulevard
in the same manner as Firestone Boulevard. The Public Works Department
recommended that
the first stage landscaping be done at the north and south boundaries,

It was moved by Councilman Corbin, seconded by Councilman Dickerson and
passed by the following vote to authorize a joint study by the City Park Superintendent
James D. Ruth and Mr. Roland Adams, Recreation Coordinator for the Downey Unified
School District, to determine the feasibility of a mutual cooperative program which
would provide, it is believed, a very effective recreation program throughout the
city with a savings to the taxpayers of both the School District and the City of
Downey.
Councilman Morton stated, in voting yes he is only doing so to initiate the
study and have the results brought back to the City Council. Before any approval
of a cooperative program with the school or a joint agreement, he would want to know
the effect on the finances, as well as the personnel, and exactly what the deliniation
would be between the responsibilities of the school program and the City program.

It was moved by Councilman Dickerson, seconded by Councilman Corbin and passed
by the following vote to authorize the City Clerk to attend the Annual City Clerk's
Institute, to be held at the Edgewater Inn Marina Hotel in Long Beach, April 27-29,
with reasonable expenses allowed.

The Director of Finance reported that there had been a 24% increase in 'sales
tax for the year.
The City Manager reported that a revised plan for route of the Century Freeway
was prepared for presentation at Sacramento and Councilman Morton_ recommended that
the City Manager and any member of the City Council who would be available, make the
presentation in person.
It was moved by Councilman Morton, seconded by Councilman Dickerson and so
ordered to authorize proceeding into escrow for the purchase within the appraised
price, of the apartment house located at 8424-26-28 E. Second Street (across the
street from the City Hall).
The Mayor announced it was time for the bid opening on the sale of the Stewart
and Gray hospital site property.
Mr. Gabriel stated there were no written bids received. Mayor Temple then
asked for oral bids, with the minimum bid price being $734,400.00. There were no
oral bids submitted.
Mayor Temple declared the bids closed. It was moved by Councilman Morton,
seconded by Councilman Dickerson and so ordered that the bids on the Stewart and
Gray Road hospital site property be closed.
It was announced that the Downey Chamber of Commerce has voted for endorsement
of the dissolution of the Downey Park and Recreation District.
Councilman Dickerson suggested that lighting in front of the City Hall be
considered with budget items for 1966-67.
Councilman Dickerson also recommended studying the possibility of using
green paint on the islands in the City of Downey similar to those at Firestone and "
Garfield in South Gate.
Councilman Morton wished to commend Mike Lanza who, he stated, is one of the
"unsung heroes" living in Downey. A former employee of the Daily Signal, Hunting-
ton Park, he had spent much of his time dealing with youth activities within the
City of Downey. A commendation plaque had been prepared for presentation to
Mr. Lanza for his fine community service.

Councilman Morton suggested meeting with some of the citizens committees
prior to budget time to review the attitude and areas of responsibility with
respect to budget review. He stated that some of the citizens committees are
operating well, others are not, and that perhaps there are some vacancies.
Councilman Morton stated he knows of at least one member who had been appointed
inadvertently who does not reside in the City of Downey and urged each council-
man to review his appointments on these committees before budget time and
perhaps obtain some recommendations from the budget committee.
Mayor Temple questioned the activity of the capital improvement committees
which had been appointed. Councilman Dickerson stated there were perhaps some
committees which overlapped objectives. It was suggested that the City Council
proceed in handling capital improvements until there are sufficiet funds to
activate the capital improvement committees.
It was moved by Councilman Corbin, seconded by Councilman Morton and so
ordered that the Director of Finance be authorized to proceed with readvertising
for bids on the Stewart and Gray Hospital Site, with final deadline set for 7:30 P.M.,
April 11, 1966.
Hollis M. Peavey commended the Council for its businesslike manner of handling
City affairs; carrying on its fine fashion. With the election forthcoming, he stated
he wishes to endorse both incumbents as men with experience so that the fine govern-
ment of Downey can continue.
Mr. Peavey also thanked Councilman Dickerson for his commendation previously
tendered him earlier in the meeting.
Mr. Ed DiLoretto wished to reiterate Mr. Peavey's comments relative to the City
election forthcoming and added that he is very proud of all the gentlemen and wished
r.. to endorse the two incumbents to the greatest extent and added that he hopes the
citizens realize what they have in their fine City government.
Mayor Temple urged all citizens to exercise their privilege to get out and
vote at all forthcoming elections.
Mrs. Marie Lowers, A1bia Street, in protest to renewal of the entertainment
permit for the Lancer Lounge in her area, requested Council to look at all the angles
before renewing this permit.
After review and request from the City Manager that Council reconsider author-
izing purchase of a new movie projector to replace the wornout 6k year old projector
which is used by many of the City departments, it was moved by Councilman Corbin,
seconded by Councilman Morton and passed by the following vote to authorize the
purchase of the new movie projector.

Councilman Morton qualified his aye vote by stating he objects to acquisition
of capital items which have not been allowed for in the fiscal budget.
There being no further business to come before Council, the meeting was
adjourned at 9:30 A.M.
