CITY COUNCIL
CITY OF DOWNEY
FEBRUARY 23rd,
1966
The City Council of the City of Downey held a regular meeting at 8:00
A.M., February 23rd,1966, in the Council Chambers of the Downey City Hall,
Mayor Scott E. Temple presiding.

The invocation was delivered by Reverend Ford R. Miller, of the Methodist
Church of Downey.
Mayor Temple announced this is the time and place for the hearing on
DIP#540-Alameda Street that was continued from February -14th meeting.
Mr. Spindel reported that of the 8 property owners in this project 5 have
.� been approved for matching sidewalk funds and ::since' -two more have requested
same. The property owner of 12202 Downey Ave has requested a delay in action
as he is building on the property and will complete requirements when building
is complete.
Mr. Leon Barvin, 10933 Pernell Ave., speaking for the owner stated that
60 days delay would not be sufficient and requested 120 dgys.
It was moved by Councilman Morton, seconded by Councilman Dunnum, and so
ordered that the hearing be closed.
It was moved by Councilman Dunnum, seconded by Councilman Corbin, and
passed by the following vote the the Director of Public Works proceed with
the understanding that a 120,day delay be granted on the above mentioned
property and that matching funds for sidewalks be granted on 8435 Alameda and
8441 Alameda St.

It was moved by Councilman Corbin, seconded by Councilman Dickerson and
so ordered that the minutes of February 14th,1966 be approved as written.
A report from Diehl, Evans and Company was presented and ordered filed.
Notice of a change in date of hearing of Yeakel Plymouth vs'General Tele-
phone Co. before the Public Utilities Commission was duly noted.
A letter to Councilwoman Dunnum, from Royal M. Sorensen regarding the
Contract - Adrian Wilson and Associates was presented. A copy of the contract
was requested for the members of the Council before action could be taken.

In answer to the request by Royal M. Sorensen, it was moved by Councilman
Morton, seconded by Councilman Dickerson and passed by the following vote that
approval for Mr. Sorensen to attend the Biennial Spring Conference March 31
thru April 1 at the E1 Mirador in Palm Springs, with reasonable expenses-;. be
granted.

A letter from Mrs. Maxine Jolley commending the City Council on their
action on the Childrens' Threater and Civic Auditorium was read and ordered
filed.
ORDINANCE NO. 296
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTIONS 7300, 73209 7321 OF THE DOWNEY MUNICIPAL
CQDE, WHICH SAID SECTIONS RELATE TO WATER.

SECTION RELATES TO WATER MAINS AND FIRE HYDRANTS.

RESOLUTION NO. 1687
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
GRANTING AN EASEMENT FOR UTILITY PURPOSES TO THE GENERAL
TELEPHONE COMPANY:.
It was moved by Councilman Morton, seconded by Councilman Corbin and
passed by the following vote that the agreement as presented be amended
to stipulate -that the property be restored to the original condition.

THE SOUTHERN PACIFIC COMPANY RIGHT OF WAY AT THE FIRE-
STONE BOULEVARD CROSSING.

After a summation of the bids, it was moved by Councilman Dunnum, seconded

Hanwell Ave. to Bluegrove Avenue it was moved by Councilman Morton, second-
ed by Councilman Corbin and passed by the following vote that the bid be
awarded to Griffith Company at the unit prices and all other bids be rejected.

Stewart & Gray Road and Laura Street, CC#177 be accepted and responsibility
of maintenance be assumed.

The Attorney presented the following resolution.
RESOLUTION NO.1691
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AUTHORIZING THE ATTORNEY GENERAL OF CALIFORNIA TO CONDUCT
LEGAL PROCEEDINGS.

seconded by Councilman Dickerson and so ordered that further reading be waived.

Mayor Temple introducted Mr.Martin of Albert C. Martin and Associates
who made the presentation of the Schematic Design Phase I of the Hospital
Building. The Mayor adjourned the meeting at 9:10 A.M. so the presentation
could be make more efficiently. Meeting to readjourn at close of presentation.
The Mayor called the meeting to order at 10:10 A.M. with roll call, all
members present.
Councilman Dunnum commended Mr. Martin on the oral presentation after
which Mr. Martin made the formal -presentation of the document"Downey Community
Hospital Schematic Design Phase I Submittal -Work Order No. 65053" and a Revised
Time Schedule.
The City Attorney stated that before he gave a final answer to the question
of the name of the hospital he would like to review the matter and report later.
Councilman Morton ask Mr. Martin if it would be possible to advise the
Council who would be in gharge of the details drawings and what their back
ground is. Mr. Martin replied that he would be glad to do this and a letter
would be forth coming.
Mayor Temple then stated that there was a lease agreement with the Downey
Community Hospital: and a subsequent modification to the lease including the
proposed fourth floor of the building. Until this lease is agreed upon it
would be impossible to proceed.
Reverend Rodney V.Cogswell, President of the Board presented an Alternate
proposal to the Council

After considerable discussion it was moved by Councilman Dunnum,
seconded by Councilman Dickerson that the Counter or Alternate Proposal
by the Downey Community Hospital Board be taken under submission. Motion
passed by the following vote:

In order to study the schematic proposal further before action is taken,
and in order to stay within the time schedule it was agreed to adjourn this
meeting to 8:00 A.M. March 8th,1966.
Councilman Morton reported that Mrs. Hollis, Chairman of the Beautification
Committee has suggested that any member of the Council having any suggestions
that the Committee could work on would be appreciated.
It was moved by Councilman Dunnum, seconded by Councilman Dickerson and
so ordered that there be a meeting with North American to consider the possi-
bility of serving their emergency needs. Councilman Dunnum, Mr. Kemper and
Reverend Cogswell were designated to arrange such a meeting.
It was moved by Councilman Dunnum, seconded by Councilman Morton and so
ordered the M.Aisterial Association,with particular stress that all faiths
be included, be contacted in regard to suggestions as to what should be in-
cluded in Chapel.
It was moved by Councilman Morton, seconded by Councilman Corbin and
passed by the following vote that $13,000 be transferred from Account 86003
to Account 86020 for a 12" water main extension on the North side of Florence
from Paramount to Tweedy Lane, and a 6" main extension from Florence Ave.
north on Tweedy Lane to a point 125' so of Dinsdale. $29262;00 to be paid by
Mr. Harry Boand. Public Works be authorized to dray plans and specifications
and advertisefor bids.

passed by the following vote that authority be granted for the Water Super-
intendent to attend the weekend courses on Water Quality Management April
15-16 and April 22-23 in Los Angeles, with reasonable expenses.

so ordered that the question of bronze plaques for historic sited be referred
to the Historical Society.

Department be approved as presented.

A brochure was presented setting forth the new time schedule for trash
pick within the City.
Councilman Morton requested that the suggestionaregarding the traffic,:
lights on Florence Ave., made by the Downey Savings and Loan Association be
considerated by the Traffid Committee and that the Downey Savings and Loan
be so notified that they may be present.
