MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
APRIL 9TH, 1962
The City Council of the City of Downey held a regular meeting in
the Council Chamber of the Downey City Hall at 7:30 P.M., April 9, 1962,
Mayor Scott E. Temple presiding.

Reverend Curtis Puryear of the Immanuel Southern Baptist Church of
Downey delivered the invocation.
Mayor Temple announced the City Council at this time will make a
presentation of commendation to the students from Guadalajara who partici-
pated through the "People -to- People" program, and to the Downey families
who sponsored each student. The Mayor requested Councilman Edwin Giddings
to assist him in presenting plaques to the following:
Student Carlos Agnesi and sponsors, Mr. and Mrs. Len Hamilton
Student Fernando Rabago and sponsors, Mr. & Mrs. C. R. Anderson
Student Garcia Rulfo, Jr., sponsor Richard Green
Sponsors of Juan Jiminez, Mrs. Vince Andrews and Skippy Blair
Mayor Temple announced that this is the time and place set for the
public hearing on the vacation of a portion of Adenmoor Avenue. Mr. King
reported that the vacation of the easterly side of Ardis Avenue, being a
1.66 foot strip along the easterly side of Adenmoor Avenue between Borson
Street and Imperial Highway, would avoid the present offset in the right of
way line in the easterly line of Ardis Avenue. The City Engineer reported
that the site had been posted with the intent to vacate, that no protests
had been filed and all proceedings set forth by State law have been complied
with. It was ascertained by the City Attorney that the City has no use of
this street as a public street.
Mayor Temple inquired of the City Clerk if she had received any written
protests. The City Clerk replied she had received none. There were no oral
comments.
It was moved by Councilman Giddings, seconded by Councilman Corbin and
so ordered that the hearing on the proposed vacation of a portion of Adenmoor
Avenue southerly of Imperial Highway be closed.
RESOLUTION NO. 953
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ORDERING-THE VACATION OF A PORTION OF ADENMOOR AVENUE
LYING SOUTHERLY OF IMPERIAL HIGHWAY ALONG THE EASTERLY

SAID SECTION RELATES TO RELOCATION OF BUILDINGS

It was reported by the City Manager that Aman Brothers Construction
Company, under contract with the City of Downey to perform the work on
Paramount Boulevard between the Southern Pacific Railroad and Stewart and
Gray Road has requested an extension of time of 15 working days due to
inclement weather and additional curbs, gutters and sidewalk construction.
It was moved by Councilman Peavey, seconded by Councilman Giddings and
passed by the following vote to grant the 15 -day extension of time to Aman
Brothers Construction Company under Contract #66, Paramount Boulevard im-
provements.

The City Attorney stated that due to the fact that the boundaries of
A.D. #78, Nash & McCahill Streets improvements, include more or less that
portion of Firestone Boulevard and its intersection with Tristan, the
assessment district should be extended in a more or less northerly line
of Firestone Boulevard.
It was moved by Councilman Peavey, seconded by Councilman Skinner and
passed by the following vote to authorize the circulation of petitions for
the purpose of developing this area under assessment district proceedings.

It was reported by the City Engineer that Council, sometime ago,
accepted all improvements with the exception of the grading of Tract #24103
which has now been completed. It was requested of Council to accept the
work and release the bond which has been held for this portion of the im-
provements.

passed by the following vote to accept the work of grading in Tract #24103
and release the bond.

Mr. King reported that as a result of a letter from the president of the
Downtown Downey Business Association, requesting that signs be posted in the
downtown area to prohibit all -night parking to enable the City street sweepers
to adequately clean the downtown streets, a study had been made by the traffic
engineer. It was found that this problem can be alleviated by the enforce-
ment of Section 3176 of the Downey Municipal Code, which prohibits parking of
vehicles for a period of time longer than 30 minutes between the hours of 2 :00
and 4 :00 A.M. of any day. The City Attorney advises that signs should be
posted in order to legally enforce this ordinance. This was recommended by
the traffic committee, with posting to be on Firestone Boulevard and Second
Street between Brookshire Avenue and La Reina Avenue; and Downey Avenue from
Firestone Boulevard to Fifth Street.

passed by the following vote to accept the Traffic Committee's report and
authorize posting of no parking signs between the hours of 2:00 A.M. and 4 :00 A.M.
as recommended.

A resume of Planning Resolution No. 69, Zone Change #83 was presented by
Sherman Griselle, Director of Planning. (Property owner, Cooke, Elm Vista
Drive.) Hearing date recommended on this zone change, Planning Resolution #69
was April 24, 1962.
It was moved by Councilman Skinner, seconded by Councilman Peavey and so
ordered to set a hearing for 8:00 A.M., April 24, 1962, in the Council Chamber
of the Downey City Hall for Planning Resolution No. 69, Zone Change #83, Cooke- -
Elm Vista Drive) .
The City Manager reported that at the last meeting of Council a letter
relative to the possibility of appointing a Board of Appeals as covered by
the Western Section of the Builders Code. The Building Director was asked to
present his report in this matter. It has been found that there seems to be
no apparent need for a Board of Appeals for the City as there has not been an
appeal along this line in the five years that the City of Downey has been
incorporated.

Councilman Peavey suggested a revision of the ordinance to create a
Board of Appeals and the Council, from time to time, to appoint members
to such board.
After further discussion it was moved by Councilman Peavey, seconded
by Councilman Giddings and so ordered that the City Attorney, Building
Director and the City Manager work out a revision of the ordinance so that
Council may appoint if and when an occasion arises.
Mr. King requested vacation from April 16 -20, during Easter vacation.
It was moved by Councilman Peavey, seconded by Councilman Skinner and so
ordered that the City Manager's request for vacation from April 16 -20 be
granted.
The Mayor presented City Manager Oren L. King with a pin denoting
five years of loyal service tD the City of Downey. Mr. King thanked the
Mayor for this pin and stated it had been five of the most pleasurable years
of his life.
Councilman Giddings expressed his regret in leaving the City Council
and stated that he thinks he is leaving a very successful ship that is going
in the right direction and will eventually get there. All other councilmen
expressed their regret at Councilman's termination of service with the City
of Downey on its City Council. The City Manager and the City Attorney both
their regrets that Councilman Giddings will no longer be a member of the City
Council after the election April 10, and stated it had been a pleasure working
with him.
Councilman Corbin reported on a resolution from the League of California
Cities favoring a reapportionment of county supervisors from 5 to 7 members.
It is his recommendation that the Board remain at 5 members and that a resolu-
tion be drawn opposing the League resolution.
It was moved by Councilman Giddings, seconded by Councilman Skinner and
so ordered that the City Council of the City of Downey go on record opposing
an increase of the County Board of Supervisors from 5 to 7 members, and that
the City Attorney be instructed to prepare a resolution for consideration by
Council before the next League Meeting, at which time the matter will be
voted upon.

so ordered to adjourn the meeting at 8:45 P.M. to 8:00 A.M., April 17, 1962,
in the Council Chamber of the Downey City Hall.
