OF THE CITY OF DOWNEY
OCTOBER 27, 1964
The City Council of the City of Downey held a regular meeting in the
Council Chamber of the Downey City Hall at 8:00 A.M., October 27, 1964, in
the Council Chamber of the Downey City Hall, Mayor Thomas H. Morton presiding.

Reverend Austin Coe of the Memorial Christian Church delivered the
invocation.
It was moved by Councilman Temple, seconded by Councilman Corbin and so
ordered that the minutes of the Council Meeting of October 13, 1964, be approved
as corrected.
The City Clerk reported on the following correspondence:
1. Quarterly report from the Junior Chamber of Commerce. Received and
filed.
2. Financial Report from the Chamber of Commerce. Received and filed.
3. Financial report from the Downey Museum of Art. Received and filed.
4. City of South Gate letter of appreciation for participation of Downey
Police Department while the President of the United States was visiting their
city.
5. Appeal from William J. Zacker, Jr. on Zone Exception Case #513.
Mayor Morton suggested that Council make a field trip to this property.
It was moved by Councilman Corbin,, seconded by Councilman Temple and so
ordered to set a hearing for 7:30 P.M., November 9, 1964, in the Council Chamber
of the Downey City Hall on Zone Exception #513.
6. A recommendation from Joseph J. Mecciche for Council's endorsement of
County Propositions A & B on the November 3 ballot.
After discussion, it was moved by Councilman Dunnum, seconded by Council-
man Dickerson and passed by the following vote to endorse propositions and
adopt a resolution similar to one submitted by Mr. Mecciche.

RESOLUTION NO. 1470

7. Claims from Gloria Oliva and Arthur Peters. It was moved by
Councilman Corbin, seconded by Councilman Temple and so ordered that the
claims be denied and referred to the City's insurance carrier.
Mr. King reported on a request from Mr. Mendel Friedman for modifi-
cation of the corner cut -off on the wall required in Zone Exception
Case #469, as he now owns adjacent property to the south.
After discussion it was moved by Councilman Dunnum, seconded by
Councilman Dickerson and passed by the following vote to permit squaring
off of the wall on the property lines relative to Zone Case #469 by
eliminating the 900 cutoff subject to the approval of the City .'.Attorney.

Mayor Morton requested consideration of Item G -2 -k on the agenda
as the property owners were present and this item was last on the agenda.
Mr. Griselle reported that the property owner on the northeast corner of
Old River School Road and Irwingrove Drive has applied for a building
permit for a dwelling but that the Planning Department cannot approve it
as requested for it is located in the future right2of -'way area. It was
stated that the City should take action to acquire the right -of -way
because it appears the owner has a hardship situation and the Planning
Department cannot approve the building permit because of the right -of -way
requirement in the future.
After discussion, it was moved by Councilman Dunnum, seconded by
Councilman Dickerson and passed by the following vote to refer the matter
to the Department of Public Works for appraisal and report to Council.

DOWNEY MUNICIPAL CODE (PLANNING RESOLUTION NO. 88, ZONE
CHANGE CASE NO. 103)

It was moved by Councilman Corbin, seconded by Councilman Temple and
so ordered to set hearing for 7:30 P.M., November 9, 1964, in the Council
Chamber of the Downey City; Hall for Zone Change Case #104.
After a summation of bids for liability insurance on water tank, it was
moved by Councilman Corbin, seconded by Councilman Dickerson and passed by
the following vote to award the bid to the General Insurance Agencies at a
cost of $300, to cover additional $150,000 excess insurance.

Mr. Spindel reported that the property owner of the west side of
Lakewood Boulevard north of Stewart and Gray Road has been repeatedly
notified over the past three years to clean his property but that he has
not acknowledged any of the notices sent to him. Due to certain debris on
the property, it is impossible to disc it satisfactorily. It was recommended
that a final letter be sent to the owner to notify him one last time.
It was moved by Councilman Temple, seconded by Councilman Dickerson and
passed by the following vote that a letter be sent to the property owner on
the cornerproperty west of Lakewood Boulevard north of Stewart and Gray
Road telling him that unless he proceeds to clean up the property, the City
will proceed to have the cleanup work done under contract at an approximate
cost of $3,000 and assess him for the cost of the work performed; that the
notice be sent by registered mail, giving the owner 30 days' deadline.

It was moved by Councilman Dunnum, seconded by Councilman Temple and
so ordered to approve sending a letter of commendation over the Mayor's
signature to the Torrance City Council for their continued attempt to
preserve the beach properties which lie within their City for the good of
the general public.
It was moved by Councilman Dickerson, seconded by Councilman Temple and
so ordered to establish a policy for all committees that upon three consecutive
committee meetings being missed, the committee member be deemed to have
resigned from the citizens committee and be replaced by Council appointment.
It has been reported that Louis Kroeger and Associates, Municipal
Consultants of San Francisco, are making a survey of the Police and Fire

Departments of Lubbock,Texas and are in need of a well - qualified Police
Chief and Fire Chief to assist in the survey for approximately three
weeks. They have acquired the services of Fire Chief Moller of Berkeley
for the Fire Department, and have asked if Chief Robinson of Downey
could be made available for the police study. Believing it would be of
benefit to the Chief of Police and will in no way be detrimental to the
City of Downey, it was recommended that fifteen days' vacation which he
has accumulated be allowed to Chief Robinson for this purpose.
It was moved by Councilman Dickerson, seconded by Councilman Temple
and so ordered to permit the Chief of police to be allowed 15 days'
accumulated vacation in order to permit him to accept the offer to assist
in a police study of Lubbock,Texas, as a temporary assignment and that no
financial liability be involved.

passed by the following vote to authorize the City Council and City
Manager to attend the 70th Annual National Conference on Government to be
held in San Francisco, November 18 -21, with reasonable and necessary
expenses allowed.

It was moved by Councilman Temple, peconded by Councilman Dunnum and
so ordered to authorize formation of an emergency communications explorer
post as part of the Civil Defense Communications Service.
Deputy Director of Civil Defense submitted proposal from Los Angeles
County Civil Defense for review and recommended the addition of the word
"extreme" before emergency in Section 2 after "sheriff to coordinate .
operations.
Mr. King read the City Attorney's report on the hospital case which
advised that the attorney will have to submit an amended complaint within
approximately 20 days.
It was moved by Councilman Dunnum, seconded by Councilman Dickerson
and passed by the fe'l lowing vote to authorize vice mayor or other
member of Council to attend Guadalajara meeting with reasonable and nec-
essary expenses allowed. Mr. Eisenhower will be in attendance at this
meeting.

Mayor Morton stated that he thinks it would be appropriate at the
present time, in conjunction with the_Parking Place Commission, for the
Planning Department to prepare a detailed study on parking- zoning problems
in the central area. He stated such a study should include the present
requirements for parking: are they unreasonable or inadequate7 existing
parking and zoning parking requirements; relationships of land use, parking
and zoning; recommendat4ans aimed at solving future parking prob;te;►s ;—And
any other suggestions or recommendations. This study would then serve
as a guide in making sound decisions in the future concerning parking in
the downtown area.
Councilman Dunnum suggested that the Planning Commission work with
the Chamber of Commerce committee.
It was moved by Councilman Morton, seconded by Councilman Temple
and so ordered that City Council authorize the Planning Department to
make a detailed study of the parking and zoning of the downtown area.
The Mayor suggested that the Planning Department utilize other
interested groups where possible in making the study.

Councilman Dunnum expressed her appreciation for receiving the Council
agenda a day earlier than in the past.
Councilman Dickerson requested an investigation of the delay of cleaning
of the lot at 5th and Downey Avenue where the building is being demolished.
The Director of Building and Safety;aas asked to contact the contractor
in an effort to speed up the project.
It was moved by Councilman Temple, seconded by Councilman Corbin to
request the County of Los Angeles to secure a breakdown of where the tax
dollars are used which go to the county.
Mr. A. C. Gabriel, Director of Finance, advised the Citizens Advisory
Tax Committee is currently studying this area.
Councilman Temple inquired as to the time schedule for the traffic
signal at Quill Avenue and Paramount Boulevard. Mr. Spindel advised that it
should begin by the first of the year.
Councilman Dickerson inquired as to the time schedule for the pedestrian
overpass at Tweedy Lane and the Santa Ana Freeway. Mr. Spindel reported that
it should go to bid.sometime in November.
There being no further business to come before Council, the meeting was
adburned at 9:25 A.M.
