HomeMy WebLinkAboutMinutes-10-05-65-Regular Meeting2128 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY OCTOBER 5TH, 1965 The City Council of the City of Downey held a regular adjourned meeting in the Council Chamber of the Downey City Hall at 8 :00 A.M.., October 5, 1965, Mayor Scott E. Temple presiding. COUNCILMEN: Corbin, Dickerson, Dunnum, Temple ALSO PRESENT: Oren L. King, City Manager A. C. Gabriel, Director of Finance Sherman Griselle, Director of Planning Ervin Spindel, Director of Public Works Don Robison, Assistant to the City Manager Ray Lake, Director of Building and Safety Don Warren, Deputy Fire Chief Ivan A. Robinson, Chief of Police Robert Shand, Purchasing Agent Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk Ray Lake, Director of Building and Safety, delivered the invocation. The City Manager advised that the architects and Medical Advisory Committee are still studying the master plan prior to making specific recommendations on the schematics for the Downey Community Hospital and have requested continuation until the next Council Meeting. Mr. King announced that the Purchasing Agent's office is still tallying the quotations for Christmas lights for the City and these would be brought to the meeting when they were completed. The City Clerk reported on a letter of appeal received from Nick A. Shubin to Zone Exception Case No. 606. It was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that a public hearing be set for 7:30 P.M., November 8, 1965, in the Council Chamber of the Downey City Hall. A letter from the Downey Historical Society for a request of disbursement of $100 for a float to depict the early history of Downey in the Founders' Day Celebration next week was reported received. Mr_. Irvin Phelan, Yankee Street, Downey, outlined the plans for this float. It was moved by Councilman Dunnum, seconded by Councilman Dickerson and passed by the following vote to authorize expenditure of $100 from the $600 budgeted for the Downey Historical Society for its float for the Founders' Day Parade. W. Ward as member of the Downey Historical Society to represent District #1. A letter from Rodney V. Cogswell, President of the Downey Community Hospital Foundation was received and filed. Mayor Temple advised of a request from Mrs. James Dickeyof the Rio San Gabriel P.T.A., requesting barricading of Eglise Street, Woodruff Avenue at the south and Gotham Street at the north on October 29, 1965, for the schools! carnival, and recommended that the Director of P14blic Works be directed to set up Council Minutes - 10/5/65 -1- 2129 the barricades. The Chief of Police stated the barricades would not pose a hazard nor a safety problem. It was moved by Councilman Dunnum, seconded by Councilman Corbin and passed by the following vote to barricade Eglise Avenue as requested by Rio San Gabriel P.T.A. for October 29 on the condition that the residents have access to their properties at all times. (3:30 to 8:00 P.M.) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING AN AGREEMENT OF THE ACQUISITION OF A PORTION OF THE CITY OF LAKEWOOD WATER SYSTEM The City Clerk advised that the ordinance was introduced at the last meeting, however it must be introduced again this morning due to a change in the Agreement which is to be approved. - It was moved by Councilman Dunnum, seconded by Councilman Corbin and so ordered that further reading be waived. AYES: 4 Councilmen: Corbin, Dickerson, Dunnum, Temple NOES: 0 Councilmen: None ABSENT: 1 Councilman: Morton The City Manager reported that Los Angeles County has submitted an amend- ment to the Agreement between the County and the City for street maintenance, which is renewable each year. It was moved by Councilman Dunnum, seconded by Councilman Dickerson and r` so ordered that authority be granted to enter into the Agreement as amended between the County and the City of Downey for street maintenance and to authorize the Mayor to sign the Agreement on behalf of the City. A communication from Supervisor Frank Bonelli advising it would be appreci- ated if the City would be responsible for display of the American and California State flags on certain holidays on which the Court building is closed was outlined by Mr. King who suggested that certain groups such as the Boy Scouts, American Legion, etc. could be responsible for doing this on the 12 holidays of the year. Council Minutes - 10/5/65 -3- 2131 Councilman Dunnum requested the City Manager arrange and report such list to the Court when compiled, showing the . various groups who will be responsible! for display of the flags at the Court Building., and that Council be furnished the schedule also. It was moved by Councilman Corbin, seconded by Councilman Dunnum and passed by the following vote to authorize representatives Robert Gain and Donald Stoddard`.to attend the League of California Cities Employees Association conference in Pasadena, from October 14 - 17 with a joint expense of $97 allowed them. AYES: 4 Councilmen: Corbin, Dickerson, Dunnum-, Temple NOES: 0 Councilmen: None ABSENT: 1 Councilman: Morton It was reported by the City Manager that the Downey Unified School District Board is willing to deed the right of way free of charge for widening of Brookshire Avenue in exchange for this improvement with the following work to be done: 1. Removal of a portion of the grandstand within the proposed right of way and replacement with equivalent number of seats at the baseball field in a location approved by the School District-. 2. Relocation of all fences within the right of way to the new property line. (No cost to the School District.) 3. Reconstruction of all driveways and sidewalks. 4. Construction of bus loading zone, approximately 315 feet long,.in front of Downey High northerly of Second Street. 5. Planting of street trees and tree wells in sidewalk areas; sidewalk con- struction adjacent to Downey El (kmentary.School so that existing trees will be preserved. In addition, the City will perform all work required for the actual street widening, such as removal and reconstruction of curbs, gutters, paving, and the construction of storm drain in Brookshire Avenue from Firestone Blvd. to Third Street at no cost to the School District. It was moved by Councilman Temple, seconded by Councilmen Dickerson and passed by the following vote to authorize work to be done in exchange for right of way toward widening of Brookshire Avenue, Select System Project #88 in accordance with the above stated conditions. AYES: 4 Councilmen: Corbin, Dickerson, Dunnum, Temple NOES: 0 Councilmen: None ABSENT: 1 Councilman: Morton The City Manager outlined the bid quotations for Christmas decorations.. The pro- posals rangefrom a low figure of $4500 for the installations, upon a lease _basis, .as compared with a figure of $9180 for purchase of the same number of decorations, including cost for wiring, pole installation at gateways, equipment and labor. These prices are based upon decorations which are attractive and have previously.been accepted by the Chamber of Commerce and the merchants. It was stated it is possible that a savings in the future may be made through the purchase of decorations over the years on a lease- purchase arrangement; however, to start at this late date indicates a heavy initial outlay which was not budgeted. Included in this yearls budget is an aerial ladder truck for the Forestry Division which might be utilized for this work in the future; however it will not be available this year. Arrangements for a lease- purchase agreement, or a straight purchase of the decorations are usually made early in the year to provide adequate t.ime.to plan the proper installa- tion which can then become of a more permanent nature. Certain electrical plans must be completed which also may be installed upon a semi- permanent nature. The low quotation of $4500 was recommended for leasing of 50 pole decorations 4 gateway streamers, all to be installed by the company. This quotation from Valley Decorating Company also includes six life -size Dickens Carolers to be-installed by the City, properly lighted and retained as a courtesy from the Valley Decorating Company. Peggy Mantz, 8138 Firestone Blvd. of the Downtown Downey Business Assn., inquired if it was the intent of Council that merchants contribute toward the cost of Christmas lights. She was advised that it is hoped contributions will be forthcoming from the merchants interested in having Christmas lights.. It was moved by Councilman Dunnum, seconded by Councilman Dickerson and passed by the following vote that the City allocate $3500 to the Chamber of Commerce for Christmas decorations, to be matched by $1;000 from supporting businesses, the Chamber of Commerce to handle the disbursement of the funds; the supporting businesses to determine the placement of the lights; that an accounting of the disbursement of the funds be sup- plied Council as to cost of installation and lighting to be by December 1, 1965, with the understanding that the City will inherit the Dickens Carolers as permanent property. Council Minutes - 10/5/65 -* 24.32 AYES: 4 Councilmen: Corbin, Dickerson, Dunnum, Temple NOES: 0 Councilmen: None ABSENT: 1 Councilman: Morton Councilman Dunnum recommended that some type of immediate action be taken to retain Downey as a complete unit in any reapportionment program, suggesting that an appointment be set up to discuss this matter with Senator Don A. Allen, or that the City Attorney bring suit to reaffirm and reactivate efforts toward this aim. It was moved by Councilman Dunnum, seconded by Councilman Dickerson and passed by the following vote to authorize the Mayor or his representative, the City Attorney and the City Manager to arrange a special appearance before the Legislature concerning reapportionment re- emphasizing that Downey should be included as a unit in its Senatorial District. AYES: 4 Councilmen: Corbin, Dickerson, Dunnum, Temple NOES: 0 Councilmen: None ABSENT: 1 Conncilman: Morton Wendell Wiser, 11215 Woodruff, stated he was glad to hear that Council intends that other areas be included for Christmas lighting than just the Downtown business core. Mr. Wiser submitted a list of appraisals of property north of Firestone Boulevard for proposed extension of Woodruff Avenue with three alternate routes to be followed, stating that it appears to him it would be wise for the City to acquire this property at an early date rather than awaiting operation of the Broadway Department Store in the Stonewood Area when costs could then rise considerably. Mr. Wiser stated he would like an early report on the parkways problem. The City Manager reported the report on the parkways is ready to submit to Council, however, it was held until the next regular Council Meeting. It was moved by Councilman Corbin, seconded by Councilman Dickerson and passed by the following vote authorizing enclosing the Public Works grease rack on two sides with concrete blocks, leaving it open on the north side at an approximate cost of $2500.00 from the Capital Improvement Account as budgeted; and an additional $1,000 for installa- tion of a chain link perimeter fence between the Public Works Yard and the drill tower for development of the City nursery and additional storage for a total of $3500.00. It was moved by Councilman Corbin, seconded by Councilman Dickerson and passed by the following vote to proceed with an engineering study of the drainage coming into the 10,000 block area of Little Lake Road. ABSENT: 2 Councilman: Dunnum, Morton Council Minutes 10/5/65 -5- 2'33 It was moved by Councilman Dickerson, seconded by Councilman Corbin and passed by the following vote to authorize the Director of Public Works to proceed with acquisition of right of way necessary for the extension of Via Rio Nido from the east end of the existing pavement at the same width that now exists to connect with Old River Road and suggest method of financing improvements and right of way costs_. AYES: 3 Councilmen: Corbin, Dickerson, Temple NOES: 0 Councilmen: None ABSENT: 2 Councilmen: Dunnum, Morton Mayor Temple mentioned a nuisance problem arising out of noise from a plant in the vicinity of Rio Hondo Drive adjacent to Bell Gardens, at which time the residents are finding it very difficult to sleep. He also mentioned that there is a drainage problem in this area. Mr. Spindel remarked that the drainage problem should be eliminated at the time the storm drain bond issue for that area is completed. Jim Combs, 11114k Downey Avenue, urged Council to keep abreast of pre- emption by the State on certain matters. Mayor Temple advised encourage- ment of petition pre - emption amendment.. It was moved by Councilman Corbin, so ordered to authorize preparation of petition with copies being sent to the seconded by Councilman Dickerson and a resolution supporting initiative proper state officials..
