HomeMy WebLinkAboutMinutes - 03-24-64-Regular Meeting/ysc MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY MAROH 24TH, 1964 The City Council of the City of Downey held a regular meeting in the Countil Chamber of the Downey City Hall at 8:00 A.M., March 24, 1964, Mayor Stephen G. Skinner, Jr. presiding. PRESENT: Councilmen: Temple, Morton, Dickerson, Corbin, Skinner ALSO PRESENT: Oren L. King, City Manager Sherman Griselle, Director of Planning A. C. Gabriel, Director of Finance Ervin Spindel, Director of Public Works Ray Lake, Director of Building and Safety Robert Gain, Fire Chief Ivan A. Robinson, Chief of Police Lee Leavitt, City Engineer Don Robison, Senior Administrative Assistant Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk Mr. Jim Lacey from the Y.M.C.A. delivered the invocation. Mayor Skinner presented the plaque to Mr. Golden Lloyd and Don Fisher for presentation in Guadalajara to the newly founded Kiwanis Club. Mr. Lloyd and Fisher stated this is an important step in furthering the sister city project and they are happy to have a part in it. The plaque is sincerely ap- preciated and Council was thanked for honoring them. Golden S. Lloyd, Chairman of the Guadalajara Committee of the Downey Chamber of Commerce submitted a request for the City's endorsement of a ^ fountain dedicated to the City of Guadalajara and city of Downey with donation by the City of fountain site. It was moved by Councilman Morton, seconded by Councilman Temple and passed by the following vote that Council endorse the fountain project in principle only. AYES: 5 Councilmen: Temple, Morton, Dickerson, Corbin, Skinner NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None In reply to the letter inviting a city representative to Kiwanis Charter ceremonies in Guadalajara, Council felt it was not in a position to authorize anyone to attend as it was not official city business. Letter received and filed. Mayor Skinner announced that this is the time and place set for the public hearing on the vacation of the water main easement in Stonewood and asked if there was anyone wishing to speak on the matter. There being no oral comments, it was moved by Councilman Temple, seconded by Councilman Dickerson and so ordered that the hearing be closed. RESOLUTION NO... 1347 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ORDERING THE VACATION OF A WATER MAIN EASEMENT WITHIN THE STONEWOOD SHOPPING CENTER The resolution was read by title only. Sponsors of the youths were introduced. Plaques were presented to Mrs. Fannie Weiss and Mr. L. W. Jordan, Director of the recently dissolved Arroyo Ditch and Water Company. It was reported that the records of the company which served from 1885 to 1956, and a check in the amount of $136.58 was presented to the Downey City Library which gift included a beautiful glass case to house the records to commemorate the history of the company and its dissolution. Mrs. Ruth Miller, Librarian, displayed the plaque which is to be mounted inside the case. It was moved by Councilman Temple, seconded by Councilman Dickerson and passed by the following vote to accept the plaque and the check with thanks. The Mayor excused himself from the chair and abstained from voting. Mayor Pro Tem. Thomas Morton called for the vote on the motion. The City Clerk reported on the following written correspondence: 1. Letter from the Library Advisory Board relative to gifts of the Arroyo Ditch and Water Company. Received and filed. 2. A letter from the City of Baldwin Park expressing their opposition to AB 46 which would effect a drastic revision in the school district organization in California. Action previously taken by City Council of the City of Downey. Letter received and filed. 3. A letter from the Bank of Downey relative to a traffic problem at Imperial Highway and Bellflower Boulevard, requesting installation of a fully automated traffic signal. It was moved by Councilman_Morton, seconded by Councilman Temple and so ordered that the matter be referred to the Traffic Committee for study and evaluation. Council Minutes - 3/24/64 -2- 4. A letter from the Downey Assembly of God relative to installation of a pedestrian crosswalk at Old River School Road and Pellet. It was moved by Councilman Corbin, seconded by Councilman Temple and so ordered that the matter be referred to the Traffic Committee. 5. A letter from Blyth & Co., Inc. relative to the difference between general obligation bonds and lease financing of a hospital. It was moved by Councilman Temple, seconded by Councilman Dickerson and so ordered to refer the letter to the Hospital Commission for study and report. 6. A letter of thanks from the County Board of Supervisors of Los Angeles County on the uniform park and recreation ordinance. Received and filed. 7. A letter from S. T. Ziler and Sons requesting the City to install curbs and gutters at frontage of property located on Paramount Boulevard south of Alpha Beta Market. Mr. Spindel reported that the project could probably be done at the same time as improvements are installed at 11942 Paramount Boulevard. The policy has been that when the right of way is dedicated, the City does give curb and gutters and paving. The estimated cost for the project to include paving on both sides of Paramount Boulevard is $2500 which does not include the cost of curbs and gutters in front of property of S. T. Ziler, which would increase this cost. For the 96' frontage the cost would be increased about $250. It was moved by Councilman Morton, seconded by Councilman Temple and passed by the following vote to approve the request of both Mr. Griffin and Mr. S. T. Ziler for construction of pavement at 11942 Paramount Boulevard to include Mr. Ziler's frontage at the estimated cost of $2750, subject to dedi- cation, transferring this amount from Account #13768 to #13777. A letter from the County Board of Supervisors relative to a resume of Flood Control projects needed. It was moved by Councilman Corbin, seconded by Councilman Temple and so ordered to refer the matter to the Department of Public Works and the Tax Committee for study. 11. A letter of appeal from Ray Noxsel on Zoning Case applications #4,'58 and 459. The City Clerk reported that she had accepted one $50 deposit whereby there were actually two cases involved and that it has sub- sequently been requested that the deposit be applied to Case #458 at P,k 11026 Woodruff Avenue. It was moved by Councilman Corbin, seconded by Councilman Temple and so ordered to set a hearing on Zone Case #458 for 7:30 P.M., May 11, 1964, in the Council Chamber of the Downey City Hall. The resignation of Mr. Thomas H. Hart from the Sanitation Committee was accepted. It was noted that the purchaser has agreed to pay $13,100. down payment, $4,040. of which accompanied the March 9 bid, the increase of the down payment being based upon the desire to acquire title at close of escrow on Parcel No. 1, constituting the full payment of $10,100. for this parcel. The remaining $3,000. is to apply as a down payment as part of a Land Sales Contract for the purchase of the other three parcels for the remaining amount of $27,300., to be carried at 7% interest and payments outlined in monthly installments, as per Sales Contract. It was moved by Councilman Temple, seconded by Councilman Morton and so ordered that this request be taken under submission for a field trip by Council as the location does not appear to fit within the policy, not being adjacent to or leading to a school directly, and also being a dead end street. It was moved by Councilman Temple, seconded by Councilman Dickerson and so ordered that the Department of Public Works prepare a map showing the various locations which are eligible for matching funds for sidewalks. It was moved by Councilman Temple, seconded by Councilman Dickerson and passed by the following vote to approve matching funds for sidewalks on Dunrobin Avenue at the approximately cost of $285, as recommended by the Director of Public Works. AYES: 5 Councilmen: Temple, Morton, Dickerson, Corbin, Skinner NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Mr. Spindel reported that the Department of Public Works has proceeded to acquire certain parcels of right of way and is in the process of securing additional parcels based on policies of acquisition as approved by the City Council at its meeting of July 23, 1963, and recommended that funds be ap- propriated for these committed improvements: 1. 9040, 9042, 9048 and 9102 Telegraph Road in the total amount of $5,000. 2. 7947 Imperial Highway - $1900. 3. 12542 Paramount Boulevard - $2,000. 4. 8004 Telegraph Road - $1,500. It was moved by Councilman Morton, seconded by Councilman Dickerson and passed by the following vote to authorize construction of improvements at the Telegraph Road locations in items #1 and P4, subject to dedication, the amount of $6500 for these improvements to be appropriated in the next fiscal year's Capital Improvement Budget. The City Manager reported relative to Lots 1 and 2 in Block 9 of the Tract of the Downey Land Association, setting forth property as being vested in the United States of America, Mr. Chapin of the Title Insurance & Trust Company states that when the Deed is received it will be recorded and Deed guaranteed subject to such matters as may be contained in the deed, or as outlined in their general instructions. It was suggested that Council authorize the payment of $11,000 and the signing of the Contra c t of sale for purchase of the Old Post Office Building, as presented on March 9 so these papers may be sent to the General Services Administration for process- ing. It was moved by Councilman Temple, seconded by Councilman Corbin and passed by the following vote to authorize signingnthe Contract of Sale for purchase of the Old Post Office Building and appropriation of $110,000 from Reserve Funds. Also, the 1st First Aid Station has been completed at the Rio Hondo School. It is one of eleven First Aid Stations being constructed. Councilman Morton recommended, inasmuch as the terms of the citizens committees will expire in April and a scope of each of the committees' duties had been outlined approximately two years ago, and since there are 23 such committees operating at the present time with 240 citizens participating with many comments and recommendations being made within the past year and also with several being sent to Sacramento, a dinner meeting at Marmac's Restaurant be scheduled for April 8, at 6:30 P.M., at which time a report shall be submitted from each Chairman of all committees for information to Council. A request was made for overhead lighting at the corner of Studebaker and Florence; lefthand bay turn traveling west, lefthand turn arrow into new shopping center to be paid for by the shopping center. Councilman Morton stated he would like to see something done about an improvement and beautification in that area similar to what is being done on the "Island ". It was also suggested that the City of Norwalk be con- tacted to see if they would move their boundary line to the center of Cecilia Street, and also to try to arrange for street sweeping and tree main- tenance. It was pointed out there are certain legalities of just what can be done outside City limits. It was recommended by the Director of Finance and supported by the City auditors, City Treasurer and the City Manager that the General Account be split into two accounts: one to be known as the Payroll Account, the other to be retained in the name of General Account, with the new Payroll Account being opened at Bank of America and the General Account being retained by Security First National Bank on a non - rotating basis. However, there is no provision under which their previous license fees can be refunded. Mr. King reported John Ezzell had:: advised that he will be unable to serve on the Building Standards Committee; therefore a replacement will need to be made before their first meeting is held in the near future. Council Minutes - 3/24/64 -10- Mr. Spindel announced that several Blue Bird and Camp Fire troops have requested permission for an annual planting ceremony to be held on Thursday, March 26, and wish to plant a giant bird of paradise at the Parking Lot Area #4. Councilman Corbin advised that the League of California Cities has taken action on AB 17 relative to water rights. Mr. Sherman Griselle, Director of Planning, distributed copies of the Comprehensive General Plan and General Plan Map which shall act as a guide, he said, to show the general distribution of land uses. Copies will be made available to interested persons at $4.00 each. The Director of Finance reported that the Finance Department has the part -time assistance of the City Auditors and Jim Carroll, Consultant, during the absence of Chief Accountant Jim Bergman and due to the recent resignation of Assistant Accountant, Jim Grissom which left the department minus two key employees.
