MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
NOVEMBER 24TH, 1964
The City Council of the City of Downey held a regular meeting
in the Council Chamber of the Downey City Hall at 8:00 A.M., November 24,
1964, Mayor Thomas H. Morton presiding.
PRESENT: Councilmen: Dickerson, Temple, Corbin, Dunnum, Morton
ALSO PRESENT: Oren L. King, City Manager
Royal M. Sorensen, City Attorney
Bill Goggin, Assistant Director of Planning
A. C. Gabriel, Director of Finance
Ervin Spindel, Director of Public Works

Loren Morgan, Deputy Chief of Police

Don Robison, Assistant to the City Manager

Alberta Pfeiffer, Deputy City Clerk
Reverend Rodney Cogswell of the Presbyterian Church of Downey
delivered the invocation.
Mayor Morton commended and complimented Rev. Cogswell and Maurice
McAlister for the fine commendation received by both of these men from
the North American Aivation Management Club as two outstanding Downey
citizens for the past year, being chosen out of 13 candidates. Council
also offered its praise and congratulations to Rev. Cogswell, who gave
a word of thanks in return.
Mayor Morton announced the public hearing on the vacation of a
portion of 9900 Lakewood Boulevard, and asked if the City Clerk had the
affidavits of publication and posting. The City Clerk stated she had the
affidavits.
There were no written protests or comments.
Mr. Spindel explained the circumstances bringing about the need for
the vacation at this location.
There being no oral comments, it was moved by Councilman Corbin,
seconded by Councilman Temple and so ordered that the hearing be closed
on the vacation of a portion of 9900 Lakewood Boulevard.
RESOLUTION NO. 1477
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ORDERING VACATION OF THE SOUTHEASTERLY 20.00 FEET OF
THE NORTHWESTERLY 62.00 FEET OF PROPERTY KNOWN AS 9900
LAKEWOOD BOULEVARD

The City Clerk reported on the following written correspondence:
1. A letter from the League of California Cities urging legislation for
municipal court reorganization. After discussion, it was moved by Councilman
Temple, seconded by Councilman Dunnum and so ordered to propose opposition to this
legislation recommended.
2. A letter from the Downey Chamber of Commerce commending Council on
the purchase by the City of the Hollowell property. Received and filed.
3. A claim from Donald Leslie Culp for damages in the amount of $3500.
It was moved by Councilman Temple, seconded by Councilman Dickerson and so
ordered that the claim be denied and referred to the insurance carrier.

RESOLUTION NO. 1478
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ORDERING THE DIRECTOR OF PUBLIC WORKS TO MAKE A REPORT
PURSUANT TO THE - STREET LIGHTING ACT OF 1919
The resolution was read by title only. It was moved by Councilman

passed by the following vote that Resolution No. 1478 be adopted.

Mr. Spindel, Director of Public Works, read the report and presented
the factual data pursuant to the Street Lighting Act of 1919.

The City Clerk read the following letter from the Southern California
Edison Company:
"We are advised of the intention of the Honorable City Council to
consider a resolution to abandon Zone 4, areas 1 & 3, Downey City
Lighting District, and to annex said area(s) to Zone 1, Downey City
Lighting District.
"Pursuant to the provisions of section 18191, as amended of the
California Streets and Highways Code, Southern California Edison
Company agrees to the abandonment of Zone 4, areas 1 & 3 of the
Downey City Lighting District and the concurrent annexation of
the identical territory to Zone 1, Downey City Lighting District.
"Upon approval by the Honorable City Council, a copy of the
resolution is requested."

RESOLUTION NO. WS -416
A.RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ALLOWING CERTAIN CLAIMS AND ZEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID ( #16129
#16247 $122,637.92)
The City Manager reported that Lot No. 49 of Assessment District No. 69,
Brookshire Avenue, Everest Street, et al., was recently sold to the City of
Downey as a tax delinquent property. Since the land has been acquired by
the City, the City is now obligated for assessments levied against the subject
lot in the amount now due and payable of $2,873.49. It was recommended that
the City Council authorize payment to the bond hordar to clear the encumbrances
on the parcel and transfer this amount from unappropriated surplus to Land
Capital Account #9- 2000 -671.

passed by the following vote to authorize the following transfer of funds:

Mr. King reported that the escrow charges and the insurance relative to
the purchase of the Hollowell property by the City will necessitate a transfer
of $100 from unappropriated surplus to the Land Capital Account #9- 2000 -671.

After a summation of bids, it was moved by Councilman Dunnum, seconded by
Councilman Corbin and passed by the following vote to award the bid to the lowest
and best bidder, Paul L. Rappe, Inc., Cash Contract #120, drainage construction
on Bellflower Boulevard, Foster Road, at the unit prices of the bid proposal
and that all other bids be rejected.

Quill Drive and Quoit" Street, and authorize.advertising for bids.

the bid be awarded to the lowest and best bidder, Sully- Miller Contracting
Company in the unit prices in the bid proposal, waiving the irregularity of the
bid bond, and rejecting all other bids.

control unit at the intersections of Lakewood Boulevard and Bellflower Boulevard
and Lakewood Boulevard and Cleta Street, and authorize preparation of necessary
agreements between the City and State, and the City and North American Aviation.

The City Manager inquired if Council had given any more thought to the
installation of IBM data processing.
Mayor Morton suggested that the Council plan a field trip to Compton
before the next Council Meeting to view their data processing equipment and
procedures.
It was moved by Councilman Dickerson, seconded by Councilman Temple and so
ordered that a field trip to Compton to view their data processing be taken
before the next Council Meeting.
Phillip Ortiz, 12432 Parrot, Downey, protested the design of the Downey
Rose Float now under construction.
Mayor Morton stated the Association had given very thorough evaluation
to the float design, that the matter had been presented to President Johnson
and no objections were received.

Earl J. Berry, 8536 Eucalyptis Street, also voiced his objections to the
Rose Float design.
The City Attorney reported that the present owner of the Lucci property
had a meeting with the Planning Department and representative of the Engineer-
ing Department and does propose to take some action relative to this property.
The status of the agreement with the City of Lakewood to purchase the
portion of the Lakewood Water Company within the boundaries of the City of
Downey, according to the City Attorney, is that their attorney has advised he
proposes to have something drafted prior to Christmas.
Councilmen Temple, Corbin and the City Manager reported briefly on the
conference they recently attended which was held in San Francisco.
It was moved by Councilman Temple, seconded by Councilman Dickerson and
so ordered to authorize the City Manager to submit quotations for the cost of
preparation and publication of an annual report for the City of Downey for next
year.
The City Manager recommended that the City of Downey compete for the
American Municipal Cities award next year, for he felt in the various cities'
presentations this year, there was none to compare with the.achievements of
the City of Downey since its incorporation.
Mayor Morton reported he was very gratified that the U. S. Census Bureau
had placed the City of Downey as the number one city of its category with
regard to its overall management of City affairs, including fiscal policies.
Mr. Spindel briefed Council on a meeting held at Cerritos College for
the purpose of general planning in general college districts, stating that
Downey's exhibit in the planning field was perhaps the best displayed.
Mayor Morton recommended that Council keep abreast of the minutes of
the Citizens Development Control Committee as they have made some very good
suggestions and recommendations to the Civic Development Committee.
There being no further business to come before Council, the meeting was
adjourned in the memory of the late President John F. Kennedy, at 9:20 A.M.
