CITY COUNCIL
CITY OF DOWNEY
MARCH 14th,1966
The City Council of the City of Downey held a regular meeting at
7:30 P.M., March 14th,1966, in the Council Chambers of the Downey City Hall.
Mayor Temple presiding.
PRESENT: Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple

The invocation was delivered by Reverend A.T.Folden, Redeemer Covenant
Church of Downey.
Mayor Temple assisted by Chief Robinson and Ervin Spindel made a pre-
sentation to the Warren High School Key Club in recognition of the excellent
work they have done throughout the City during the past year, in the area of
cleanup and beautification. The plague was accepted by President of the Group,
Gary Woodward.
Mayor Temple signed and read into the record the following Proclamation
WHEREAS, the continuing goal and purpose of the Downey Chamber of Commerce
Beautification Committee is the improvement of the appearance of all properties
within the City of Downey, and
WHEREAS, beautification is essentially a local matter to be accomplished
through local action by interested citizens, and
WHEREAS, beautification is important in the maintenance of pride in the
community by its residents, commercial and industrial businesses, and
WHEREAS, it is beneficial to all concerned that special emphasis be
placed on the theme, "Paint Up Clean Up- Fix Up".
NOW, THEREFORE, I, SCOTT E TEMPLE, mayor of the City of Downey, do hereby
proclaim that the week of March 20-26 be designated as "Spring Clean Up a Go
Go Week",and call on all Downey citizens to participate in making our city a
better place in which to live, play, worship and do business.
Mr. Wilhite of the Chamber of Commerce encouraged everyone in Downey to
paVticipate in this Clean Up project.
Mayor Temple announced that this was the time and:,.place set for the hear-
ing on the Appeal to Zone Exception #639, 8530 Florence Ave.
Mr. Griselle presented the facts of the case as heard by the Planning
— Commission.
Mr. Leslie Olson, 8530 Florence Avenue and Mr. Emil A. Brakensiek, 9832
Flower Ave., Bellflower spoke in behalf of the exception. Mr. Brakensiek
presented the plans as suggested. He offered pictures which were ordered to
be a part of the records and again requested a 6' set back and the rear sundeck.
Mrs. Lorene Brewer, 8547 11th St. spoke in opposition to the Exception,
especially opposing the sun deck.

Mr. Olson then spoke in rebuttal for the applicant.
Mr. John Nordbak,7235 Via Rio Nido, stated that he thought from experience
that the recommendations of the Planning Commission should be followed in the
interest of good planning.
It was moved by Councilman Morton, seconded by Councilwoman Dunnum and so
ordered that the hearing be closed.
It was moved by Councilman Morton, seconded by Councilwoman Dunnum and
passed by the following vote that the matter be taken under submission in.
order that further study could be given and that the confusion arising re-
garding the planning of the turning area in the parking area be cleared.

Mayor Temple declared a 5 minute recess at 8:30. The meeting was called
to order at 8:35 P.M. all members answering roll call.
The Mayor then opened the hearing regarding the Permit for Lancer Lounge,
12146 Downey Ave.
Chief Robinson outlined the circumstances regarding the denial of the
enterrtainment permit and offered for the records a file of complaints that
had come to his office.
Mr. Robert W. Armstrong, 7516 Pacific Blvd., Hunpington Park, Attorney
for Mr. Robert Eason presented his case. He stressed that they had endeavored
to eliminate the nuisance value td the neighbors. He presented for the records
pictures showing the sound proofing put in the walls and also a scroll of patrons
of the business. He also stated that all amplifiers have been discontinued on
the live music.
Speaking in protest to this case were:
Mr. Clifford Mohn, 8828 Albia St.
Mrs. Mary Warkentine, 8024 E. 4th St.
William Brown, 8320 Albia
Alfred Lowers, 8325 Albia
Mr. Armstrong, again spoke in rebuttal. He again stated that the only
complaint was the live music.
Councilwoman Dunnum stated that she felt this a difficult question inas-
much as there are inequities on both sides of this case and that the only
complaints have been on the loud music which is caused by a vibration thru
the ground area. The decision would have to be made keepingin mind that on the
one side a resident was being annoyed, on the other a business was being
jeopardized and recommended that as the permits are issued on a yearly basis
that a permit be issued with the condition that all amplification be discontinued.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and so
ordered that the hearing be closed.
Councilman Morton suggested that there is now a ground covering material
that does not conduct sound and that possibly this would be the answer to the
problem.
Councilman Dunnum withdrew the other motion and moved that this be taken
under submission until the next night meeting, April 11th, in order that further
study be made on the ground covering and other sound proofing: it was seconded
by Councilman Dickerson and passed by the following vote:

The hearing on Meadow Lane AD#106 was opened by the Mayor.
It was moved by Councilman Corbin, seconded by Councilman Dickerson and
so ordered that the Affidavit of Publication, Posting and Mailing be accepted
and filed.
There were two letters of protest presented. Mr. William G. Bonnar,8567. E.
Meadow Road, stated that this was the first that he had heard and wanted some
questions answered. There was also a letter from Mr. F.B.Dopieralla ordered
filed.
It was moved by Councilwoman Dunnum, seconded by Councilman Morton and
passed by the following vote that the hearing be continued to 7:30 P.M. in
the Council Chambers on the evening of April llth,1966 and in the interium
the Director of Public Works set a meeting with the residents and notify
the Council Members so that they may also be present to andwer any and all
questions that might arise.

The Mayor declared a ten minutes recess from 10:00 P.M. to 10:10 P.M.
when the meeting reconvened and all members answered roll call.
The hearing on the Weed Abatement Program for 1966 Season was opened.
There was no one wishing to speak on this matter. It was moved by
Councilman Morton, seconded by Councilman Dickerson and so ordered that the
hearing be closed.

passed by the following vote that the Director of Public Works be ordered to
proceed.

It was moved by Councilman Corbin, seconded by Councilman Dickerson and
so ordered that the minutes of February 23rd and March 8th, 1966 be approved
as written.
The following correspondence was presented.
A letter from Frank R. Gasdia commending the Planning Department and the
Planning Commission on their excellent work.
The Chamber of Commerce report for the month of February 1966,
A letter of appreciation from the Board of Education of the City of Downey
for the flowering pear tree.
A letter from Mr. & Mrs. Lloyd Dixon, 12020 Downey Ave. approving the
plAnning of the City Auditorium.
A letter from Ford and Wilma Dickerhoff requesting that Alameda Street
be opened
It was moved by Councilwoman Dunnum, seconded by Councilman Corbin and
so ordered that this matter be held for the April 11th meeting and that one
week prior to that time information be forwarded to Council members so that
they may evaluate the situation.
A resolution of the Board of Supervisors opposing the legislation on
Marijuana was presented,, No action was taken at this time but a resolution
was requested for further study.
The Mayor presented a letter from Pat Kearns, President of the Historical
Society requesting $600.00 be put in the next year budget for their committee.

The request for a replacement d£':the 16mm Movie Projector was not acted

the regular projects to move the Laundry sign at the southeast corner of
5th and Downey Ave.

The City Manager recommended transfer of funds to provide additional
monies for salaries for part-time recreation leaders at Golden Park during
the Period of February 1 to June 30, 1966 as no appropriation was allowed
for this in the Park and Recreation Department budget.

Mr. King reported that the purchase of a pick-up truck was tentatively
approved at the time of the Lakewood acquisition but not actually included in
the 1965-66 budget. Need for this additional truck has increased to the point
that the Water Board, at it regular meeting on Monday,Mar 7, 1966, recommended
that funds -in the amount sof $3200.00 be transferred from Account#648 to
Account #621 for the immediate purchase of this pick-up.

Mr. King reported that the contractor on the Western Ave. Storm Drain
Project 3101 was ready to repair an additional five feet of the street and the
storm drain trench as part of the contract and has offered to repair the west
half of the street at the same time at a very low rate. There are sufficient
funds available for this work in Account No. 3650 if the Council wishes to
approve this additional work.

Mr, James Ruth presented the revised plans for the Golden Park recreation
area and requested funds to complete the alternate F as outlined in his report.

Mr. Ruth then presented a plan that could be used in the Bluff Road
park area for Council consideration.
Mr. Morton presented a brouchure from the City of Dallas that he passed
around to. council membersand suggested when they were finished with it pos-
sibly the Chamber of Commerce would be interested in seeing it.
The Mayor reminded the Councilmembess that they had been invited
to a reception for the Irish at 11:00 A.M. March 17th,1966 at the Mayor
Yorty's office.
