Temple presiding. PRESENT: Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney A. C. Gabriel, Director of Finance Sherman W. Griselle, Director of Planning Lee Leavitt, City Engineer Robert W. Gain, Fire Chief Ray Lake, Director of Building & Safety Ervin Spindel, Director of Public Works Ivan A. Robinson, Chief of Police Walter Wanke, Water Superintendent Don Robinson, Assistant to the City Manager Robert Shand, Purchasing Agent Della Doyle, City Clerk The invocation was delivered by Reverent Olson, of the Christ Lutheran Church. Chief Robinson assisted by Mayor Temple presented certificates of completion to Sergeants Orbrey L. Duke, George B. Stone, Tom B. Fletcher of the Police Department for a special course in Explosive Ordnance and Recon- naissance. Mayor Temple announced this is the time and place for the public hearing on Downey Improvement Project #537- Western Avenue. There being no one wishing to speak on this matter it was moved by Councilman Corbin, seconded by Councilman Dickerson that the hearing be closed. So ordered. Mr. Leon Barvin, 10933 Pernell Ave., speaking for the owner of the property at the southeast corner of Alameda and Downey requested an extension of time on the work inasmuch as a shopping center is to be constructed at that location. He stated that the work was to begin within the next 30 to 60 days. It was moved by Councilman Dunnum, seconded by Councilman Dickerson and so ordered that the hearing be.continued until February 23rd meeting so that further investigation can be done. It was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that the minutes of Janizary 25th,1966 be approved as corrected. A letter of congratulations on the trees planted in the parkway was read and ordered filed from Maxine and L.T.Rhoades,12417 So.Benedict Ave. A letter from the Southern California Gas Company regarding the vacation on Avon Street requiring the abandonment of 710 feet of main was taken under submission. At the request of Armstong and Wilbur, attorneys for the Lancer Lounge for a hearing on the entertainment permit was presented. It was moved by Councilman Dunnum, seconded by Councilman Corbin and passed by the following vote that the hearing be set for 7:30 P.M. Barnwell regarding the appraisal of the pro- perties involved in the Downey Avenue Street widening project was order filed. It was moved by Councilman Corbin, seconded by Councilman Dickerson and passed by the following vote that the City participated, at the request of the County of Los Angeles, in the improvementsat Rives and Imperial Highway and that the funds be taken from Gas Tax monies.to Account 16040. AYES: 5 Councilmen: Corbin,b'ickerson, Dunnum, Morton, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Letter from the County of Los Angeles Health Department dated August 17,1965 Gentlemen: Subject: Assessment District No. 106 - Meadow Road, City of Downey Recommendation: It is respectfully recommended that sanitary sewers be installed in this district. Analysis: This department has made an investigation of Assessment District No. 106, Meadow Road, City of Downey. During the course of this investigation, 11 house-to-house calls were made. Of this number, 3 occupants were not at home or did not answer the door. Of the 8 property owners actually contacted, only 7 were considered for this study as one parcel was con- nected to a sewer. Of the 7 parcels, 2, or 28.5% reported having experienced trouble with their individual subsurface sewage disposal systems. Thel complain- ed of the septic tanks and seepage pits filling up, causing raw sewage to back up into the house plumbing fixtures or to overflow onto the ground surface. Pumping and cleaning out of the tanks was reported necessary. Council Minites 2/14/66 -4- 2538 The houses in this area average about 10 years of age. The effective percolation areas of the seepage pits and leaching lines are apparently becoming sealed off with the accumulation of grease and sludge in those systems having trouble. In view of our survey, I, the undersigned Health Officer of the County of Los Angeles, having been officially designed by the City Council of the City of Downey to perform public health services in the City of Downey, do hereby re- commend that proceedings be instituted at once for the installation of sanitary sewers in Assessment District No. 106. This recommendation is made as an improvement necessary to the protection of public health and pursuant to Sec- tion 2808 of the Streets and Highways Code. Very truly yours, K.H.Sutherland, M.L. It was moved by Councilmen Mort6n, seconded by Councilman Dunnum and passed by the following vote that the City allocate $26,500 from Gas Tax Funds 136.1 and $6000.00 from the General Funds in the budget of 1966-67 toward this project and that the subdivider participate to the extent of $10,000 -total cost $44,500.00 AYES: 5 Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None After review of the bids submitted for the demolition of strcuture on the hospital site it was moved by Councilman Corbin, seconded by Council- man Dickerson and passed by the following vote that the bid be awarded to the lowest and best bidder, Save On Salvage Wrecking Co. of Los Angeles, for $13,400.00 and all other bids be rejected. It was announced that Mr. Jack Gilliam of the Planning Department was resigning to accepted another position. Upon the recommendation of the Planning Department and the City Manager It was moved by Councilam Dickerson, seconded by Councilman Corbin and passed by the following vote that Mr. Donald Hallman be permanently appointed to the position of Principal Planrar in charge of Advance Planning, in classification 22D ($803.00 per month beginning Feb.2801966 to fill the vacancy. The Director of Planning stated that Mr. Carter was an asset to the department and he was pleased to request his re- instatement. AYES: 5 Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Mr. King reported that in view of the gradually increasing delays in deliveries of certain essential equipment due to "defense orders" it is recom- mended Council grant authority to transfer $5500 from Account No.9-3530-111, Salaries and Wages to Account No. 9-3530-626 for the purpose of purchasing fifty-five (55) fire hydrants. This item was scheduled to be presented in the 1966-67 budget. It was moved by Councilman Morton, seconded by Councilman Dickerson and passed by the following vote that this transfer be made as recommended and the purchases be made at this time. AYES: 5 Councilmen: Corbin, Dickerson, Dunnum, Morton, Temple NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Council Minutes 2/14/66 -o- 2 542 The City Manager reported that the City has budgeted $98,000 for Brookshire Avenue from Fifth Street to Firestone Blvd., and will probably budget another $15,000 from Gas Tax Funds for the construction of the signal at Fifth and Brookshire. The total estimated cost of the project is $188,000 and, due to its importance as a major street, it is believed that the County of Los Angeles could justify appropriation of $75,000 from their Highways Through Cities Funds which will constitute approximately 40% of this project. Authority is requested to make formal application to Supervisor Frank C. Bonelli for this County assistance on Brookshire Ave., It was moved by Councilman Morton, seconded by Councilman and passed by the following vote that such authority be granted. It was recommended by the Parking Place Commission that a study of layout and cost be made on the parking lot east of Downey Avenue between Firestone and the alley north. It was moved by Councilman Dunnum, seconded by Councilman Morton and passed by the following vote to grant authority for any member of the Park and Recreation Commission and the Park Superintendent, Mr. Ruth to attend those sess ions applicable to our Park and Recreation Program being held at the Ambassador Hotel in Los Angeles, March 5-991966 with reasonable expenses. Motion also included any Member of Council wishing to attend. NOES: 0 Councilmen: None AYES: 0 Councilmen: None Council Minutes -- 2/14/66 -9- 2543 Mr. King reported that the following people from the Forestry Division of the City have completed a sixteen week course entitled "Maintenance Gardening" and each have received certificates for completion.
