OF THE CITY OF DOWNEY
DECEMBER 2.8, 1965
The City Council of the City of Downey held a regular meeting at 8:00 a.m.
December 28, 1965, in the Council Chamber of the Downey City Hall, Mayor Scott E.
Temple presiding.

Reverend Henry Blackaby of the First Southern Baptist Church delivered the
invocation.
It was moved by Councilman Dunnum, seconded by Councilman Temple and sc ordered
that the minutes of December 13, 1965, be approved with an amendment to page four
relative to the modified agreement with the Downey Community Hospital Foundation to
include the additional financial responsibility for the additional nursing l.o,_�r.
The following correspondence was reviewed:
A letter of resignation, to be effective January 1, 1966, from Mr. Ed William :aC —,
consultant for the Water Division. Ordered received and filed.
Letter from Mr. Ralph E. Wittick of The Golden Cue, requeEting a hearing relative
to revocation of permit for operation of a pool hall at 11026 Downey Avenue,
It was moved by Councilman Dunnum, seconded by Councilman Dickerson an-a' so
ordered to set a hearing for 8 :00 A.M., January 25, 1966, in the Council Chamber of
the Downey City Hall

Letter from Diehl, Evans and Company relative to the quarterly audit, listing
the items which were included in their audit. Councilman Morton suggested t'he report
include information as to the results of their audit rather than just listing the
items which were covered. The City Manager was requested to so notify the auditors,
Proposed modification of the Downey Hospital Foundation agreement from the .City
Attorney.
It was moved by Councilman Dunnum, seconded by Councilman Dickerson and passed
by the following vote to approve the lease modification with the Downey Hospital
Foundation and authorize the Mayor to execute the agreement on behalf of the City
of Downey.

Modified Agreement for Emergency Hospital service from the City Attorney.
It was moved by Councilman Morton, seconded by Councilman Corbin and passed by
the following vote to approve the agreement modifications and authorize the Playor
to execute the agreement on behalf of the City.

A commendation to the Police Department from Stephen A. Derkum of Buena Park,
California was ordered received and filed.
League of California Cities request that the City Manager serve as a member of
their Committee on Undergrounding Utilities.
It was moved by Councilman Corbin, seconded by Councilman Morton and Passed by
the following vote that the City Manager, Oren L. King, accept the appointee nt to the
League of California Cities Committee on Undergrounding Utilities and authorize the
City Manager to attend the meeting January 14, 1965, in Berkeley, with reasonable
expenses allowed, and that a subsequent report be made to Council of this meeting.

A letter from The International City Managers' Association requesting Use of
a letter from the City of Downey for its new training manual, "Municipal t -ablic
Relations" was ordered received and filed.
Amendment of the Agreement with Albert C. Martin and Associates was review�y..
It was moved by Councilman Morton, seconded by Councilman Dunnum and passed by
the following vote to approve amendment to Agreement with Albert C. Martin. & Asyc;ciates
and authorize the Mayor to execute the agreement on behalf of the City.

A letter from the Chief Administrative Officer, County of Los Angeles relative
to increase in ambulance rates for emergency services. Ordered filed.
Complaint for damages from Oliver R. Goethe. It was moved by Councilman C:7�rbin,
seconded by Councilman Dunnum and so ordered that the claim of Oliver R. Goe:ahe be
denied and referred to the City's insurance carrier.
Request from Mr. Joseph Misansky requesting paveout at Marbel at the
corner of Alameda Street was reviewed with Mr. Spindel reporting that the reque8
would be in line with the policy of the City in paving out select system
and that City forces could do this small job.
It was moved by Councilman Dunnum, seconded by Councilman Morton and pas�!�ud 'by
the following vote to approve paveout by City forces as requested by Mr. Misa--,oky.

Request from Mr. John Hume, General Manager of the Downey Recreation and Park
District for information relative to the proposed dissolution of the park district in
any Council actions taken. Received and filed.
Memorandum from Mr. Gabriel requesting that authority be granted to dispc3se of
miscellaneous salvagable material in the hospital site and advertise for bids for
removal of two houses, and the remaining homes in the area to be demolished as scion
as all am vacated.

passed by the following vote to authorize disposition as quickly as possible of
salvagable miscellaneous material, demolition of homes not qualified for sale, and
advertise for sale and removal of two homes in the hospital site area.

Councilman Dunnum left the Council Chamber.

Department properties in accordance with recommendations of the Water Boafd, and
authorize preparation of plans and specifications as indicated in memorandum from

Councilman Dunnum returned to the Council Chamber.
City Clerk Della Doyle explained the procedures under new legislation govern-
ing municipal elections whereby it is permissive to require a deposit of candidates
wishing to file a Qualification Statement, and Council action was requested to
conform with ,this change in legislation.

by the following vote to authorize requirement of a $125.00 "deposit from candidates
filing a Qualification Statement.

which is used by all departments.

Mayor Temple read a letter directed to Mr..Ervin Spindel from Mr..Ed Williamson
relative to his retirement from the Downey Water Department as consultant. Council -
men expressed their appreciation of his various services to the City, stating he
is one of the most honorable men in the community; that the City was most fortunate
to have had the advantages of Mr. Williamson's experience and knowledge at the time
the City was forming the municipal water department. Councilman Dickerson stated
it would be almost impossible for the City to ever find a man to double the efforts
and fine service to the community of Mr. Ed Williamson. Mr. Spindel remarked his
association with Mr. Williamson has been very rewarding and his services to the City
and to the department are sincerely appreciated.
Mr. Walter Wanke stated it had been a pleasure working with Mr. Williamson and
he admires his fine record. The City Manager remarked that Mr. Williamson was very
helpful in making appraisals of various water companies in the studies made by the
City and he wished to commend him highly.
Don Warren expressed that the cooperation from-Mr. Williamson through the years
has been tremendous.
Mayor Temple then presented a plaque from the City commending Mr. Williamson
for his dedicated service to the community.
Mr..Williamson remarked it was a great pleasure for him to receive the plaque;
he appreciated working for the District the last 30 years and feels it has been the
nicest part of his life.
It was moved by Councilman Morton, seconded by Councilman Dunnum and passed by
the following vote to authorize Lee Leavitt, City Engineer to attend the Institute
of Traffic and Transportation Engineering Conference in Berkeley, January 27 -29, 1966
with reasonable expenses allowed; and to authorize Mr. Ervin Spindel, Director of
Public Works, to attend the Public Works Management Seminars at the University of
California Tahoe Alumni Center from March 20 through March 25, with reasonable
expenses allowed.

In- service promotions were announced by the City Manager: Mr. Weston Pringle
to Associate Civil Engineer and Mr. Charles Eecelston to the position of Assistant
Traffic Engineer, effective January 1, 1966; and Mr. Don Hallman to Principal
Planner, Paul Moeller to Associate Planner on a six- months' probationary basis,
effective January 1, 1966.

side of Western from Fifth Street to Florence Avenue.

The City Manager praised the .Police Department and the Fire Department and City
employees for their efforts in aiding the needy at Christmastime by filling of boxes
for families by the Police Department and policemen's wives in lieu of exchanging
Christmas cards through the department; and the Fire Department's aid in collecting
toys for the U.S. Marine Corps "Toys for Tots" program.

The City Manager briefly reviewed the Sister City and Rose Float Association
activities for the coming week and announced there would be a special press con -
ference Friday morning at 9 :00 A.M. to present the Rose Float Queen and her
entourage and Guadalajara guests.
The City Manager requested December 29 and 30 as vacation days. It was
moved by Councilman Corbin, seconded by Councilman Temple and so ordered that the
City Ma-nager's vacation request be granted.
A written report was distributed to Council for their study only relative
to elevated water tank. The City Manager stated that from the bids received for
its removal, it would appear that an additional $4,000 will be required.
A request has been made, according to the Director of Public Works, that
Council renew the contract with the County for street maintenance prior to June,
1966.
It was moved by Councilman Morton, seconded by Councilman Dickerson and
passed by the following vote to authorize renewal of the agreement between the
City of Downey and the County of Los Angeles for street maintenance and prepara-
tion of proper resolution.

regarding good City government as another year approaches.
Councilman Corbin wished to commend the Fire Department on its training
manual. Councilman Dickerson commended all departments and staff anJ especially
wished to commend the Department of Public Works on its work on the :storm drain
project.
Councilman Dunnum requested that, prior to the next Council meeting, if possible,
a meeting be arranged with as many Council :members as could attend and Mrs. Wilma
Bloom relative to a pedestrian crosswalk at the intersection of Everest Street and
Woodruff Avenue which lev,ds to Woodruff junior High School,
Councilman Morton stated that Councilman Corbin and he had attended the
Christmas party at the Las Padrinas Juvenile Hall and had witnessed presentation
of a special commendation to Mr. and Mrs. Wendell Wiser for their service_; to the
Hall through the years..
Councilman Morton also wished to commend the Police Department for reso�...ring
problems of juveniles before they go to the juvenile court, stating this work of
the Police Department is sometimes overlooked and is the type work that is nit
being done in some other cities.
