Skinner, Jr. presiding. P_1. PRESENT: Councilmen: Temple, Morton, Dickerson, Corbin, Skinner ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney A. C. Gabriel, Director of Finance Ervin Spindel, Director of Public Works Lee Leavitt, City Engineer Don Robison, Senior Administrative Assistant Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk Councilman Scott Temple delivered the invocation for the Council Meeting. Mayor Skinner announced that this is the time and place set for the con- tinuation of the hearing on AD #66, Downtown Vehicle Parking District. Councilman Corbin disqualified himself from participating in the matter and vacated his seat in Council. The Mayor inquired if the City Clerk had received any further written protests. The City Clerk replied she had received one additional letter from Mrs. Margaret Manning. ,..� Mayor Skinner inquired if there was anyone in the audience wishing to be heard. There was no one wishing to speak. It was moved by Councilman Temple, seconded by Councilman Dickerson and passed by the following vote to close the hearing on AD #66, Vehicle Parking District No. 1 AYES: 4 Councilmen: Temple, Morton, Dickerson, Skinner NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None ABSTAIN: 1 Councilman: Corbin Mayor Skinner inquired if Council wishes the assessments in Assessment District #66 to remain as they were initially set up. Councilman Dickerson stated that Council and the City Manager had reviewed the amounts of the Assessment District and read a statement of the sales tax receipts for the City of Downey which shows that they are going to increase rather than decrease. He stated that the City is in a healthy position. It is the recommendation of the City Manager and Council, and it appears that there could be a 15% reduction of the parking district assessments which could be paid by the City. This contribution would be derived from sales tax funds. It was moved by Councilman Dickerson, seconded by Councilman Morton and discussion followed, that $90,315.00 be appropriated from General Funds to the off - street parking district, and the Superintendent of Streets be directed to correct the assessment roll by showing such contribution and reducing the total amount to be assessed against the properties within the district by said sum of $90,315.00, and reducing each assessment by 15% Council Minutes - 3/10/64 -1- a -11 000 Councilman Morton stated that he is in accord with the recommendation by Councilman Dickerson and that the testimony given at the previous meeting certainly indicated that this is a City contribution for all the citizens in the City of Downey and downtown merchants, and that perhaps the City as a whole should have an interest in it. A reduction of 15% is a fair adjustment for these citizens. It shows the interest of the City Council and their belief in what can be done downtown. Unless there is good park- ing available, it will be very difficult to attract new business and also ,..R the people within the City of Downey. Councilman Morton remarked that as the sales tax revenue increases, it is due in part to the efforts of a forward- looking City. Engineer Krell remarked that it is his personal opinion that the contribution by the City is certainly a value to the entire City and is warranted in this case. Mayor Skinner called for the vote on the motion: AYES: 4 Councilmen: Temple, Morton, Dickerson, Skinner NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None ABSTAIN: 1 Councilman: Corbin It was moved by Councilman Temple, seconded by Councilman Morton and so or- dered to recess in order that the City Attorney and Director of Public Works can recompute the assessments in AD #66. The meeting reconvened at 8:40 A.M. with roll call: PRESENT: Councilmen: Temple, Morton, Dickerson, Skinner - ABSENT: Corbin Mr. Spindel related the modified assessment roll now shows a City contribution of $279,606.68, including the additional amount as determined by the Council at this time. The total amount to be assessed to the district is $511,785.04 as compared to $602,100.04 previously to be assessed, the total cost of the district being $791,391.72. RESOLUTION NO. 1345 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING ADDITIONAL CONTRIBUTION TO ASSESSMENT DISTRICT NO. 66, VEHICLE PARKING DISTRICT NO. 1 The title of the resolution was read and the resolution was read in part by the City Attorney. It was moved by Councilman Temple, seconded by Councilman Dickerson and so ordered that further reading be waived. It was moved by Councilman Temple, seconded by Councilman Morton and passed by the following vote that Resolution No. 1345 be adopted. AYES: 4 Councilmen: Temple, Morton, Dickerson, Skinner NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None ABSTAIN: 1 Councilman: Corbin RESOLUTION NO. 1346 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY CON- FIRMING THE ASSESSMENT FOR THE ACQUISITION AND IMPROVEMENT OF VEHICLE PARKING DISTRICT NO. 1 OF THE CITY OF DOWNEY The title of the resolution was read and the resolution was read in part by the City Attorney. It was moved by Councilman Morton, seconded by Councilman Dickerson and so ordered that further reading be waived. --/7 yd.
