Temple presiding. PRESENT: Councilmen: Corbin, Dickerson, Dunnum, Temple ABSENT: Councilmen: Thomas H. Morton ALSO PRESENT: Oren L. King, City Manager A. C.. Robinson, Chief of Police Lee Leavitt, City Engineer Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk Dr. Floyd Peterson of the Moravian Church delivered the invocation. Mayor Temple then requested Mrs. Claude Bowman to introduce .guests from Jalisco, Mexico from the Orphanage in Guadalajara and their press representative from Guadalajara. Members of the Sister City Committee present were then intro- duced, and members of the choir from the orphanage came forward and introduced themselves before rendering selections in their native tongue . Appreciation was expressed to the Sister City members and friends from Guadalajara. Mayor Temple announced the public hearing which was continued from the meeting of July 27, 1965, on the vacation of a portion of Cherokee Drive, Resolution of Intention #1585. City Clerk Della Doyle reported proper notification of the hearing had been published and posted. There being no written and no oral objections or comments, it was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that the hear- ing on the Resolution of Intention vacating a portion of Cherokee Drive be closed. RESOLUTION NO. 1590 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ORDERING A VACATION OF A PORTION OF CHEROKEE DRIVE LYING EASTERLY OF WILEY BURKE AVENUE AS SHOWN ON TRACT NO. 17580 PER MAP RECORDED IN BOOK 451, PAGE 37 THROUGH 4.0 OF MAPS IN THE OFFICE OF THE COUNTY RECORDER, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA The resolution was read by title only. It was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that further reading be waived. It was moved by Councilman Corbin, seconded by Councilman Dickerson and passed by the following vote that Resolution No. 1590 be adopted. Mr. Ervin Spindel, Director of Public Works, stated the hearing is on the assessments for weed abatement done during the fiscal year 1964-65 and that proper notification had been published and the Affidavit of Publication was on file with the City Clerk. Council Minutes - 8/9/65 -1- There being no written and no oral objections or comments, it was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that the hearing on the weed abatement for 1964 -65 be closed. It was moved by Councilman Dunnum, seconded by Councilman Corbin and passed by the following vote to affirm assessments which have been levied for the past year for weed abatement and performance of the work. AYES: 4 Councilmen: Corbin, Dickerson, Dunnum, Temple NOES: 0 Councilmen: None ABSENT: 1 Councilman: Morton Mayor Temple announced the public hearing on Downey Improvement Project No. 517, 10014 Paramount Boulevard. Mr. Spindel stated proper notification had been sent to the property owners in the area. A letter had been received from an attorney for a property owner stating they had no objections to the improvements but would like to contact the successful bidder regarding time schedule so his business will not be tied up for an undue length of time. It was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that the hearing on DIP #517 be closed. It was moved by Councilman Dunnum, seconded by Councilman Corbin and passed by the following vote to authorize the Department of Public Works to proceed under Chapter 27 with improvements under DIP #517, 10014 Paramount Boulevard, at an estimated cost of $950.00. Mr. Spindel stated proper notices had been sent to the property owners. There being no written and no oral objections or comments, it was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that the hearing be closed on DIP #530, Rives Avenue improvements, under Chapter #27 of the State Division of Highways. It was moved by Councilman Corbin, seconded by Councilman Dunnum and passed by the following vote to authorize the Department of Public Works to proceed with improvements on Rives Avenue under DIP #530, Chapter 27 proceedings. The City Clerk reported on the following correspondence: A letter from the Holton Construction Company relative to disqualification of their bid on the Pump House. It was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that the letter be received and filed. A letter from Mr. J. Daniel objecting to increase in rates for rubbish col - lection. It was moved by Councilman Dunnum, seconded by Councilman Corbin and so ordered that the letter be received and filed. Communication from Los Angeles County Road Department relative to Aid to Cities in the amount of $65,965.00 for the fiscal year 1965 -66. Countil Minutes - 8/9/65 -2- 2379 Letter from Los Angeles Airways, Inc. in appreciation of the City's support at the hearing in connection with permanency of its operating certificate and thanking Mr. King for his testimony at that hearing. Ordered received and filed. Mr. King requested authority to appear before the Subcommittee on the importance of air transportation to Small Business this Friday at 11 :00 A.M. at International Airport (Helicopter service). It was moved by Councilman Dickerson, seconded by Councilman Dunnum and passed by the following vote to authorize the City Manager to represent the City of Downey at the hearing as requested by him. It was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that the letter be accepted and filed, and the matter referred to the architects for the hospital. Mr. Jonathan Lloyd of the firm of A. C. Martin and Associates was called upon at this time to review the Master Plan for the proposed Downey Hospital, after which presentation, Mr.. Lloyd answered questions of Council and requested that the Master Plan be approved as he feels they should proceed with the next phase of schematic drawings as expeditiously as possible. Councilman Dunnum suggested that surveys on other hospitals compared to what Downey is planning be made, and on hospital major medical in comparison with approximately three insurance companies. It was moved by Councilman Dunnum, seconded by Councilman Corbin and passed by the following vote to approve the Master Plan for the Downey Hospital as submitted by the firm of A. C. Martin & Associates, with decision at a future time being made as to beds per rowm and whether there is to be a basement considered for the structure. AYES: 4 Councilmen: Corbin, Dickerson, Dunnum,. Olson representing property owner in Lot Split #389, requesting that the matter be referred to the Planning Commission for it is -felt they could work out a solution to the problem which would be satisfactory to the City. It was moved by Councilman Corbin, seconded by Councilman Dickerson and passed by the following vote that Lot Split #389 be referred to the Planning Com- mission as requested by Mr. Olson. It was moved by Councilman Dickerson, seconded by Councilman Dunnum and so ordered that Lot Split #90 be held over to the meeting of August 84, 1965, for consideration when Councilman Morton would be present since the matter is in his councilmanic district. This was satisfactory with Mr. Biby and other interested parties who were present. A letter from the Planning Commission commending the City Council for the modernization of the Council Chambers was received and filed. Council Minutes- 8/9/65 -3- 232 0 Request from the First Christian Church of Downey for permission to have a parade on September 10, 1965 at 7:00 P.M. Reverend Chase advised there would be about 1,000 young people present and that it would be a very worthwhile event. It was moved by Councilman Dunnum, seconded by Councilman Dickerson and so ordered that the approval of the parade as requested by the First Christian Church be granted. Request for parade from Rio Hondo Baptist Church to be held on August 14, 1965, at 2:00 P.M. It was moved by Councilman Corbin, seconded by Councilman Dunnum and so ordered that the request for parade permit be granted the Rio Hondo Baptist Church. Letter from Mr. Donald S. Riggs, 9424 Tweedy Lane, requesting a deviation of standard sidewalkl'ocation, together with matching funds as provided in MF Project #91 involving both north and south sides of Suva, between Tweedy Lane and Samoline. It was requested by Mr. Riggs that the proposed sidewalk be placed at curbside. Mr. Riggs also stated that the 14' setback from the curb on Tweedy Lane is satis- factory to all four property owners involved and he requested that it also be established as a curbside sidewalk. After discussion of the unusual conditions and size of these properties, it was felt this would not establish a precedent. It was moved by Councilman Dunnum, seconded by Councilman Corbin and passed by the following vote to approve curb sidewalks and matching funds, MF Project #91, on the north and south sides of Suva between Tweedy Lane and Samoline. AYES: 4 Councilmen: Corbin, Dickerson, Dunnum, Temple NOES: 0 Councilmen: None ABSENT: 1 Councilman: Morton Councilman Dunnum suggested that if the cost of moving of a telephone pole would bring the cost of sidewalk installation above the normal cost for matching funds, that the matter be brought back to Council before proceeding further. So ordered. A letter from Mr. Bruce Moore, Superintendent of the Downey Unified School District presenting a list of hazardous conditions encountered by students on their way to and from school requested Council take necessary action to eliminate these conditions insofar as possible. Mr. Karl Grahn, 11627 Brookshire Avenue, Business Manager of the Downey Unified School District, outlined the various hazards con- tained on the list presented to Council. The matter was referred to the Traffic Committee for study, together with Item G3(g), obstructions in parkways, with the recommendation of setting up a field trip for Council. Mrs. Cora Rowe, 9435 Borson Street, outlined the hazardous conditions at Woodruff Junior High School and requested that the Traffic Committee look into this matter immediately, Letter from the Downey Recreation and Park District requesting a meeting between the Park Directors, Patrick J. Kearns and Joe Glenn Coss with the Downey City Council. It was moved by Councilman Corbin, seconded by Councilman Dcliax8cnand so ordered that the letter be received and filed. Request from the Downtown Business Association for a Parade Permit for October 16, 1965, at 9:00 A.M. It was moved by Councilman Dickerson, seconded by Councilman Dunnum and so ordered that the Downtown Business Association's request for parade permit for October 16, 1965 be approved as requested. Council Minutes - 8/9/65 -4- ArAJj51 Request from Downey Lodge No. 220, Free and Accepted Masons for parade to be held August 21 at 11:00 A.M. It was moved by Councilman Dickerson, seconded by Councilman Corbin and so ordered that the request from the Downey Lodge for a parade permit be granted as requested. Request from the Warren High School for City support of their request to participate in the Rose Parade on January 1, 1966. It was moved by Councilman Corbin, seconded by Councilman Dickerson and so ordered that the request be approved. The City Manager stated he would contact the Chairman of the Pasadena Tournament of Roses immediately. ORDINANCE NO. Mr. A: E. Still, 7922 De Palma Street, advised Council he would like to see Site 8 improved and urges immediate action in this direction. AYES: 4 Councilmen: Corbin, Dickerson, Dunnum, Temple NOES: 0 Councilmen: None ABSENT: 1 Councilman: Morton Mr. King reported that on the south side of Second, easterly of Downey Avenue, the Christian Science Reading Room have been given 30 days' notice to vacate and authority was requested to call for bids for the sale of and /or demolishing of that building. Also, the building occupied by a cleaning estab- lishment under lease, expiring January, 1967 has been considered and tentative arrangements made for purchase of this lease for $3,500.00. If this is agreed upon, authority is needed to also call for bids for sale and /or demolishing of that building at the same time. Authority was requested to authorize the Engineering Division to prepare plans and specifications for paving, lighting and landscaping this lot for parking as the others have been done in the downtown business area and it is hoped this can be put into operation at a--reasonably early date. Director of Building and Safety to attend the International Association of Electrical Inspectors annual meeting in Sacramento October 4 - 7, 1965, with reasonable expenses. Mr. Wiser also inquired as to the time the City Council plans to make a report on the obstructions in parkways which was requested some time ago. He was informed that the report would be forth - coming on August 24. Councilman Dickerson requested the City Manager to check into affiliation With S.C.A.G. (Southern California Association of Government). The City Manager advised he would contact Mr. Jay Michaels inviting hint to Downey in order to furnish Council with information on the.S:.C.A.G. organization. Mayor Temple reported there had been some complaints made about drainage water accumulating south of the Rio San Gabriel Park and the Public Works Director was requested to make a study to determine whether it is a park district or county matter, as the water collecting is coming from other areas. Councilman Corbin brought a report from the League of California Cities meeting that the State Highway Patrol is authorized to assume control of the freeways within the City without contract and that the revenues from fines would remain unchanged. Mr. Spindel reported that a southerly route for the Century Freeway has been recommended and that it was the City of Downey who had first recommended that it be routed from California Avenue to Central Avenue, which is the decision pending at this time. Mr. Icing and Mr. Spindel will attend the Century Freeway meeting at the International Hotel on Friday, August 13, 1965.
