OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
JULY 27, 1965
The City Council of the City of Downey held a regular meeting in the Council
Chamber of the Downey City Hall at 8:00 A.M., Mayor Scott E. Temple presiding.
PRESENT: Councilmen: Corbin, Temple
ABSENT: Councilmen: Dickerson, Dunnum, Morton
ALSO PRESENT: Oren L. King, City Manager
Robert Shand, Purchasing Agent
Sherman Griselle, Director of Planning
Lee Leavitt, City Engineer
Ivan A. Robinson, Chief of Police
Robert Gain, Fire Chief
Ray Lake, Director of Building & Safety
Ervin Spindel, Director of Public Works
Don Robison, Assistant to the City Manager
Della Doyle, City Clerk
Alberta Pfeiffer, Deputy City Clerk
Reverend Rodney V. Cogswell of the Presbyterian Church delivered the
invocation.
Mayor Temple called upon Freeman Henry, President of the Sister City Com-
mittee, to present students visiting from Mexico. Mr. Henry reported there
were two groups of students, one from Monterey and the other from Guadalajara,
and called upon Emmett Williams to handle the introductions.
Emmett Williams stated the students had been in a television competition of
sixth graders and had placed third, winning the trip to Downey and Disneyland.
Gifts of miniature serape's and sombrero's were presented for Downey students and
introductions were made of the students, their teachers and principals, with the
latter expressing in their native tongue, appreciation of the hospitality shown
them and of the pleasure to visit the City of Downey, sister City to Guadalajara.
The Chief of Police Ivan Robinson assisted Mayor Temple in bestowing honorary
membership upon the visitors from Monterey and Guadalajara.
Mayor Scott Temple reported that due to lack of a quorum of Councilmen present
there could be no business transacted, and the hearings set for 8:00 A.M. would
be continued to 7:30 P X., August 9, 1965, in the Council Chamber of the Downey City
Hall. The hearings continued were:
1. Vacation of a Portion of Cherokee Drive
(Resolution of Intention No. 1585)
2. Weed Abatement for 1964 -65
The Mayor then introduced Mr. A. C. Martin of the firmlof A.C. Martin
Associates, who presented the Master Plan of the proposed Downey Community Hospital.
Assisting Mr. Martin were Jonathan Lloyd, Project Manager; Phil Fisher, Project
Designer, and Associate Planner, Jim Moore.
Dr. Leonard Burton and Reverend Rodney V. Cogswell urged that further con-
sideration be given in the :Waster planning or basic plan for semi - private rooms.
Mayor Temple reported on receipt of correspondence as follows:
1. A letter urging or recommending that there be a registered physical
therapist in the new hospital. Dr. Burton advised that two physical therapists
from Rancho Los Amigos Hospital have been in consultation at all times with the
Downey Community Hospital.

2. A letter from R. J. Murdock relative to the validity of a City ordinance
restricting parking in certain locations was referred to the Chief of Police for
study and recommendation.
The City Manager commended the Council on its methodical handling and
progress toward establishing a hospital.
The City Manager, Oren L. King, reported on the hearing attended by the
Planning Director, Sherman Griselle, and himself relative to establishing a
heliport in Downey and stated that the City of Downey had an excellent presenta-
tion and support from adjacent cities and that Downey is #1 on the list when
a heliport Wight be activated and ready for operation.
Mr. Phil Ortiz commended the City Council on its action relative to passage
of an ordinance regulating obscene literature and urged Council's support of
County and State legislation pending this regard.
Mr. Don Jorgensen, past president of Senior Citizens group in Downey,
reported delivering a petition to the Secretary to the Mayor relating their stand
on a certain matter which he hoped would be brought before Council when there was
a quorum present.
The meeting was adjourned at 9:40 A.M.
