MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
SEPTEMBER 10TH, 1963
The City Council of the City of Downey held a regular meeting in
the Council Chamber of the Downey City Hall at 7:30 P.M., September 10,
1963, Mayor Ben Corbin presiding.

Reverend Curtis B. Puryear of the Immanuel Baptist Church delivered the
invocation.
Mayor Corbin announced that a presentation of the 1964 Rose Float design
would be made at this time by Dr. Arnold O'Toole, Chairman of the Rose Float
Committee. Dr. O'Toole reported that the award winning design again was sub-
mitted by Alan J. Meyer, young Downey artist.
It was moved by Councilman Morton, seconded by Councilman Skinner and so
ordered that the selection of Alan Meyer's design be approved and that he be
commended for his winning entry.
Dr. O'Toole introduced other members of the Rose Float Committee: Robert
DeSpain, Betty Rupp, Betty Kilpatrick, Mr. Blackburn and Mrs. Jeri Lippert.
Ervin Spindel, Director of Public Works, reported that in conjunction with
the proclamation by Congress and President Kennedy of National Public Works
Week September 8 -14, 1963, Connie Downey had been selected to be Miss Public
Works and would be sponsored by the Department of Public Works in the Rose
Float queen contest.
Emmitt Williams, Chairman of the Sister City Committee, introduced 3 of
4 students from Guadalajara, Mexico, who will be attending schools in Downey
for the next four years. Also introduced were Miss Carroll Cashen and Mr. and
Mrs. Thomas. Miss Cashen is sponsoring the two girls and the two youths are
living with the Thomases while in Downey.
Mayor Corbin announced that this is the time and place set for the
hearing on Downey Improvement Project #502 under proceedings of Chapter #27
of the 1911 Act.
There being no oral and no written protests or comments, it was moved
by Councilman Morton, seconded by Councilman Temple and passed by the follow-
ing vote that the hearing on DIP #502 be closed.

It was moved by Councilman Temple, seconded by Councilman Morton and
passed by the following vote to direct the Public Works Department to
proceed with the work under Downey Improvement Project #502.

It was moved by Councilman Temple, seconded by Councilman Morton and
so ordered that the minutes of August 27, 1963, and September 3, 1963, be
approved as written.
The City Clerk reported on the following written correspondence:
1. Excerpts from minutes of the Downey Unified School Board's last
meeting, one item of which pertained to their expenditure of $12,500 for
the purpose of installation of sidewalks in the most needed areas adjacent
and contiguous to school sites, provided that construction shall not be
started until after the construction of an overpass over the Santa Ana
Freeway in the vicinity of Tweedy Lane.
The City Manager was instructed to direct a letter to the Downey
Unified School District with regard to installation of sidewalks only on
school property.
2. Request for parade permit for the annual Christmas Parade to be
held December 5, 1963.
It was moved by Councilman Temple, seconded by Councilman Morton and
passed by the following vote to approve the request for parade permit, sub-
ject to the approval of the Police Department.

Mr. H. L. Duggan, 7901 Stewart & Gray Road, cited various school loca-
tions where there was need for sidewalks on property adjacent to them and
also requested that certain barricades be removed from City owned property
in order to allow school children to walk clear of the streets.
It was moved by Councilman Morton, seconded by Councilman Temple and
passed by the following vote that the Public Works Department investigate
any barricades existing on City property adjacent to schools and report to
Council, any that might be contiguous and deterrent to children's getting
to and from school.

It was moved by Councilman Morton, seconded by Councilman Temple and
so ordered to direct the Director of Public Works to bring his recommenda-
tions to Council relative to modifications in the code that would help
alleviate these conditions.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTION 9132.4 OF THE DOWNEY MUNICIPAL CODE,
WHICH SAID SECTION RELATES TO FILING FEES

It was moved by Councilman Skinner, seconded by Councilman Morton
and passed by the following vote that the Planning staff report within 30
days, a list of items to be covered under reduction of fees in the ordinance
just introduced, and recommend any action which would reduce cost involving
owners of properties, and what actions could be taken to give the Planning
Department a little more latitude in handling these small deviations without
hearings being held before the Planning Commission.

RESOLUTION NO. 1237
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AWARDING
CONTRACT TO IMPROVE REGENTVIEW AVENUE AND OTHER STREETS IN THE
CITY IN ACCORDANCE WITH RESOLUTION OF INTENTION NO. 1210 (AD #67)
The resolution was read by title only. It was moved by Councilman
Temple;,seconded by Councilman Dickerson and passed by the following vote
that the bid be awarded to the lowest and best bidder, Sheets Construction
Company, in the amount of the unit prices in the bid proposal and that all
other bids be rejected.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
PROHIBITING PARKING AT ALL TIMES ON THE NORTH SIDE OF
GARDENDALE STREET BETWEEN LAKEWOOD BOULEVARD AND APPROX-
IMATELY 900 FEET EASTERLY
The resolution was read by title only. It was discussed as to the
possibility of the City of Bellflower improving Gardendale, thus eliminating
the need for restricting parking.

It was moved by Councilman Skinner, seconded by Councilman Temple
and so ordered that the resolution be tabled for 60 days.
The City Mangger was directed to meet with City of Bellflower
officials along with the Mayor and Director of Public Works, to attempt
to secure the cooperation of that City in improving traffic problems on
Gardendale Street.
RESOLUTION NO. 1238
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
PROHIBITING STOPPING AT ALL TIMES ON THE WEST SIDE OF
ARDIS AVENUE FROM IMPERIAL HIGHWAY TO APPROXIMATELY
1300 FEET SOUTH AND ON THE EAST SIDE FROM IMPERIAL
HIGHWAY TO APPROXIMATELY 750 FEET SOUTH AND RESCINDING
RESOLUTION NO. 327
The. resolution was read by title only. Mr. Spindel reported that
the Police Department has stated that drivers stop on Ardis Avenue in the
vicinity of North American Aviation to unload passengers. This causes
vehicles to pile up and block the intersection of Ardis Avenue and
Imperial Highway. At the present time Resolution #327 prohibits parking
in this area at all times. The recommendation for prohibition of stopping
at all times on the west side of Ardis Avenue from Imperial Highway to
approximately 1300 feet south and on the east side of Ardis Avenue from
Imperial Highway to approximately 750 feet south and rescinding Resolution
#327 would alleviate the present situation as vehicles would no longer be
able to legally stop to unload passengers.

so ordered that further reading of Resolution No. 1238 be waived.

After a summation of bids for construction contract fo Vehide Parking
District #AD -66 -D, it was moved by Councilman Morton, seconded by Councilman
Temple and passed by the following vote to award the bid at unit prices
stated in the proposal of Sully- Miller Contracting Company and that all other
bids be rejected.

After a summation of bids on Cash Contract No. AD -66 -E, Vehicle Parking
District No. 1, Area No. 4, it was moved by Councilman Temple, seconded by
Councilman Morton and passed by the following vote to award the bid to the
lowest and best bidder, Kirtland Truck and Equipment for demolition of Parking
Area No. 4, being that area located on the south side of Firestone Boulevard
between Dolan Avenue and Downey Avenue, in the amount of $1895 and that all
other bids be rejected.

Mr. Spindel reported that a petition had been submitted by a majority of
the property owners and /or tenants on Firestone Boulevard between Paramount
Boulevard and Rives Avenue, requesting a change in the striping of the left -
turn pockets and the mid -block crosswalk in this block. The request for re-
striping is for the primary purpose of relocating the mid - block crosswalk at

approximately its former location. The Division of Highways will not
permit any crosswalk except at the end of a left -turn bay, feeling that
any other location will be even more hazardous. They have given per-
mission to relocate the crosswalk, if the whole striping pattern is
changed. However, if this is done, it must be done at City expense.
-- The expense involved for labor, materials, and equipment is
estimated at $700, all of which may come from the Department of Public
Work's operational budget. However, one of the property owners,
Mr. Louis Frahm, has indicated that he would be willing to share in the
expense of this project.

Paramount Boulevard be tabled to determine to what extent Mr. Frahm is
willing to share in the project.

It was moved by Councilman Temple, seconded by Councilman Morton and
so ordered to approve a proclamation declaring the week September 8 - 14 as
NATIONAL PUBLIC WORKS WEEK.
It was moved by Councilman Skinner, seconded by Councilman Temple and
so ordered to receive and file the Annual Report of the Chairman of the
Library Advisory Board.
The City Manager reported a request for a 10 -day extension of time on
Cash Contract, AD -66 -C, Vehicle Parking District No. 1, Parking Areas 1 and
2, demolition of existing buildings. The contractor has been unable to
complete the demolition due to occupancy of the buildings by certain parties
in Parking Area No. 1.
It was moved by Councilman Morton, seconded by Councilman Temple, and
so ordered to grant an extension of 10 days to the Demolition Contractor, J. E. Kirt-
land at no cost to the City.
The City Manager reported that the General Services Administration has
declared the old post office building excess property for governmental needs
and requirements, and, thus, no need exists for Federal use of the building.
It is necessary to ascertain whether state, county or city governments have
a need for it, and a letter to be directed to the General Services Adminis-
tration was read for Council approval. It was reported by Mr. King that copies
were to be submitted to Supervisor Bonelli, Congressman Del Clawson,
Senators Claire Engle and Thomas Kuchel, and Assemblyman Carley V. Porter.

reasonable expenses allowed.

Action was tabled relative to a contract with Docustat Corporation of
California, Inc., granting permission to them to install the Docustat coin -
operated photo copying machine in the Downey City Library for a report from
the City Attorney at the next regular meeting of Council.

passed by the following vote to award bid for additional book shelves, cabi-
nets and bookcases to the lowest and best bidder, American Seating Company,
in the amount of $10,378.10 and all other bids be rejected.

It was moved by Councilman Temple, seconded by Councilman Morton and
passed by the following vote to authorize proceeding with completion of Business,
Commercial, Financial and Industrial Brochure with the Chamber of Commerce
paying remaining costs, including expenses of plates, paper and plastic
binders for five hundred initial copies to be distributed on a selection basis.

It.was moved by Councilman Temple, seconded by Councilman Morton and
passed by the following vote to approve Spanish classes through Adult Educa-
tion Program Tuesdays and Thursdays to be held in the conference room of the
Council Chambers from 5:00 PM to 6:00 PM, beginning September 17 and closing
January 31, 1964.

Mr. Spindel reported the investigation of the Public Works Department
was now completed relative to the possibility of authorizing matching funds
on installation of sidewalks in Imperial Highway west of Dunrobin. It is
deemed that sidewalk matching funds are applicable to Mr. C. J. Trollop's
property as he had initially volunteered to pay for the installation and
initiated circulating of a petition to obtain adjacent property owners' con-
sent for installing sidewalks also. Mr. Spindel reported the amount of

matching funds would total approximately $165 from the street and
sidewalk fund, for use on installation of sidewalks on Mr. Trollop's
property only.

Dickerson and passed by the following vote to approve matching funds
in the approximate amount of $165 for installation of sidewalks at
the property owned by Mr. C. J. Trollop on Imperial Highway, west of
Dunrobin Street.

Mayor Corbin instructed the Director of Public Works to supply Council
with copies of the recently adopted policy on sidewalk matching funds.
Mr. H. L. Duggan, 7901 E. Stewart and Gray Road inquired about his
previous request for a breakdown of the cost to the City of taking over the
Downey County Water District.
Councilman Morton advised Mr. Duggan to come to the City Hall where he
could obtain the figures from the Finance Department.
At the request of Mr. Duggan for information concerning how the Downtown
Vehicle Parking District No. 1 would be operated, he was informed by the City
Manager that the Board of Parking Place Commissioners would make their rec-
ommendation as to whether it would be handled through parking meters or
validation and submit this to Council for their action.
It was suggested by Mr. Duggan that the downtown business area would be
improved by installation of a mall. Councilman Morton stated he had obtained
information regarding mall installations in other cities at the AMA Conference,
which information was available to anyone interested.
Mr. Duggan also inquired about the location of a municipal hospital, if
approved by the voters. He was advised the exact location is not known at
this time and that it would be inadvisable to announce a definite location
prior to the election.
Mayor Corbin called upon Mr. Gano Culwell, member of the City Charter
Committee, who was present. Mr. Culwell chose only to report that the group
has a very harmonious committee and that they are working right on schedule.
Mrs. June Tolliger, 8124 E. 5th Street, inquired how the Parking
District would affect her property and was advised the City Engineer could
give her complete information.
Councilman Morton read an article from the Wall Street Journal dealing
with federal subsidization and stated he is thankful that the City of Downey
tries to do for itself without federal or state "handout ".
Deputy Chief of Police Loren Morgan reported on the current bicycle
safety program to be carried on through the schools by the Police Department.
The City Attorney reported he had an agreement between the .County and the
State that they pay $6420 to acquire property upon which they had a mortgage
at Cornuta Street and Spry Street. Purchase of this property may eventually bring
some of the money back to the City.

and passed by the following vote to authorize the Mayor to approve the
agreement between the County and the State for the purchase of property
at Cornuta and Spry Streets.

The City Attorney requested authority from Council to attend the
National Institute of Municipal Law Officers in September at Dallas,
Texas, with reasonable and necessary expenses.

passed by the following vote to authorize attendance by the City Attorney
to the National Institute of Municipal Law Officers.

Mr. Spindel reported that in connection with the pedestrian overpass
over the Santa Ana Freeway, the state is willing to participate either on
a 50 -50 basis with the City or on a 1/3 basis with City and School District,
but that the State Division of Highways is unable to start on the project
until it knows just how the project is to be financed.
The City Manager was instructed to direct a letter to the proper State
official inquiring of the possibility of a 3/4 contribution from the State
for the pedestrian overpass project over the Santa Ana Freeway at Tweedy Lane.
There being no further business to come before Council, the meeting
adjourned at 10:00 P.M.
