MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
SEPTEMBER 14, 1964
The City Council of the City of Downey held a regular meeting in the
Council Chamber of the Downey, City Hall at 7:30 P.M., September 14, 1964,
Mayor Pro Tempore Scott E. Temple presiding.

In the absence of a scheduled minister, Councilman Priscilla Dunnum
delivered the invocation.
At this time, Mayor Pro Tem Temple presented two groups to Council:
first, the Downey Impalas Softball team who had won the international
championship. Their trophy was presented by the Mayor Pro Tem.
The second group were representatives of the Coro Foundation. The
City Manager reviewed for Council that the Foundation had selected two
cities, Pasadena and Downey, for making surveys of administration and
governmental affairs. The students were then introduced by Mr. King, after
which he made the announcement that their reports will be delivered at the
Rodger Young Auditorium on Friday and urged all who could make it, to attend.
Mayor Pro Tem announced that the time of 7:30 P.M. having come and gone,
this is the time and place set for the public hearing on the Debt Limit
Report for Bixler A.D. #73, and announced the hearing was open.
The City Attorney advised that this assessment requires action by 4/5
vote of Council; therefore, the hearing should be continued to another time.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and
so ordered that the hearing on the Debt Limit Report for Bixler A.D. #73 be
continued to 7:30 P.M., October 13, 1964, in the Council Chamber of the
Downey City Hall.
The Mayor Pro Tem announced that this is the time and place set for
the hearing on the Debt Limit Report on Puritan Ave. A.D. #84 and inquired
of the City Clerk if she had the Affidavit of Mailing. The City Clerk
replied she had the affidavit.
.It was moved by Councilman Corbin, seconded by Councilman Dunnum and
so ordered that the Affidavit of Mailing be received and filed.
* The Director of Public Works presented the factual data of the
investigation report for AD #84.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and so
ordered that the report be received and filed.

The Mayor Pro Tempore inquired if there wepe any written protests
received on AD #84. The City Clerk replied there were none.
Mayor Pro Tempore Temple then asked if there was anyone wishing to
comment on the AD #84 report.
Earl Jackson, 8035 Adoree, made an inquiry relative to the district
boundary.
It was then moved by Councilman Corbin, seconded by Councilman
Dunnum and so ordered that the hearing on the Debt Limit Report for AD #84,
Puritan Avenue be closed.
RESOLUTION NO. 1442
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
MAKING FINDING ON THE REPORT FOR THE IMPROVEMENT OF
PURITAN AVENUE (AD 84)
The resolution was read by title only. It was moved by Councilman
Dunnum, seconded by Councilman Corbin and so ordered that further reading
be waived.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and
passed by the following vote that Resolution No. 1442 be adopted.

The Mayor Pro Tem announced the time for the hearing on the Resolution
of Intention for AD #84, Puritan Avenue, and inquired of the City Cleric if
she had the Affidavits of Mailing, Posting and Publication. The City Clerk
replied she had the affidavits.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and
so ordered that the affidavits be received and filed.
It was asked if there were any written protests and there were none.
The Director of Public Works presented the factual data of the Debt
Limit Report and reported the estimated cost to be assessed to the District
to be $16,254.91.
There were no oral comments.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and
so ordered that the hearing on the Resolution of Intention for AD #84,
Puritan Avenue, be closed.
RESOLUTION NO. 1443
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY ORDERING WORK TO BE DONE ON PURITAN AVENUE
IN ACCORDANCE WITH RESOLUTION OF INTENTION NO. 1421
(AD 84)

The Mayor Pro Tem announced the-time for the hearing on the Vacation of
Imperial Highway, alley easterly of Paramount Boulevard, and inquired if the
City Clerk had the Affidavit of Posting. The City Clerk replied she had the
affidavit. Ordered received and filed.
There being no written and no oral protests or comments, it was moved
by Councilman Corbin, seconded by Councilman Dunnum and so ordered that the
hearing on the vacation of a portion of Imperial Highway be closed.
RESOLUTION NO. 1444
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ORDERING A VACATION OF A PORTION OF IMPERIAL HIGHWAY AT
THE SOUTHWEST CORNER OF THE INTERSECTION OF IMPERIAL
HIGHWAY AND THE ALLEY EAST OF PARAMOUNT BOULEVARD, AS
SHOWN ON TRACT NO. 14173
The resolution was read by title only. It was moved by Councilman

be waived.

The Mayor Pro Tem announced that`:this is the time set for the hearing
on the cleaning of alleys north of Gardendale Street, east of 'Paramount
Boulevard.
Mr. Spindel reported that this is an informal hearing required by
the provisions of the Downey Municipal Code, Section 5200, which guards
against unsafe conditions, weeds, rubbish existing on or abutting premises
which constitute a fire hazard, or produce conditions which would be injurious
to health, safety or welfare of residents of the vicinity.
The Mayor Pro Tempore read the names of persons who had submitted
written protests prior to the hearing:

Mrs. Nona Speaker, 8034 Adoree Ave., spoke in protest of the cleaning
of the alley back of her property, and requested an interpretation of the
code whereby a property owner is required to maintain an alley.
The Director of Public Works read the notice which had been sent to
the property owners requesting the cleaning of the alley specified above, as
well as the section of the code referred to.
After discussion, it was moved by Councilman Corbin, seconded by
•-• Councilman Dunnum and so ordered that the hearing on cleaning of alleys
be closed.
It was moved by Councilman Dunnum, seconded by Councilman Corbin and
so ordered to take the matter under submission until the next night Council
Meeting, for study and inspection.

It was moved by Councilman Corbin, seconded by Councilman Temple and
so ordered to approve the minutes of the meeting of August 25, 1964, as
written,
The City Clerk reported on the following written correspondence:
(1) Annual Report from the Library Advisory Board. Ordered received
and filed.
(2) A letter of resignation from the Beautification Committee from
Mrs. John W. Abbott
It was moved by Councilman Dunnum, seconded by Councilman Corbin and
so ordered to accept Mrs. Abbott's resignation and send a letter of regret.
It was moved by Councilman Dunnum, seconded by Councilman Corbin and
so ordered that a plaque be' presented to Mrs. Abbott who served as chairman
of the Beautification Committee the past year.
(3) A letter from the City of Lakewood relative to acceptance of
the off ' er of the City of Downey to purchase the water system within Downey
limi�fiN.
(4) Claim for damages from Judith Strazulla on behalf of daughter,
Jerriana Gray.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and
so ordered that the claim be denied and referred to the City's insurance
carrier.
(5) A report from Bill Fritsche, Assistant Director of Building and
Safety, on the Public Health Commission meeting.
It was moved by Councilman Dunnum, seconded by Councilman Corbin and
so ordered to place on the next agenda the item of health inspection fees.
(6) A letter signed by Robert M. York, John Dunn and Paul M. Leach
relative to the delay in constructing street improvements at 11923 Orizaba
Avenue. A report on this project from the Director of Public Works was
included in the Council agenda.
After discussion, the matter was continued for 30 days for further
study and report.
(7) Request from Noyes Alexander, Chairman of the Downey Christmas
Parade Committee, requesting route approval. Request was referred to the
City Manager.
Mayor Pro Tempore Temple read a letter from Samuel B. Southwell,
American Consul in Guadalajara and displayed the Downey float which will
be entered in the Independence Day Parade there.
It was moved by Councilman Temple, seconded by Councilman Corbin and
so ordered that all ordinances listed on the agenda be held over for the
next regular meeting.
RESOLUTION NO. 1445
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
CHANGING THE NAME OF A PART OF LITTLE LAKE ROAD TO
DOLLISON DRIVE, AND EXTENDING A PORTION OF LITTLE LAKE
ROAD
The resolution was read by title only. Mr. Griselle gave a resume
of the circumstances leading up to the proposed name change, reporting
that the change had been recommended both by the Planning Commission and
the Street Naming Committee.

CLARK AVENUE, AND STEWART & GRAY ROAD (07- LA- 19 -8.4 -11.8)

had checked the agreement and it was satisfactory.

A COMBINATION OF SURPLUS PROPERTY OVER AND UNDER $2500
AND RESCINDING RESOLUTION #1324

Mr. Spindel outlined the proposed Century Freeway routes and alternates
and indicated that these are merely suggested routes and will be finally
decided upon by the State Legislature.

The Mayor Pro Tem declared a recess, with Council reconvening at
9:15 P.M. with roll call:

The Mayor Pro Tem announced that the public hearing was open on
Downey Improvement Project #515, 7401.Fireztone Place, for improvements
under Chapter #27 of the Improvement Act of 1911, Streets and Highways
Code of the State of California.
David F. Warren requested a delay in these improvements in order to
draw plans for improvement of the property and a possible request for a
zone change from R -3 to commercial zoning.
Mr. Spindel explained to Mr. Warren, the provisions of Chapter #27.
After discussion, it was moved by Councilman Corbin, seconded by
Councilman Dunnum and so ordered t continue the hearing on DIP #515
to 7:30 P.M., October 13, 1964, in the Council Chamber of the Downey City
Hall.
The Mayor Pro Tem opened the hearing on Downey Improvement Project
#5162 11850 Old River School Road. Mr. Spindel reported that the proper
notices had been sent and the property posted.
No one wished to speak on this improvement project.
It was moved by Councilman Dunnum, seconded by Councilman Corbin and
so ordered that the hearing be closed on DIP #516.
It was moved by Councilman Dunnum, seconded by Councilman Corbin and
passed by the following vote to order the Director of Public Works to
proceed with improvements under Chapter #27 for DIP #516, 11850 Old River
School Road.

It was moved by Councilman Dunnum, seconded by Councilman Corbin after.
summation of bids for miscellaneous curb, gutter and sidewalk repair at
various locations throughout the City, to award the contract to the lowest
and best bidder,' Bill Poppin, in the amount of the unit prices submitted
in the bid proposal (Cash Contract #152), rejecting all other bids.

After a summation of bids, it was moved by Councilor an Corbin,

and that all other bids be rejected.

The City Manager suggested that a contract be entered into with the firm
of Koebig & Koebig for the design of Storm Drain Project No. 3101 of the
proposed 1964 County Flood Control Bond Issue extending up Western Avenue,
from 5th Street to Florence Avenue - in Florence Avenue from Paramount to
Downey Avenue - in Downey Avenue, Gainford Street, Stamps Road, Stoakes
Avenue, to the Santa Ana Freeway, provided the Bond Issue passes on the
November 3 election, with the agreement conditioned such that if the Bond
Issue passes, the Consulting Engineer would be paid from the Bond Issue fund,
in accordance with the Flood Control District policy, but that if the Bond
Issue does not pass, the Consultant would not have to be paid by the City.
It was recommended that the matter be held under submission until the

so ordered to set a public hearing on Zone Change #103, Planning Resolution
No. 103 /Murata, 11153 Little Lake Road, at 7:30 P.M., October 13, 1964, in
the Council Chamber of the Downey City Hall.

,The matter of Herald American advertising for a special issue was held for
a full Council at the next meeting 9 /22/64.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and
so ordered to continue the matter of Zone Exception Case #483, Roy Reed to the
next Council Meeting.
It was moved by Councilman Corbin, seconded by Councilman Dunnum and
passed by the following vote to authorize Ivan A. Robinson to attend the
annual meeting of the International Association of Chiefs of Police in
Louisville, Kentucky, from October 24 -29, 1964, with necessary and reasonable
expenses allowed.

Councilman Dunnum requested ratification of the following Citizens
Committee appointments in her district:

It was moved by Councilman Dunnum, seconded by Councilman Corbin and
passed by the following vote to ratify the appointments to the committees as
shown above.

Ray Lake, Director of Building and Safet
revised 1964 edition of the Uniform Building Code rand namendments lwhich
change the code from the 1961 code, adding two chapters completely,
Mr. Lake stated the new code is more complete and a step in the right direction
toward unification of all codes across the United States.
The City Manager requested authorization to attend Council and Mayors
meeting in Palm Springs September 19 -20, 1964.
It was moved by Councilman Dunnum, seconded by Councilman Temple and
passed by the following vote to authorize the City Manager to attend the
Palm Springs conference as requested, with necessary and reasonable expenses
allowed. AYES: 3 Councilmen: Corbin, Dunnum, Temple
ABSENT: 2 Councilmen: Dickerson, Morton
There being no further business to come before Council, the-meeting
was adjourned at 10:00 P.M.
