OF THE CITY OF DOWNEY
FEBRUARY 23rd, 1965
The City Council of the City of Downey held a regular meeting in the
Council Chamber of the Downey City Hall at 8:00 A.M., February 23rd, 1965,
Mayor Pro - Tempore Scott E. Temple presiding,
PRESENT: Councilmen: Dickerson, Temple, Corbin, Dunnum
ABSENT: Councilman: Morton
ALSO PRESENT: Oren L. King, City Manager
A.C. Gabriel, Director of Finance
Ervin Spindel, Director of Public Works
Lee Leavitt,City Engineer
Sherman. Griselle,Director of Planning
Don Robison, Assistant to the City Manager
Robert Gain, Fire Chief
Ivan A. Robinson, Chief of Police
Ray Lake, Director of Building and Safety
Della Doyle, City Clerk
Reverend Rodney V. Cogswell of the First Presbyterian Church delivered
the invocation,
Mayor Pro - Tempore Temple presented certificates of completion to
Williams R. Burke, Jr. and Ronald L. Burst of the Public Works for having
completed the course given in conjunction with the Southern California
Chapter of the American Public Works Association for Public Works inspectors.
Mr. Temple congratulated the men' on. having completed this work,
It was moved by Councilman Corbin, seconded by Councilman. Dunnum and
so ordered that the minutes of February 8th,1965 by approved as written.
The City Clerk presented the Councilmen with copies of the Articles of
Incorporation and the By -Laws of the Downey City Hospital Corporation.
Reverend Cogswell, Chairman of the Downey Community Hospital Foundation,
read a letter indicating that they were ready to transfer the title of their
land to the City at any time the City was ready to accept it.
It was moved by Councilman Dickerson, seconded by Councilman Dunnum, and
passed by the following vote that authority be granted the Mayor and City
Manager to execute the necessary papers to go into escrow with the Hospital
Foundation for this property.

The financial report of the Downey Museum of Art for the month of
January 1965 was presented. It was ordered received and filed.
Letters from Mr, L.H.Paul, Chairman of the Police Committee and Chief
Robinson were presented endorsing the recommendation of Supervisor Bonelli s
suggestion to divulge names of juveniles identified with major crimes of
violence and brutality.
It was moved by Councilman Dunnum, seconded by Councilman Dickerson
and so ordered that the Attorney be instructed to draw such a resolution
for the next meeting.

A letter from the Southern Pacific Company relative to the City of
Downey acquiring a portion of the right -of -way between Old River School Road
to Ryerson was presented. It was moved by Councilman Corbin, seconded by
Councilman Dickerson and so ordered that this matter be referred to the Plan-
ning Commission,

so ordered that the City Manager negiotate with the Southein Pacific Company
to see what can be done in regard to the obtaining this right -of -way,

A letter from the Coco -Cola Company was presentecY appreciation for the
City effort to provide a grade crossing on Patton. Road over the Southern.
Pacific right -of -way, The Director of Public Works reported that there
was further action to be taken on this matter under the recommendations to
be handled later in the agenda.
A letter from Del Clawson regarding the subsidies for Helicoper Service
was read, The City Manager was instructed to follow this matter closely.
A letter from Mr, Morton J. Golden, County -City Coordinator regarding
the alleged City - Unincorporated area tax inequity. This letter was received
and filed.
A letter from Royal M. Sorensen regarding the Lakewood Water System was
received and filed.
A request from Mr, Ralph B. Osborne, 7530k E, Firestone was presented
in which he asked that he not be forced to move the trail,-r from its present
location which is parked over a manhole. After some discussion it was
moved by Councilman Dunnum, seconded by Councilman Dickerson and so ordered
that the matter be taken under submission.
An appeal by Vernon M. Blythe -:on Zone Change #105 was presented. It
was moved by Councilman Dunnum, seconded by Councilman Corbin, and so ordered
that a hearing be set for 8:oo P.M., March 8th,1965,
An appeal by Leslie V. Olson on Zone Exception #549 was presented. It
was moved by Councilman Dunnum, seconded by Councilman Dickerson, and so
ordered that a hearing be set for 7:30 P.M,, March 8th,1965.
It was moved by Councilman Dunnum, seconded by Councilman Dickerson,
and so ordered that the request by the Downey Junior Atheletic Association
be granted for a parade on April 24,1965.
,A request by the Downey City Library Advisory Board for the sum of
$12,240,91 to be allocated for the purchase of books was presented, Mrs,
Ruth Miller explained that this sum was previously deleted from the Library
budget, After some discussion it was moved by Councilman Dunnum, seconded
by Councilman Dickerson and passed by the following vote that $5000.00 be
appropriated and the funds be transferred from the Unappropriated funds to
account #9- 7000 -963

The City Manager reported that_, because of the early request to the
State Department of Finance for a new State census they will be able to
complete it by April 1, 1965, thereby enabling the City to receive an additional
quarter's State shared revenue on the new census,
The City Manager also reported that to this date there had been 30 parking
spaces rented on a monthly basis for all -day parking on the City Parking District
lots,
It was moved by Councilman Dickerson, seconded by Councilman Corbin and
passed by the following vote that the proposed agreement for the continuation.
of Mr, Ed Williamson as Consultant to the Water Division be approved at the
rate of $500.00 per month to terminatt� March 1, 1966,

The ground breaking ceremony for the new Bob Spreen building was tentatively
set for 4:30 P.M. Thursday, February 26,1965.
The City Manager reported on the meeting of the Cities regarding the
Reapportionment'-. program and suggested that the Mayor, 1 Councilman and the
City Manager be designated as representatives from Downey at the study
meeting, The Mayor Pro - Tempore so ordered.
Councilman Dickerson suggested that a Schedule of the Committee Meetings
showing the place and time be posted to avoid confusion of those wishing to
attend.
Councilman Dickerson requested a field trip be scheduled so that the
Council can act on the improvements on Phlox Street.
Councilman Dickerson also suggested that some steps be taken to improve
the looks of the fence around the property formerly owned by Sachs,
Councilman Dickerson reported that he had a request from Mr. Hoffman
regarding a signal at Pangborn and Firestone. It was reported to be in the
budget for the coming year.
Councilman Dickerson asked for a report on the old building to be
demolished on Birchdale. Mr. Ray Lake reported that they were working on the
project and felt that it would be taken care of shortly. He also reported
a bad place in the street at 2nd and Paramount and requested that it be taken
care of. He suggested that there be a field trip arranged to Rio Via Nito.
I.t was moved by Councilman Dunnum, seconded by Councilman Corbin and so
ordered that the proper committees consider the possibility of opening Burns
Road thru the City to the east.
Councilman. Dunnum requested that the property owners on Meadow Road 'firom
Birchdale to Lakewood be advised of the matching fund program for sidewalks.
She also requested that the City Manager contact the Southern. Pacific Railroad
regards the long delays caused by the switching of their equipment at the street
crossings,
Councilman Dickerson requested that the owners of the bus bench at the
corner of Paramount and Gallatin be notified to clear the weeds under and around
the bench,
Councilman Temple reported that he had had some complaints about the lack
of parking space in the City Hall lots and asked if some measure could be taken
to correct the situation,
Mr, Alan Shane of the Junior Chamber of Commerce read a letter with their
recommendations for the change in the speed laws within the City.
