Kreider of th e Faith Mennonite Church of Downey. Presentation of a certificate of Certification of Purch made to Robert Shand by Mayor Morton and A. C. axing Agent was and Council congratulated Mr. Shand for qualifyingrfor 'thisecertificationce of through ten years of service in the purchasing field with five years of municipal government, plus passage of an examination. The City Clerk reported on the following written correspondence 1. A letter from Richard Carpenter, Executive Director and General Counsel of the League of California Cities relative to a speaking date in February. The City Manager was directed to follow through on this. 2. A letter from The Golden Cue requesting permission to allow persons under the age of 18 years to play pocket billiards with verified consent written by the parents. It was moved by Councilman Temple, seconded by Councilman Dickerson and so ordered that the matter be referred to the Youth Advisory Committee. 3. A letter from Leo Strassburger offering his property at 8312 E. 2nd Street in Downey for sale to the City for $25,000, with possession offered April 1, 1965. It was moved by Councilman Dunnum, seconded by Councilman Temple and passed by the following vote to approve purchase of the property at 8312 E. 2nd Street from Mr. Leo Strassburger for the sum of $25,000, plus escrow costs, and that the Mayor or City Manager enter into escrow, seller to pay all assessments. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY FINDING AND DETERMINING THAT THE PUBLIC INTEREST, CONVEN- IENCE AND NECESSITY REQUIRE THE ACQUISITION OF CERTAIN PROPERTY FOR STREET PURPOSES, SOUTHWEST CORNER PARAMOUNT BOULEVARD AND QUILL DRIVE The resolution was read by title only and was ordered filed as the property owner has dedicated the right of way for improvements under Cash Contract #145, Paramount Boulevard and Quill Drive, and it will not be necessary for condemnation proceedings to be instigated. After summation of bids for Cash Contract #145, installation of traffic signals and highway safety lighting on Paramount Boulevard at Quill Drive and Quoit Street, it was moved by Councilman Temple, seconded by Councilman Dickerson and passed by the following vote to award to the lowest and best bidder, William R. Hahn, in a lump sum in the amount of $6,939, waive irregularity of the bid bond and that all other bids be rejected. AYES: 5 Councilmen: Dickerson, Temple, Corbin, Dunnum, Morton NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None The City Manager reported that an Amendment to the County Ordinance #5582 for State Disaster Plan, had been submitted for Council consideration and study prior to the League of California Cities' meeting on January 7, 1965. It was suggested that no of action be taken until after a report from the City's Division of the League is made at a later date. It was moved by Councilman Temple, seconded by Councilman Dickerson and so ordered to take the matter of the Amendment relative to the State Disaster Plan under submission. After submission of bids for Purchase Contract No. 133 for a new sign posting truck, it was moved by Councilman Dickerson, seconded by Councilman Temple and passed by the following vote to award bid in the amount of $2760.41. to Downey Auto Center who complied with all specifications, and that all other bids be rejected. AYEA: 5 Councilmen: Dickerson, Temple, Corbin, Dunnum, Morton NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Council Minutes - 12/22/64 -5- 2202 Mr. Ervin Spindel, Director of Public Works, reported that it has been recommended to the Division of Highways that the Slauson Freeway be extended from the San Gabriel Freeway to Route 39 of the Santa Ana Freeway, and that other additions or deletions will be discussed from time to time in the ensuing five years. He further reported that a contract has been entered into for new signing of the Santa Ana Freeway to include more directional signs to Downey. After a report by Mr. King relative to a request that the City do the engineering for joint driveways for Chrysler and Kanar Companies on Telegraph Road for left turns, it was moved by Councilman Dickerson, seconded by Councilman Temple and passed by the following vote to authorize the City to perform the engineering as requested. A letter from the Library Advisory Board was read relative to a request for funds for rental record collection. T. (Chuck) Schweitzer on his appointment as councilman for the City of Lakewood and wished him success in his new appointment. It was reported that the matter referred from the last Council Meeting (Tract #28456) to the subdivision committee would not be reported on until the first meeting in January. Mr. Leslie Olson commended the Planning Commission and staff as being far superior to any other city and stated that he appreciates the orderly manner in which the Planning Commission meetings are handled. A. A. Dalessandro, 13522 Gunderson, expressed his problems relative to Subdivision Tract #28456 and requested that Council consider these at the time the report is submitted to them at their next meeting. Mayor Morton appointed Councilmen Ben Corb' bnic nds%arles Dickerson to the Indecent Literature Committee, with Councilman- 'esignated as chairman of the committee.
